In this regard, we considered that the Convention on the collection, issue and intake of waste in the Rhine and inland waterway transport (Trb) was established in Strasbourg on 9 September 1996. 1996, 293), under the first paragraph of Article 91 of the Constitution, the approval of the States-General before the Kingdom can be bound by it;
whereas it is also necessary to lay down rules for the implementation of the said Convention, principally by means of a change in the Surface water pollution law , the Environmental Environment Act and the Civil Code;
In this way, we, the Council of State, and with the mean consultations of the States-General, have been well-regarded and understood to be right and to be understood by the following:

The rate of the Article 39c of the Domestic Law the waste management contribution referred to is € 0,0075 per litre of gas oil in the first calendar year after the entry into force of this Act, provided that no different decision was taken as to the said calendar year as intended to Article 39d, second paragraph, of that Act has been established.
This Act shall enter into force on a date to be decided by Royal Decree, except: Article I , which shall enter into force from the day following the date of issuance of the Official Gazette, in which this Law is placed. A royal decree may be adopted at a different time, upon which: Article II as regards: Chapter 4A, paragraph 4, of the Inland Act enters into force.
Burdens and orders that it will be placed in the Official Gazette, and that all ministries, authorities, colleges and officials who so concern will keep their hands on the precise execution.
