The Parliament adopts this organic law.
Art. I.-Law nr. 215 of 4 November 2011 on the State border of the Republic of Moldova (Official Gazette of the Republic of Moldova, 2012, no. 76-80, art. 243) is modified and completed as follows: 1. Article 3: the term "employee" shall be replaced with the nominal term ' instruction at the border "with the following content:" border-employee data entered in the information system of the integrated border police with regard to persons , means of transport and documentation that are in one of the situations stipulated by law and to be checked during the inspection at the State border with a view to undertaking appropriate measures; "after the term" border control "it introduces a new concept with the following content:" in the first line-minimum and detailed control of persons and objects they own and of the means of transport crossing the border, carried out by the State "to the notion of" control "in the second line, the words" and luggage "shall be replaced with the words" objects in their possession, as well as of the means of transport ";
After the term "frontier" is a new concept with the following content: "cross-border crime-criminal activity carried out by one person or several persons on the territory of at least two States, does damage social values defended by legal rules;" after the term "border zone regime" insert a new concept with the following contents border security: "-level of protection of the interests of the individual, society and State in the border area of the Republic of Moldova;" after the term "border surveillance" is introducing a new concept with the following content: "situational dashboard-graphical user interface intended for presentation, in real time, the data and information received from various authorities, sensors, platforms and other sources, which are distributed to other authorities through the channels of communication and information in order to support situation awareness and response capacity along the border and the area prefrontalieră; "the term" frontier zone "shall read as follows:" border-zone territory with the width of 10 km of the State border to the inside, along the border on land and border waters; "after the term" frontier zone "it introduces a new concept with the following content:" prefrontalieră-geographic area located outside the State border of the Republic of Moldova. "
2. In article 7 (1), after the word "ensure" shall be inserted the words "security border".
3. In article 11: (a) (b)), the words "State border crossing by persons, means of transport, bypassing the State border" shall be replaced with the words "the State border crossing of persons, means of transport,";
(2) shall read as follows: "(2) In open ports international, their surface platforms, buildings and related installations represent the area subject to the regime of the State border." the article is supplemented with paragraph 21 with the following contents: "(21) open international airports, build their platforms, buildings and related installations represent the area subject to the scheme of section headroom."
4. Article 5 paragraph (1), the introductory words shall read as follows: "the border guards have the right to ask for justification of the purpose of the entry of foreigners in the Republic of Moldova, who are obliged to submit the following documents:";
(2) is hereby repealed.
5. In article 18, paragraph (2) shall read as follows: "(2) In the port and airport authorities, harbour master's Office representatives, respectively, assist in the administration of the Airport border police at frontier control."
6. In article 19, paragraph 5, the words "or social origin" shall be replaced with the words "social origin, disability, age".
7. Article 20: title of the article shall read as follows: "Article 20. Control of the front line ";
in paragraph 1, the words "minimum" shall be replaced with the words "the front line", and the words "minimal Controls"-with the words "in the first line Checks ';
paragraphs (2) and (3) shall read as follows: "(2) in the first line as set out in paragraph 1. (1) in the case of rule constitutes Moldovan citizens and of the means of transport on which they run. In the course of checks on the front line, border guards may consult the national database to ensure that those individuals do not pose a real threat, present and sufficiently serious national security, public order and health.
(3) In case of necessity, for Moldovan citizens, controlling the front line will also include detailed control, addressing: the full research documents) in order to discover signs of falsification or counterfeiting, and other documents in the possession of persons;
b) examination of the entry and exit stamps, as well as other observations applied in foreign travel documents of the person;
(c) information relating to the request), point of departure and destination, as well as the verification of accompanying documents which confer the right of entry or residence in a foreign State. "in paragraph 4, point e) shall read as follows:" e) verifying if the person, means of transport and the objects they are carrying not endangering State security or public order. This check involves direct consultation and information servicing them at the border concerning individuals and, if necessary, the objects placed in the integrated information System of the border police and other databases, national and international, as well as actions to be undertaken, if indicated, following an instruction from the border. "
in paragraph 5, letter e) shall read as follows: "e) consulting servicing them at the border with regard to persons and objects entered into the automated information systems of national and international."
