From 3-6 October 2016 was monitored the activity of service distributors: "TV", "CHIHAIVIS" LLC, "INTERVAL-TV", "CAGHET-PLUS" Ltd., "" company HARTUM-TV and "GLAVSLAVIA". Monitoring was aimed at verifying compliance with the requirements of the legislation in the field of audiovisual communication to the retransmission authorisations and decisions.
As a result of monitoring were detected deviations from the law in force at the next service distributors: "TV", "CHIHAIVIS" LLC, "INTERVAL-TV", "CAGHET-PLUS" Ltd., "" company HARTUM-TV and "GLAVSLAVIA".
The results of monitoring have attested to: i. "TV" (founder of the Studio "TV". Soroca) does not comply with the conditions of the authorization of the retrans-misie series AB nr. 000200 from 04.03.2015 (annex 1, Offer services of retransmitted programmes approved by the CCA Decision No. 20/98 of 5 June 2015, with subsequent amendments). Namely:-offer services not approved programs are retransmitted 13 TV stations: Moldova, Moldova 1-2, Moldova-НТВ Плюс Наше Sport, Кино НТВ Плюс Новое, Премьера TV, Vocea Basarabiei, Авто Плюс Спорт 1, ALT TV, 24 TV, Gaming, Техно Favorit TV, TV5 Monde;
-outside of the offer are retransmitted 17 TV stations: Sojuz, EuroSport (rus), Кино Семья, Super TV, Drive, Setanta Sports, Шансон, Пятница, TV-3, the Discovery Channel, TNT, Mir, Zvezda, Canal D, NG World and Домашний.
II. "CHIHAIVIS" Ltd (founder of the Studio "Dream TV" in s. Grimăncăţi, Briceni) does not comply with the conditions of the authorization for retransmission series AB nr. 000224 from 27.06.2016 (annex 1, Offer services of retransmitted programmes approved by decision No. 17/APPROX. 100 of 27 June 2016). Namely:-offer services not approved programs are retransmitted 7 TV channels: TV7, CTC, Bravo, RU TV Moldova, Super, TV-national TV and Sport.
-outside of the offer are retransmitted 5 TV: TNT, CTC, RU TV, TV3 and Шансон.
III. "INTERVAL-TV LLC (founder of the Studio" Gradji village ". Edinet) does not comply with the conditions of the authorization for retransmission series AB nr. 000146 from 21.07.2011 (annex 1, Offer services of retransmitted programmes approved by decision No. APPROX. 74 from 02 may 2013). Namely:-offer services not approved programs are retransmitted 12 TV channels: nit, EURO TV, OTHER TV, RU TV Moldova, N24, Teleclub, History, Eurosport, Eurosport (en) (ru), Bestseller and Кухня ТВ Наука, 2.0.
-outside of the offer are retransmitted 6 posts: NTV TV Moldova, Bulivar, Новый канал, Focus TV, and TV.
IV. "CAGHET-PLUS" Ltd. (founder of the Studio "M". Taraclia) does not comply with the conditions of the Authorization relay series AB nr. 000225 from 25.08.2016 (annex 1, Offer services of retransmitted programmes approved by decision No. 22/APPROX. 128 of august 25, 2016). Namely:-offer services not approved programs are retransmitted 6 TV stations: CTC, TVR, Moldova, Зоопарк Матч Мир Планета Наука, and 2.0.
-outside of the offer are retransmitted 14 TV stations: Матч, Игра, Plius Plius, CTC, NGW, NGC, 1000RK Канал 5 TV, Новый канал, Звезда, Боец Пятница, Futbol, 1 and access TV.
V. "HARTUM-TV LLC (founder of the Studio" TVT ". Taraclia) does not comply with the conditions of the Authorization relay series AB nr. 000227 from 16.09.2016 (annex 1, Offer services of retransmitted programmes approved by decision No. APPROX 24/142 of 16 September 2016). Namely:-offer services not approved programs are retransmitted 13 TV stations: BNT, channel 2, Channel 3, Gurinel TV, Jurnal TV, Sport TV, Planeta Moldova, Chişinău, Moldova as ProTV RTR, TV5 Monde, TVR, and Moldova НТВ Плюс Мир ТВ Кинохит;
-outside of the offer are retransmitted 13 TV stations: NGW, RTR Planeta, Наш футбол, Звезда, Super TV, Discovery Channel, ITV, Кинопоказ, Шансон, Матч, ЧЕ, Россия 1 and TV3.
Vi. "GLAVSLAVIA" Ltd (founder of the Studio, "Gallaway-TV". Briceni) does not comply with the conditions of the authorization for retransmission series AB nr. 000151 from 09.12.2011 (Annex No.1), Offer the services of retransmitted programs approved by the CCA Decision nr. 74 of 2 may 2013). Namely:-offer services not approved programs are retransmitted 18 TV channels: Channel 3, channel 2, Euro TV, 7 TV, Pro TV Chisinau, national TV, Favorit TV, N 24, Alt TV, Agro TV Moldova, Moldova Gurinel TV, TVR, Mulit, 5 Ukraine, Moldova Sport, Bestselling, nit and TV 5;
     -outside of the offer are retransmitted 14 TV stations: Союз, Россия 1, NGC, Матч, Super TV, Mир, Звезда, Домашний, Focus TV, Discovery, ТВ Центр, TV 3, Индийское Карусель and Кино ТВ.
