    Mr. Vadim Filipov, a member of the advisory vote in the Central Election Commission of the candidate to the position of President of the Republic of Moldova, Mr. Igor Dodon, to the Central Electoral Commission registered opposition to the Commission, under no. CEC-10/43 of 11 November 2016, requesting to establish the fact of the infringement by the electoral contestants, Mrs Maia Sandu, of art. 47 para. (21) of the electoral code and to submit to the authority a court about undoing the competitor in question.

Examining those relied on in the opposition and in the reference, and analyzing evidence attached, after hearing the parties ' position, the Commission finds the following.
According to art. 641 para. (8) the electoral code, the election advertising in the internet and via mobile telephony is treated as an election advertisement in print media.
At the same time, according to art. 65 paragraph 1. (3) of the electoral code, appeals to the mass media by shall be examined by the Court. The Commission therefore explains the opposing party that he is entitled to address the Court.
For the reasons set out above, pursuant to article 18, paragraph 2, 26, 47. (21), para. 641 (8), 65-67 of the electoral code no. 1381-XIII of 21 November 1997 and in accordance with the regulation on the procedure of examination and review of electoral bodies during the electoral period, approved by the decision of CHEQUE No. 3353 of 20 July 2010 Cec h o t t r â â, etc is: 1. reject an opposition no. CEC-10/43 of 11 November 2016 filed by Mr. Vadim Filipov, a member of the advisory vote in the Central Election Commission of the candidate to the position of President of the Republic of Moldova, Mr. Igor Dodon.
2. Explain the opposing party the right to address the Court regarding violations of electoral turmoil in internet network.
3. this decision shall enter into force on the date of its adoption, shall be published on the official website of the Central Election Commission and the Official Gazette of the Republic of Moldova.