8. In article 9 (1) shall read as follows:

(1) persons to be tested in the second line are informed of the purpose and procedure for carrying out such controls. These information are available in international languages and in the language of the State with which the Republic of Moldova State border municipality and shall contain also an indication that the person may request to be notified of the name and identification number of the border policeman who perform this check, the name of the crossing and the date the frontier was crossed. "in paragraph (2) the words "detailed controls" shall be replaced with the words "the second line".
9. In article 29: (a) the words "in the border area if they are not provided for restrictions" shall be replaced with the words "in the border area in accordance with the requirements laid down in article 21. 30 ";
in paragraph 2, the words "means of transport, identity documents of persons" shall be replaced with the words "means of transport and registration thereof acts, individuals and their acts, goods shipped and the accompanying documents";
(3) is hereby repealed.
10. Article 30: under paragraph (1), after the phrase "border police" shall be inserted the words "accompanied by an identity document";
article is supplemented with paragraph 11 with the following contents: "(11) The protective strip of the State border and on the border, for people living in the border area or suburbs whose borders lie in that area, access is allowed on the basis of valid identity documents and information (electronic, verbal or telephone) to border police subdivision. ' paragraph 4 shall read as follows : "(4) the conditions and procedure for cancellation and withdrawal of permits for access to the border area shall be determined by the head of the border police."
11. Article 32: (1) figures for "500" shall be replaced with the ' 1000 ';
(2) shall read as follows: "(2) Hunting in the border area up to the limit laid down in paragraph 1. (1) shall be permitted only during the period of the day, based on the opinion issued by the border police. The method and conditions for the approval of hunting by the border police shall be determined by the Government "in paragraph 4, the word" opinion "shall be replaced with the words" consent ";
in paragraph 5, the word "approval" shall be replaced with the words "consent";
in paragraph 6, the words "exceptional circumstances" shall be replaced with the words "cases referred to in article 1. 30 paragraph 2. (3) "and after the words" paragraph 1. (2) to (5) "shall be inserted the words" this article ".
12. Article 35: (6) shall be completed in the end with the text: "border police ensures public order regime and the crossing points of the State border, the security check of passengers, baggage, cargo, aircraft and naval personnel, and the protection of security zones with restricted access in airports and ports of the Republic of Moldova." in paragraph 7, after the words "to fulfil the service , "shall be inserted the words" ensure that expenses for household and communal services, repair and maintenance, ";
paragraph 9 shall read as follows: "(9) any activity at border crossing points which are not contrary to legislation in force, with the exception of the border control and customs control shall be carried out with the agreement of the heads of subdivisions border police and customs service, remitting to this end allowed. At the crossings located in stations, airports and ports, access permits in areas with limited access shall be issued by the Administration, with the agreement of the heads of subdivisions of the border police and the customs service. Conditions of issue of the permit shall be approved by the Government. "
13. Article 39 shall be completed with the g1) with the following contents: "g1) economic operators authorised;".
14. In article 40, paragraph 2, the words "minimum control" shall be replaced with the words "control at the forefront."
Art. II.-Law nr. 132 of 8 June 2012 on conducting a safe nuclear and radiological activities (Official Gazette of the Republic of Moldova, 2012, no. 229-233, 739) shall be supplemented as follows: 1. In article 13, paragraph (2) shall be supplemented with the letter e1) with the following content: "e1) a management authority of the border inspection post;".
2. The Act is supplemented by article 181 with the following content: "Article 181. Competence of the administrative control authority of the border inspection posts of the administrative authority shall ensure that: (a) border) monitoring, collection and analysis of information for preventive measures and screening to counter the cross-border illicit trafficking of nuclear and radioactive materials, chemicals and radioactive waste;
(b) planning and implementation), jointly with other institutions, specific actions ensuring border control system for the purpose of combating illicit trafficking in nuclear and radioactive materials, chemicals and radioactive waste. "
Art. III.-the Government, within a period of 6 months from the date of publication of the present law, will bring its normative acts in compliance with this law.
