In this regard, we considered that it would be desirable to introduce a coherent transport and transport policy, involving the three tiers of government, to introduce a plan structure;

In this way, we, the Council of State, and with the mean consultations of the States-General, have been well-regarded and understood to be right and to be understood by the following:

For the purposes of this Act and the provisions based thereon, the following definitions shall apply:

Our Minister: Our Minister of Transport and Water State;

Our Ministers: Our Minister for Transport and Water stands together with Our Minister for Housing, Spatial Planning and the Environment;

Essential elements of the national traffic and transport plan: the national objectives and the other elements of national transport and transport policy, which are identified as such in this plan;

Essential elements of the provincial transport and transport plan: provincial objectives and other parts of the provincial transport policy and transport policy which form an impact on the essential elements of national traffic and transport policy. Transport plan.

  • 1 There is a national traffic and transport plan, which gives direction to the decisions to be taken on traffic and transport. To the extent that a national traffic and transport plan has the character of a structure vision, this is determined in the plan and is Article 2.3 of the Spatial Planning Act applies to it.

  • 2 The national transport and transport plan is prepared by our Minister, who will consult with deputed States and the lectures of mayor and aldermen.

  • 1 The plan contains the main aspects of national traffic and transport policy.

  • 2 The plan takes into account the possible economic, environmental, spatial and social developments, as well as the relevant international developments.

  • 3 In any event, the plan shall contain:

    • a. the essential elements of national traffic and transport policy;

    • b. a description of the likely activities of Empire, provinces and municipalities;

    • c. alignment with neighbouring policy areas, such as economy and environment;

    • d. The phasing out, the prioritisation and an indication of the financing of the implementation;

    • e. the time limit within which the provincial plan is to be fixed or revised.

  • 1 The policy to be implemented by the State shall be laid down in a separate chapter of the national traffic and transport plan.


Paragraph 3. The Provincial Transport and Transport Plan

  • 1 Provincial States shall establish one or more provincial transport and transport plans, which shall give direction to decisions relating to traffic and transport to be taken by the provincial and deproted States. Provincial States shall respect the essential elements of the national traffic and transport plan in this respect.

  • 2 The plan shall contain the main affairs of the transport and transport policy to be implemented by the province.

  • 3 In any event, the plan shall contain:

    • the elaboration of the essential elements of the national security and transport plan;

    • b. alignment with other policy areas, such as spatial planning, economy and environment;

    • (c) the phasing out, the prioritisation and an indication of the financing of the implementation and of the resources available to municipalities;

    • d. the time limit for which the plan applies;

    • e. the time limit within which the municipal policy must have been brought into conformity with the plan.

  • 4 Before the end of the period referred to in paragraph 3 (d), provincial States shall establish a new provincial transport and transport plan.

  • 1 For the purposes of the implementation of the national transport and transport plan, the provincial transport and transport plans and the transport and transport policies of municipalities, administrative agreements may be concluded. The need to do so may be indicated in the national or provincial transport and transport plan or in municipal policy.

  • 2. In the event of failure to reach administrative agreements, each of the governing bodies concerned may bring a commission to be set up by Our Minister. The members of this committee shall be appointed on a proposal from the State, provinces and municipalities.

Within five years of the entry into force of this Act, our Minister shall send to the States-General a report on the effectiveness and effects of this law in practice.


Article 16

  • 1 The board of a public body as referred to in Article 20, third paragraph, of the Passenger Transport Act 2000 , establishes a regional traffic and transport plan, which gives direction to decisions relating to traffic and transport for the area designated under Article 20 (3) of the Passenger Transport Act. The Steering Board shall meet the essential elements of the national transport and transport plan, as well as the essential elements of the provincial transport and transport plan, in so far as they relate to the regional cohesion.

This law is cited as: Planning Act traffic and transport.

Burdens and orders that it will be placed in the Official Gazette and that all ministries, authorities, colleges and public servants who so far as to do so will keep their hands on the precise execution.
