Pursuant to the provisions of art. 2 of the State budget law for the year 2016 nr. 154 of 1 July 2016 (Official Gazette of the RM, no. 2016, 230-231, 486), art. 21 of law No. 243-XV from 8 July 2004 on subsidised insurance of production risks in agriculture (Official Gazette of the Republic of Moldova, 2004, nr. 132-137, art. 704), with subsequent amendments and additions, the law No. 312 of 20 December 2013 concerning agricultural producer groups and associations thereof (Official Gazette of the Republic of Moldova, 2014, no. 47-48, art. 90) in order to achieve the strategic objectives of the development of the agro-industrial sector, set out in the national strategy for agricultural and rural development for the years 2014-2020, which was approved by Government decision No. 409 of 4 June 2014 (Official Gazette of the Republic of Moldova, 2014, no. 152, art. 451) and in accordance with the funding agreement between the Government of the Republic of Moldova and the European Commission concerning the implementation of the Moldova-ENPARD support for agriculture and rural development, ratified by law No. 177 of 22 October 2015 (Official Gazette of the Republic of Moldova, 2015, nr. 317-323, art. 576), the Government DECIDES: 1. supports the proposal of the Ministry of agriculture and food industry concerning the allocation of funds from the Fund for subsidising farmers for the year 2016, amounting to 900 million. Lei, including 387.6 URmil.lei account ENPARD Moldova Programme-support for agriculture and rural development.
2. management of subsidy Fund assets of agricultural producers is carried out by an intervention Agency and payments for agriculture in the Ministry of agriculture and food industry.
Instruments in question will be used in accordance with the following areas of support: Priority i. competitiveness through restructuring and agrarian modernization Measure 1. Investments in agricultural holdings for the restructuring and adaptation to EU standards Submăsura 1.1. Stimulation of investments for growing vegetables and fruit on protected land (hothouses, solariums, tunnels).
Submăsura 1.2. Stimulation of investments for the establishment, modernization and cultural heritage, including the multi-annual plantations of vineyards and fruit plantations.
Submăsura 1.3. Stimulation of investments for the purchase of agricultural equipment and conventional technique.
Submăsura 1.4. Stimulation of investments for equipment and technological renovation of cattle-breeding farms.
Submăsura 1.5. Stimulating the purchasing of animals breeding and maintaining their genetic Fund.
Submăsura 1.1. Boost crediting agricultural producers by commercial banks and non-banking financial institutions.
Submăsura 1.1 has. Stimulation mechanism of insurance of risks in agriculture.
Measure 2. Investments in processing and marketing agricultural products Submăsura 1.6. Stimulation of investments for developing post-harvest infrastructure and processing as follows: 1.6.1. Packing houses and refrigerators to preserve fruits, grapes and vegetables;    1.6.2. Processing, drying and freezing fruit, grapes, vegetables and potatoes;    1.6.3. Processing, grain drying and conditioning, oleagineux, sunflower and soybeans;     1.6.4. primary Processing, packaging, refrigeration, freezing and storage of meat, processing, packing and storage of milk, as well as the analysis of honey bee;    Submăsura 1.1. To stimulate the establishment and functioning of groups of agricultural producers.
Priority II. Ensuring sustainable management of natural resources, Measure 3. Preparation for the implementation of actions relating to the environment and rural Submăsura 2.1. Stimulation of investments for land consolidation.
Submăsura 2.2. Stimulation of investments for the purchase of equipment for irrigation.
Submăsura 2.3. Boosting agricultural producers for reimbursement to irrigation.
Submăsura 2.4. Stimulation of investments purchase of equipment for No-Till and Till.
Submăsura 2.5. Support the promotion and development of organic agriculture.
Priority III. Increase investment in physical infrastructure and services in rural areas, including related infrastructure of agricultural enterprises, located in garages of Measure 4. Improvement and development of the rural infrastructure Measure 5. Advisory services and training 3. Învesteşte is the Ministry of agriculture and food industry, in coordination with the Ministry of finance, with the right: 1) distribution of funds from the Fund for subsidising agricultural producers, for the measures referred to in paragraph 2, measures 1-5 depending on applications for financial support from the farmers, including in order to extinguish debts for applications requesting grants, confirmed by definitive and irrevocable court decision within the means of the Fund for subsidising agricultural producers as referred to in paragraph 1 of this judgment;
2) allocation of funds derived from repayment of subsidies to agricultural producers, recipients of subsidies in the years 2012-2016, who admitted derogations from provisions of the normative acts in force, in order to finance the continuation of other support requests, in accordance with the measures referred to in paragraph 2 of this judgment;
3) contribution funding assurance for vine and wine, in accordance with article 323 paragraph 2. (3) the letter b) and para. (12) of the law on vine and wine # 57-XVI of 10 March 2006 and the 2 (2). (2) of the State budget law for the year 2016, the total amount of 22456.9 thou lei.
4. payment is accepted at the expense of the means referred to in paragraph 1 of this judgment to grant secured folders: until 31 October 2014, approved and not paid. The payment thereof shall be made in accordance with the provisions of the regulation concerning the allocation of funds from the Fund for subsidising agricultural producers, approved by Government decision No. 134 of 24 February 2014;
subsidy dossiers submitted until October 31, 2015, and unpaid. The payment thereof shall be made in accordance with the provisions of the regulation concerning the allocation of funds from the Fund for subsidising farmers for the year 2015, approved by Government decision No. 352 from June 10, 2015;
subsidy dossiers submitted until October 31, 2015 and, as a result of exhaustion of the Fund assets of subsidising farmers for the year 2015. Authorization and payment thereof shall be made in accordance with the provisions of the regulation concerning the allocation of funds from the Fund for subsidising farmers for the year 2015, approved by Government decision No. 352 from June 10, 2015;
records request financial support secured in accordance with the regulation concerning the granting of financial support to producers, approved by Government decision No. 735 of 10 September 2014, unpaid due to exhaustion of funds allocated under the provisions of law No. 183 of 28 September 2014 for the modification and completion of the law on State budget for the year 2014 No. 341 of 23 December 2013. The payment thereof shall be made in accordance with Government decision No. 735 of 10 September 2014.
5. It is established that, starting with the year 2017, growers vineyards owners of unregistered commodity production in Moldovan wine Registry, will not be eligible to receive subsidies from the Fund for subsidising agricultural producers.
6. Is approved: regulation on the allocation of funds from the Fund for subsidising farmers for the year 2016, according to the annex. 1;
The list of risks for which insurance is subsidized, the subsidising of farmers for the year 2016, insurance premiums in plant growing, horticulture, Viniculture and cattle breeding, according to the annex 2;
The list of crops and species of animals and birds for whose insurance is subsidized, the subsidising of farmers for the year 2016, insurance premiums, according to the annex. 3-7. Control over the execution of the given decision is put in charge of the Ministry of agriculture and food industry.
