I. "TELEMOB-COM" S.R.L. has asked the electronic media watchdog CCA, by application No. 23 of October 11, 2016, authorization for retransmission of television Studio "TELEMOB-TV" in the villages of Corjeuţi, Cărăcuşenii Vechi, Teţcani (r-nul Briceni district) and the village of Drochia (r-Drochia), for the next term.
' SPACE ' Council requested S.R.L. CCA, by application No. 01 of 19 October 2016, authorization for retransmission of television Studio "SPACE" in the villages of Sărătenii Vechi (r-nul Teleneşti) and Susleni (Orhei Raion), for the first period of activity.
III. "METICAL" S.R.L. has asked the electronic media watchdog CCA, through a request f/No. of 20 October 2016, authorization for retransmission of television Studio "Metical-TV" in the town of Orhei, for next term.
It should be mentioned that offer services for programs retransmitted proposed for approval by the Television Studio "Metical"-TV were excluded television stations "Prime", "channel 2", "3", "Cup Publika TV", "CTC" and "Mega TV" because of the earlier contracts.
During the meeting, members of the public the CCA were outraged by television Studio activity "Metical-TV" in the town of Orhei, which over the years has committed numerous derogations from the legislation in the audiovisual, for which he was punished with more public warnings and fines for non-compliance with:-the supply of programmes retransmitted approved by CCA (CCA decisions No. 134 of 30 September 2011 , nr. 58 from 27 April 2012 and no. 114 of 19 July 2012);
-Failure to submit contracts for retransmission of TV stations for the years 2015 and 2016 (BCC decisions No. 17/84 of 22 may 2015 and 14/80 of 17 may 2016);
-Unlawful retransmission of TV stations without authorization for retransmission Snr localities and Trebujeni (Orhei Raion r) (CCA Decision No. 24/140 of 16 September 2016);
-Failure to comply with the decision of BCC nr. 18/86 of 27 May 2015 concerning restriction of retransmission channel "Россия 24" on the territory of the Republic of Moldova (Decision by ABOUT 24/140 of 16 September 2016).
At the same time, it is specified that "METICAL" LLC challenged in court the decision by ABOUT No. 114 of 19 July 2012, but the Court remained in force that decision. However, "METICAL" Ltd has complied with the decision of BCC and did not pay a fine worth $5400.
Also "METICAL" did not pay any fine so far amounting to 1800 lei-for failure to submit contracts for retransmission of TV stations for the year 2016.
Moreover, the authorization of AB Series relay 000121 awarded "METICAL" S.R.L. at 15.10.2010, expired on October 15, 2016, and the application for a marketing authorization for retransmission following a period of activity was filed only at the October 20, 2016, and thus violated article. 37 of regulation regarding the procedure and conditions for issuing licences and authorizations for the relay.
A proof of the lack of responsibility of this Distributor is and the fact that no representative of the "METICAL" was not presented at the public meeting of the Council.
In accordance with the provisions of art. 28, 29 and 40 of the broadcasting code no. 260-XVI of BCC is supervised, of status, of art. 30-35 and 37 of regulation regarding the procedure and conditions for issuing licences and permits, approved under Resolution No. 433-XVI dated 28.12.2006 on Moldova's Parliament, and under laws presented by the enterprises, the audiovisual Coordinating Council DECIDES: 1. To accept the request for issuing an authorization for retransmission "TELEMOB-COM" S.R.L. for the tv Studio "TELEMOB-TV" in the villages of Corjeuţi, Cărăcuşenii Vechi, Teţcani (r-nul Briceni district) and the village of Drochia (r-Drochia), for the next period of activity for a period of six years (PRO-(7)-HAMMER , O., a. BARBALATA CASANOVA, born DAMASCUS, o. GUŢUŢUI, c. MÎȚU and d. VALENTINI).

4. To compel "METICAL" S.R.L. to stop immediately the work of retransmission of television stations up to obtaining all necessary acts for the pursuit of the audiovisual work.
5. authorization For retransmission, "TELEMOB-COM" S.R.L. shall pay a fee in the amount of $2500, and "SPACE" S.R.L. shall pay a fee in the amount of $1250.
