Law of 24 March 1961, dealing with the prices of goods and services

We JULIANA, at the grace of God, Queen of the Netherlands, Princess of Orange-Nassau, etc., etc., etc.

All of them, who will see or hear these, saluut! do know:

In view of the fact that it is desirable to open up the possibility of setting up prices for goods or services in cases where the development of animal prices gives rise to prices for that purpose, we have to make it possible to open the rules on the prices of goods or services.

In this way, we, the Council of State, and with the mean consultations of the States-General, have been well-regarded and understood to be right and to be understood by the following:

  • 1 This law is governed by:

    products: movable property within the meaning of the Civil Code;

    services: all services, in the broadest sense, including operations, which are the subject of an insurance or guarantee agreement, but excluding those which are the subject of an employment contract;

    Our Minister: Our Minister for Economic Affairs.

  • 2 This law does not apply to the remuneration of banking services, in the broadest sense, and of the money and capital markets, in so far as they bear the nature of interest subsidies.

  • 1 Our Minister may, in accordance with the views of the Council of Ministers, if there is a sudden emergency of the national economy caused by one or more shock-provoking factors, in his opinion as a result of a sudden emergency of the national economy, there is such a accelerating inflation-or if there are assignable circumstances, allowing it to suspect that such a accelerating inflation will arise-that taking such a measure is required:

  • 1 In the case of a general measure of management, rules may be laid down concerning:

    • (a) the publication of the prices, against which products or services are offered;

    • (b) the publication of the prices per units of measurement designated by that measure, against which products are offered;

    • (c) the publication of the fees charged for the purpose of determining the price of services for the duration specified by that measure, and the publication of the amounts of money involved in the determination of the prices of the services; supplies of materials and components to be used in the performance of those services;

    • d. specify the accounts relating to the services provided.

  • 2 The proposal to establish, amend or revoke a general measure of administration as referred to in paragraph 1 shall be addressed to us by Our Minister and our Minister, who shall take part in the joint operation.

  • 1 Our Minister may be from it under the Articles 2 or 2b grant a derogation on request for that purpose.

  • 2 The exemptions may be granted under restrictions. The exemptions may be subject to rules.

  • 1 With the supervision of compliance with or under this law, the officials appointed by the decision of Our Minister and of our Minister shall be responsible for the cooperation of the officials.

  • 2 Of a decision referred to in paragraph 1 shall be communicated by means of a decision of the Official Gazette .

Where, in the interests of proper implementation of the law, further arrangements are required in this Act, this may take place in the case of a general measure of management.

This law may be cited as a 'Price Act'.


Article 18

This law will enter into force on a date to be determined by Us.

Burdens and orders, which are in the State Sheet will be placed, and that all Ministerial Departments, Authorities, Colleges and Officials, who so concern, will keep their hands on the precise execution.