In the light of the findings and, in accordance with art. 28, 29, 37, 38, 40 of the broadcasting code and art. 36 para. (2) of the regulation on the procedure and conditions for issuing licences and permits relay CCA DECIDES: 1. To apply the public warning "SAT TV Ltd. (founder of Studio TV" TV ". Soroca), pursuant to article 5. 38 para. (2) (a). (e)), para. (3) (a). the broadcasting code), for derogations from article. 28 para. (1) of the broadcasting code, art. 36 para. (2) of the regulation on the procedure and conditions for issuing licences and permits relay and failure to comply with point 1.4, 2.2, 3.1, lit. (b) the retransmission consent series AB nr. 000200 from 04.03.2015 awarded "TV" (PRO-(7)-HAMMER, o. BARBALATA, a. CASTILLO, o. GUŢUŢUI, c. MÎŢU, m. OBI-HADIRCA, and d. VALENTINI).

3. To apply the public warning "INTERVAL-TV LLC (founder of cable TV Studio" Gradji village ". Edinet) according to art. 38 para. (2) (a). (e)), para. (3) (a). the broadcasting code), for derogations from article. 28 para. (1) of the broadcasting code, art. 36 para. (2) of the regulation on the procedure and conditions for issuing licences and permits relay and for failure to comply with point 1.4, 2.2, 3.1, lit. (b) the retransmission consent series AB nr. 000146 issued from 21.07.2011 "-TV" (PRO-(7)-HAMMER, o. BARBALATA, a. CASTILLO, o. GUŢUŢUI, c. MÎŢU, m. OBI-HADIRCA, and d. VALENTINI).
4. To apply the public warning "CAGHET-PLUS" Ltd. (founder of cable TV Studio "M". Taraclia), pursuant to article 5. 38 para. (2) (a). (e)), para. (3) (a). the broadcasting code), for derogations from article. 28 para. (1) of the broadcasting code, art. 36 para. (2) of the regulation on the procedure and conditions for issuing licences and permits relay and failure to comply with point 1.4, 2.2, 3.1, lit. (b) the retransmission consent series AB nr. 000225 issued from AC 25.08.2016 "CAGHET-PLUS" Ltd. (PRO-(7)-HAMMER, o. BARBALATA, a. CASTILLO, born DAMASCUS, o. GUŢUŢUI, c. MÎŢU and m. OBI-HADIRCA).
5. Apply the public warning "HARTUM-TV LLC (founder of TV Studio" TVT ". Taraclia), pursuant to article 5. 38 para. (2) (a). (e)), para. (3) (a). the broadcasting code), for derogations from article. 28 para. (1) of the broadcasting code, art. 36 para. (2) of the regulation on the procedure and conditions for issuing licences and permits relay and failure to comply with point 1.4, 2.2, 3.1, lit. (b) the retransmission consent series AB nr. 000227 from 16.09.2016, released "HARTUM-TV" (PRO-(7)-HAMMER, o. BARBALATA, a. CASTILLO, born DAMASCUS, o. GUŢUŢUI, c. MÎŢU and m. OBI-HADIRCA).
6. Apply public warning "GLAVSLAVIA" LLC (founder of cable TV Studio, "Gallaway-TV". Briceni) according to art. 38 para. (2) (a). (e)), para. (3) (a). the broadcasting code), for derogations from article. 28 para. (1) of the broadcasting code, art. 36 para. (2) of the regulation on the procedure and conditions for issuing licences and permits relay and failure to comply with point 1.4, 2.2, 3.1, lit. (b) the retransmission consent series AB nr. 000151 from 09.12.2011, released "GLAVSLAVIA" (PRO-(7)-HAMMER, o. BARBALATA, a. CASTILLO, born DAMASCUS, o. GUŢUŢUI, c. MÎŢU and m. OBI-HADIRCA).
7. Service Distributors: "TV", "CHIHAIVIS" LLC, "INTERVAL-TV", "CAGHET-PLUS" Ltd., "" company HARTUM-TV and "GLAVSLAVIA" SRL will present at the CCA, within 10 days of the date of this order to make an informed decision (receipt by registered mail of the decision), a report on entry into legality.

8. Enterprises: "TV", "CHIHAIVIS" LLC, "INTERVAL-TV", "CAGHET-PLUS" Ltd., "" company HARTUM-TV and "GLAVSLAVIA" SRL will stop within 24 hours from the date of adoption of this decision, the retransmission of tv stations that are not provided for in the offer of services for programs retransmitted approved.
9. The decision is enforceable as of the date of its adoption and to knowledge by means of registered letter, with subsequent publication in the Official Gazette of the Republic of Moldova and in the web page of the CA.
10. In accordance with the provisions of art. 38 para. (9) of the broadcasting code, this decision may be appealed directly to the Court, without the need for a prior complaints.
11. Direction control and digitalization will perform repeated monitoring of enterprises and their subsidiaries on the implementation of this decision.
12. The control over the execution of this decision, it shall exercise Direction and legal regulations.
13. This decision shall be published in the Official Gazette of the Republic of Moldova and in the web page of the CA.
