RECORDED: Ministry of Justice of the REPUBLIC OF MOLDOVA nr. 1131 of 27 September 2016 Minister _ _ _ Vladimir CEBOTARI pursuant to the provisions of article 2 of the law on healthcare No. 411 of 28 March 1995, para. (3) article 5 and paragraph 1. (6) article 6 of the law on medicines, no. 1409 of 17 December 1997, the Hotăririi Government on how compensation in the conditions of the compulsory medical insurance, nr. 1372 of 23 December 2005, in order to ensure the access of population to the watchman of the mandatory healthcare insurance in out and to execute the action plan to implement the strategy of development of the health system in the period 2008-2017 approved by Government decision No. 1471 from 24 December 2007, the Government's action plan for 2016-2018, approved by Government decision No. 890 from 20.07.2016, as well as the Prime Minister's Disposition No. 29-d of Regulation 10.03.2016, concerning the Organization of episodic treatment in the inpatient day treatments/, and procedures at home with drugs from the mandatory insurance funds of medical maladies commonly encountered in the practice of the family doctor approved by order of the Ministry of health no. 727/CNAM 494A 21 September 2016, Council decision for watchman mandatory insurance funds healthcare 21.09.2016, CATEGORISE THEM: 1. Joint Order of Ministry of health and CNAC nr. 492/139A of 22 April 2013 "regarding medicines compensated compulsory insurance funds for medical care", recorded at the Ministry of Justice. 915 of 2 may 2013 (Official Gazette of the Republic of Moldova No. 2013, 110-116, 679), is modified and completed as follows: 1) in the text of the order: a) in section 2 subpct. 4) after the letter d) is completed by the letters e)-j) with the following content: "e) prescribing medicines, which are included in the section" List of drugs compensated compulsory insurance funds for medical care for the treatment of episodic in the stationary/day treatments, surgeries and procedures at home of some maladies commonly întîlnîte in the practice of the family doctor "(hereinafter-section II) of the annex 1 to this order shall be performed by the family doctor and/or paediatrician (child) within the medical-sanitary institutions providing primary care in the context of mandatory healthcare insurance, in accordance with the provisions of the order of the Ministry of health no. 727/CNAM 494A from 21.09.2016;
f) medications included in the reimbursed Chapter 1 section II of annex 1 to this order shall prescribe to patients (adults and children) for episodic treatment, organized in the stationary/day treatments, procedures and surgeries at home, according to the treatment schemes approved by the order of Ministry of health and the CNAC No. 727/494A from 21.09.2016;
g) prescribing drugs, included in section II of Chapter 1 of annex 1 to this order shall be carried out subject to a maximum duration indicated in the diagrams of treatment in accordance with annex 3 to the order of the Ministry of health no. 727/CNAM 494A from 21.09.2016;
h) included in the medication section II of annex 1 to this order shall be subject to ajustînd children dosages and pharmaceutical form according to age and be reversed entirely from compulsory insurance funds for medical care;
I netted drugs included in), Chapter 2, subpct. 2.1) section II of annex 1 to this order shall prescribe to children aged 0-18 years of age for treatment of acute viral respiratory infection and be reversed entirely from compulsory insurance funds for medical care;
j) netted drugs included in Chapter 2, Section 2.2) subpct II of annex 1 to this order shall prescribe to children aged 0-17 years according to the indications in respect of all medical diseases, in addition to those stipulated in Annex No. 2 to the Joint Order of the Ministry of health and CNAC No. 727/494A from 21.09.2016 "and be reversed entirely from compulsory insurance funds nursing";
b) point 3 is supplemented by section 31, with the following content: "31. The common names included in the list of medicinal products International netted from the mandatory insurance funds which are given pharmaceutical forms and dosages will be complete after their appearance on the market of the Republic of Moldova ";
(c) in point 4) after the phrase "(trade names, which correspond to the DCI sites included in the list of medicinal products offset)" shall be completed with the phrase "as well as the list of commercial designations excluded from national catalogue of drug manufacturer pricing,";
2) Annex No.1 shall be amended and the new, in accordance with the annex to this order.
the section I) under 52 and 57 of section 6 of the regulation on the mechanism for the inclusion of drugs for clearing of the mandatory insurance and approved by joint Order of the Ministry of health and CNAC No. 600/320A from 24.07.2015;
Section II, b) Chapter 1 and Chapter 2, subpct. 2.1) Notwithstanding point 8, subpct. 1)-10) 15), 17), 18) of paragraph 13, subparagraph 3) of section 14, section 4, paragraphs 51, 53, 56 of section 6 of the regulation on the mechanism for the inclusion of drugs for clearing of the mandatory insurance and approved by joint Order of the Ministry of health and CNAC No. 600/320A from 24.07.2015;
3) in annex No. 3 section 1 is amended and the new: a) "1. Family doctor, pediatrician, family doctor or psychiatrist (for psychotropic drugs), neurologist, psychiatrist and/or family doctor (for medicines anticonvulsants), family doctor or endocrinologist physician (for injectable antidiabetic) included in the list of doctors, coordinated with the CNAM will fill in obligatory legibly and without corrections requested all the information in items 1-11 of this prescription form for drugs of the mandatory healthcare insurance (form No. 3/C) :”;
b) in subparagraph 8), after the phrase "(DCI)" shall be completed with the phrase "with the obligatory indication of the ICD three-digit".
2. Chapter 1 Medicines compensated and b(3) of Chapter 2, 2.1) section II of Annex No. 1 "medica-ments compensated compulsory insurance funds for medical care for the treatment of episodic in the stationary/day treatments, surgeries and procedures at home of some diseases commonly encountered in the practice of the family doctor" by the order No. 492/139A of 22 April 2013 shall be included in the list for a period of 6 months, with their subsequent inclusion in the examination under the provisions of the regulation relating to the inclusion of medicines compensation insurance funds for the mandatory and approved by joint Order of the Ministry of health and CNAC No. 600/320A from 24.07.2015.
3. This order shall come into force from the date of 01.10.2016.
4. control of the execution of this order shall be borne by Mrs. puner Liliana laşan, Deputy Minister, and Mrs. Diana Grosu-Dinesh, Deputy Director-general.
