§ 1 Termination of the financing of the old style of education
A
1. The training schools for nursery school and teacher training schools financed by the Member States on 31 July 1984 from 1 August 1984 for a first year of apprenticeship are no longer financed from the State's coffers; 2.

1. The 1968 Training Nursery Decision ( Stb. 359) and the training of teachers ( Stb. 1968, '358') shall be repealed, without prejudice to Part A, second paragraph.

2. Up to and including 1986, the State examination for the purpose of obtaining the instrument of competence as a leader shall be given in accordance with the rules in force on 31 July 1984. They were granted this state examination or the final examination of Section A to a nursery school training school in 1986 and were rejected, for the last time in 1987, to complete this state examination.

From 1 August 1984, the departments of higher general education financed from the budget of the Member States for higher general education and related to teacher training schools from 1 August 1984 for a first year of learning may no longer be paid for the period of education and training in the field of education and training. § 2 Commencement of the financing of education new style
H
1. After consulting the organizations concerned, the Education Council, our Minister, after consulting the Education Council, shall establish, before 1 March 1983, a transitional education training course for 1984 for primary school teacher training schools, which shall be from 1 August 1984, from the budget of the Netherlands.
2. The transitional plan for 1984 shall have the following interrelated objectives:
(a) to ensure that all nursery training schools and teacher training schools, as referred to in the third paragraph, are transferred to primary school teacher training schools, both in administrative and staff levels;
b. To arrive at primary school teacher training schools, resulting from at least one nursery school teacher and a teacher training school where it is possible to do so;
(c) to achieve a balanced set of primary school teacher training schools, in view of the education required in the area concerned and the needs of primary school teachers;
d. to attend training schools for primary school teachers, each of which is of a sufficient size to ensure the proper care of education;
e. to a number of training schools for primary school teachers, which shall not exceed 67.
(3) Training schools for nursery school teachers and teacher training schools referred to in this paragraph are training schools for nursery school teachers and teacher training schools, which will be carried out either on 31 July 1982 or from the State of the Netherlands. They are included in the schools plan adopted in 1981, referred to in Article 65 of the Secondary Education Act, or are designated under Article 56 of the Secondary Education Act.
(4) Chapter I of Title III,-except for the members 1 A 2 and 3 of Article 75-, of the Law on secondary education for the period from 1 August 1982 until the date of entry into force of the Law on Higher Vocational Education, it is not applicable to training schools for nursery school teachers, teacher training schools and training schools for vocational training schools. primary school teachers, on the understanding that the plan of schools to be adopted in 1981 can be used for the last time training schools for nursery school and teacher training schools.
§ 2 Commencement of the financing of education new style
I
(1) The composition of the transitional plan for 1984 shall be drawn up on the basis of requests and partial plans referred to in the fourth paragraph of the second and second paragraphs, and of the state schools, which our minister considers to be necessary in accordance with the third paragraph.
(2) A municipal or a special school may be included in the transitional plan for 1984 only on a request from our minister for that purpose before 1 October 1982. The application shall be made by, or on behalf of, the competent authority of one or more municipal or special training schools for nursery school teachers and teacher training schools. The request may be lodged by or on behalf of two or more competent authority bodies, provided that they jointly state that the relevant municipal or local authorities of special training schools for the purposes of establishing the Pre-school teacher and teacher training schools no later than 31 January 1983 as municipal or as special schools will be maintained by one competent authority.
3. A state school can only be included in the transitional plan for 1984 if the school comes out of at least a school teacher training school or a primary school teacher training school. If the school comes from one or more municipal or special training schools for nursery school teachers and teacher training schools which are not already in place by the State before 1 October 1982, our Minister of State shall declare that the School shall not be and the relevant competent authorities before 1 October 1982 jointly that the relevant municipal or municipal or local training schools for primary school teachers and training schools for teachers and training schools By 31 January 1983 at the latest, the Kingdom of the Union shall be maintained. 5. If our Minister is of the opinion that any other school is requested, or another place of establishment, or a request by more applicants, is jointly more in line with the objectives set out in Part H, second paragraph, in consultation with the applicant, and, where necessary, with the competent authority of eligible nursery training schools and teacher training schools before the transitional plan is adopted, before the transitional plan is adopted.
6. In the transition plan for 1984, our minister takes up the schools, which are separate and interrelated with the goals mentioned in Section H, 2nd paragraph. In so doing, the training schools for nursery school and teacher training schools, which are transferred to one of these schools, should be maintained by a single competent authority at the latest by 31 January 1983, except for the training schools for the training of teachers. Where, for the purpose of incorporating a school in the transitional plan 1984, the management of a nursery school or training school is transferred from a teacher training school to another competent authority, the transfer shall be carried out at the time of transfer. 1. The transitional plan for 1984 shall be established within one month of the adoption in the Dutch Official Gazette to be published and forwarded to the competent authority and to the legal person referred to in Part I, fourth paragraph, of the second sentence.
(2) Where a request for inclusion of a school has not been taken in the transitional plan for 1984, the reasons for such communication shall be communicated to the applicant when the plan is forwarded.
§ 2 Commencement of the financing of education new style
M The training schools for nursery school teachers and training schools for teachers and training communities, consisting of a training school for nursery school teachers and a teacher training school, from 31 July 1984 from the Netherlands, in so far as this is done pursuant to this paragraph, as from 1 August 1984, or of any other year as referred to in subparagraph L, fourth paragraph, primary school teacher training schools shall be established. They shall begin on that date for the first year of teaching.

N In the case of general management measures, rules shall be laid down regarding the impact on staff of the transition from nursery training schools and training schools for teachers in training schools for teachers primary education.
§ 3 Other transitional provisions
O The general measure of administration, referred to in Article 23, first paragraph, of the Law on Secondary Education In so far as the training schools for teachers of primary education are concerned, it may not only include provisions on the subjects mentioned in paragraph 2 of that article, but also on:
a. the institution work plan and the subjects to be included in each case, as well as the activity plan;
b. the final terms;
c. the propedeuse.
§ 3 Other transitional provisions
P The general measures of administration specified in the Article 23 , first paragraph, and 27, First paragraph, of the Secondary Education Act , as far as training schools for teachers of primary education are concerned, parts of it may be considered to be working back to 1 January 1984.
1 The Articles I , II and III, Part A to G , this Law shall enter into force with effect from 1 August 1984.
2 The Articles III, Parts H to P, and IV This Act enters into force with effect from 1 August 1982. If: State Sheet , in which this law is placed, is issued after 31 July 1982, the articles, named in the first sentence, enter into force from the day after the date of issuance of the State Sheet in which this law is placed, and shall return to work until 1 August 1982.
Burdens and orders, which are in the State Sheet All ministerial departments, authorities, colleges and civil servants, with whom this is concerned, will keep their hands on the precise implementation.
