with regard to reports concerning electoral contestants ' entitlements and expenses incurred during the campaign for election as President of the Republic of Moldova of 30 October 2016, the dated 14 October 2016

(1) of the electoral code no. 1381-XIII of 21 November 1997, the date of presentation by the electoral contestants of the first report on monetary means and expenditure incurred during the electoral campaign is the 14th of October 2016. The reports shall be submitted in accordance with the model at Annex 4. 3 of the regulation on the financing of electoral campaigns, approved by the decision of the Central Election Commission no. 3352 of 4 may 2015.

Under the terms of art. 22 paragraph 1. (2) (a). d) and 382 para. (4) the electoral code, means monetary reports and expenditure incurred during the campaign, presented by the electoral contestants above indicate, were placed on the website of the Central Election Commission (URwww.cec.md), under the heading "October 30 presidential election 2016"/"financial support of electoral competitors", in compliance with the legislation on the protection of personal data.
Has not submitted a report on the revenue and expenditure shown in the campaign independent candidate to the Presidency of the Republic of Moldova, Mrs Maia Laguta as well as any communication concerning the non-neîncasarea revenue and expenditure for the period subject to reporting or that it would not open a bank account with the heading "electoral Fund", according to art. 38 para. (2) (a). (c)) of the election code.

As a result of prior checking of reports presented by the electoral contestants in the above named plenitude of information and compliance with the requirements of establishing them, the Commission finds the following.
Reports of electoral competitors Mabuga, Mihai Ghimpu, Iurie Leanca, Popenco Inna, Lupu Dumitru, S Mafi, Igor Dodon, Saarva and Ghilețchi Va are drawn and presented in accordance with the provisions of art. 382 of the election code and regulation on the financing of electoral campaigns, means monetary gained in reporting period reported, and the expenses incurred in the reporting period correspond to the data given by the banks where the accounts were opened with the words "electoral Fund" of these competitors.

According to art. 382 electoral code, report on the monetary means and expenditure incurred during the electoral campaign will include chapter and chapter about income expenditure. After examining the contents of the financial statements, the Commission certifies that, on behalf of the "electoral Fund" of electoral competitors, Mr. Ghimpu Mihai, Mr. Iurie Leancă, Mr. Lupu Dumitru and Mrs. R, endowments were transferred in excess of 75 thousand lei. In this regard, in accordance with point 20 of the Regulation on the financing of electoral campaigns, the Central Electoral Commission is expected to submit to the State Tax Inspectorate under the Ministry of Finance's approach regarding the verification of the origin of such contributions.
In the context of those shown above, pursuant to art. 18, 22 para. (2) (a). c), d) and (g)), 26 para. (1) (a). b), 38, 382 electoral code no. 1381-XIII of 21 November 1997 and the regulation on the financing of electoral campaigns, approved by the decision of the Central Election Commission no. 3352 of 4 may 2015, the Central Electoral Commission decides: 1. Take note of the reports of electoral competitors concerning monetary means and expenditure incurred during the campaign for election as President of the Republic of Moldova of 30 October 2016, the dated 14 October 2016, according to the annex, ascertaining as prepared and presented in accordance with art. 382 of the election code and the provisions of the regulation on the financing of election campaigns.
2. refer the matter to the Principal State Tax Inspectorate under the Ministry of Finance to verify the origin of financial contributions which exceed the sum of 75 thousand lei paid electoral competitors.

3. Apply an independent candidate as President of the Republic of Moldova, Mrs Maia Laguta, sanctions in the form of warning for violation of article 38, paragraph 1. (2) (a). c) and art. 382 electoral code, with the obligation to inform the Commission, within 24 hours, that he will not open the account with the heading "electoral Fund" and will not incur financial expenses during the campaign or, where appropriate, will present a report on the revenue and expenditure shown in the election campaign.
4. this decision shall enter into force on the date of its adoption, shall be published on the official website of the Central Election Commission and the Official Gazette of the Republic of Moldova.
