Law of 28 June 2007 amending the Municipal Act, the Water Management Act and the Environmental Management Act in connection with the introduction of care obligations of municipalities for the fluency of rainwater and groundwater, as well as clarification of the Compulsory waste water, and adjustment of the associated financing instrument (anchoring and financing of municipal water tasks)

All of them, who will see or hear these, saluut! do know:
In this regard, we considered that it would be desirable to lay down rules on the care of the fluidity of the water and groundwater in the urban area and to lay down detailed rules on the care of the waste water, that is provided for in an associated financing instrument;
In this way, we, the Council of State, and with the mean consultations of the States-General, have been well-regarded and understood to be right and to be understood by the following:
1 Appearance within five years of the date of entry into force of Article III (B) , of this law, the city council determines a municipal sewer plan that complies with Article 4.22, second paragraph, of the Environmental Protection Act as amended by this law.
2 Article 4.22, second paragraph, part a, of the Environmental Protection Act As that stated before the date referred to in paragraph 1, as long as the period referred to in paragraph 1 has not expired, it shall apply to a municipal sewer plan, as provided for in the first paragraph of this paragraph. Article 4.22, first paragraph, of the Environmental Protection Act , fixed at the latest within that time limit and not complying with Article 4.22, second paragraph, of the Environmental Protection Act , as amended by this law.
1 The Parts A to D of Article II shall enter into force from 22 December 2006. If the Official Journal of the State in which this Law is placed is issued after 21 December 2006, the said items shall enter into force from the day following the date of issuance of the Official Gazette, in which the Act is to be placed.
2 The other provisions of this Act enter into force on a date to be determined by Royal Decree which may be adopted in a different way for the various articles or parts of the Act.
Burdens and orders that it will be placed in the Official Gazette, and that all ministries, authorities, colleges and officials who so concern will keep their hands on the precise execution.
