with regard to the additional responsibilities of central public administration authorities, local public administration authorities and of institutions, related to ensuring good conduct of the presidential elections on 30 October 2016



Published: 04.11.2016 in Official Gazette No. 379-386 art Nr: 1853 in order to ensure the conditions for the proper conduct of presidential elections on October 30, 2016 and art.7. 18 paragraph 1. (2) paragraphs 1 and 2, 22. (1) (a). g) and art. 26 of the election code no. 1381-XIII of 21 November 1997, the Central Electoral Commission h a t â â t e r, and others: 1. Shall be determined for certain authorities of the Central Government and local government authorities, as well as for some institutions, additional responsibilities during the electoral period, related to ensuring the deployment in the presidential election of October 30, 2016, according to the scope of their activities. Central public administration authorities and institutions listed below, as well as local public administration authorities, provide as follows: Ministry of the economy-the reliability of uninterrupted power supply electricity to all the premises of electoral bodies;
Ministry of Internal Affairs: a) the safety of all those participating in the election;
b) safety and public order in places and the premises for the conduct of meetings in the territory of the electoral competitors with voters;
(c) electoral assistance) and local public administration authorities to organise the preservation of material goods to the councils and bureaus, escorting the transportation of ballots and ensure integrity thereof and other electoral documentation;
d) prevention, combating crime and finding a photographic plastic counterpart in the electoral process;
e) assistance of the bureaus of the polling stations to ensure public order on election day, the polling stations and the nearby territory in radius of 100 meters from the polling place voting;
f) ensuring State supervision of defense against fires at targets where will be placed the voting bureaus and conducted meetings with voters;
Ministry of Foreign Affairs and European integration: the necessary assistance) within the limits of the competence and the corresponding legal framework, organization and holding of elections in the polling stations established abroad;
(b) providing necessary staff) and logistical assistance in the process of formation and functioning of electoral bodies from abroad;
c) coordination of organization and functioning of the bureaus of polling stations abroad;
d) cooperation in the accreditation of foreign media for coverage of the electoral process in Moldova;
e) providing security in the process of transportation, transferred to and return from the polling precinct overseas ballots, and the election of all materials related to the Organization and conduct of elections;
The Ministry of information and Communication Technology: a) updating data about citizens contained in the State Register of Population;
b) at the request of the Moldovan citizens, issuing, within a reasonable time but not later than the day of the election, identity documents necessary for participation in the elections;
c) throughout the country, providing uninterrupted broadcast of radio and television programmes in accordance with the laws in force;
The Ministry of transport and road infrastructure: a) the practicability of national voting bureaus;
b) if necessary, at the request of local public administration authorities and/or bodies, information and logistical assistance relating to the training of operators of carriers from carrying out the transport;
The information and security service: a) safety actions related to manufacture of the mould in the ballots, printing and distribution of ballot papers, and the liquidation of the mould;
(b) prevent unauthorized access) the technical means, including the printing of ballots and other electoral documentation;
c) within the limits of the existing competence and legal framework, the information security of the connections within the automated information System "state elections," (SIAS "election"), including cyber security of the Central Election Commission of the Organization and conduct of elections;
Civil Service in conjunction with the SE SIRC "Registru" and authorities of local public administration-strengthening efforts for updating data about citizens;
The National Regulatory Agency for electronic communications and information technology-surveillance operation of mobile and fixed networks within the premises of electoral councils and bureaus of polling stations;
"Special telecommunication Centre": a) ensuring secure connection information within the network, part of the SIAS "choices";
b) security information system in cyber headquarters of the Central Election Commission within the limits of the telecommunications system of public administration authorities;
JSC "Moldtelecom": a) throughout the country, uninterrupted operation of telephone networks, particularly in the premises of electoral councils and bureaus of polling stations;
b) on request, the electoral officials access to Internet network services;
Local public administration authorities: to update provisions relating to insurance) designation of responsible persons of the electoral roll within the local public administration authorities;
b) ensuring the voter update by the persons appointed for that purpose;
c) decisions on the establishment and guarantee a minimum of special places for display and to ensure a minimum electoral premises to conduct meetings with voters, putting them at their disposal from September 29, 2016;
d) ensure compliance with the principle of equality between women and men in the process of nomination of persons for membership of electoral bodies;
e) within the limits of the competence, ensuring accessibility to the premises intended for polling stations for people with disabilities.
2. this decision shall be forfeited to the subjects concerned for appointing the persons in charge of cooperation with the election administration and election contestants.
3. Electoral contestants and electoral bodies, for the purpose of enforcing the provisions of the above-mentioned, are recommended to cooperate with persons in charge of the central public authorities and institutions of the nominees.
4. About the execution of the given decision bodies, with the exception of local public administration authorities shall inform the Central Election Commission, during the election, once in 10 days, while the Ministry of information technology and communications and the Civil Status Service will present information across updated data of the citizens of the State Register of Population on a weekly basis until Friday.
5. this decision shall be published on the official website of the Central Election Commission and the Official Gazette of the Republic of Moldova.
