Law of 25 January 1951, laying down detailed provisions for the introduction of the posts of Minister without portfolio and Secretary of State
We JULIANA, at the grace of God, Queen of the Netherlands, Princess of Orange-Nassau, etc., etc., etc.
All of them, who will see or hear these, saluut! do know:
In this regard, we have taken the view that it would be desirable to provide some further provisions in connection with the introduction of the posts of Minister without portfolio and by the Secretary of State;
In this way, we, the Council of State, and with the mean consultations of the States-General, have been well-regarded and understood to be right and to be understood by the following:

The powers and obligations imposed by the law on the heads of ministerial departments in general, or imposed by the law, are partly imposed on our ministers, without portfolio, and the other, the Secretaries of State, in so far as they are Constitution acting as Minister.

The powers and obligations of, or pursuant to, the law of a ministerial département in particular shall be subject to, inter as, a Secretary of State in that department, provided he is in accordance with Constitution Minister acting.

Without prejudice to the other cases where the minister, for whose department a secretary of state has been appointed, considers it necessary that the Secretary of State should intervene in his place, the minister in the Dutch Official Gazette The Secretary of State shall be responsible for the special task of the Secretary of State.

This Act enters into force from the day after that harer proclamation and has retroactive effect until 1 January 1949.
Burdens and orders, which are in the State Sheet will be placed, and that all Ministerial Departments, Authorities, Colleges and Officials, who so concern, will keep their hands on the precise execution.
