Published: 29.07.2016 in Official Gazette No. 232-244 art no: 20 the Court of Auditors, in the presence of the Deputy Minister of health Mr Oleg Casey, Director of the National Company for health insurance Mr. Dumitru, Project Coordinator Joseph M Mr. Oleg Hîncu, representative of the World Bank Office in Moldova, Ms. Irina Guban and other responsible persons, being guided by article 2 para. (1) and article 4 para. (1) (a). a) of the law on the Court of Auditors No. 261-XVI from 05.12.20081, the auditor examined the performance of "the Ministry of health has achieved some performance results related to implement the project supported by the World Bank."
Examining the audit results and the hearing report, and explanations of persons with responsibility functions present in the public tender, the Court of Auditors has noted: in 2008, the Government launched the reform of health system restructuring, in order to improve the health of the population, citizens ' protection from financial risks in accession towards health services, reduction of inequalities in the use and distribution of health services and the satisfaction of their beneficiaries.
In support of the challenges facing the Government in developing an efficient health system, International Development Association has provided a loan worth 20.0 million special drawing rights, ratified by law No. 35 of 19.03.20152, funded through the project "modernization of the health sector in Moldova" and implemented by the Ministry of health jointly with the National Company of medical insurance in the period 2015-2019.
In this context, the Court of Auditors, at the request of the Ministry of health, conducted the audit of performance in order to provide reasonable assurance that the World Bank results for the achievement of progress indicators that characterize the performance of the project "modernization of the health sector in Moldova" correspond to reality and are truthful.
Concluding in the field subject to audit in accordance with the procedures implemented and evaluated issues, audit mission confirmed the recording progress in the achievement of pre-established performance during the first year of the project. Thus: ◊ indicator value related disbursements "reducing the number of annual externări from acute care hospitals after 100 people" has reached 15.1, from 17.6-noted in 2011 (reference year);
◊ indicator value related disbursements "reducing the number of hospital beds for acute care" has achieved the level of thousands from 14.1 17.6-revealed in 2012 (reference year).
Sintetizînd included in the audit report and in this Decision, it is concluded that the Ministry of health has made the two indicators relating to debursări, in order to be disbursed the amount of lending means 6.9 million u.s. dollars. Financial sustainability will help to ensure the development of a high performance health system, based on efficiency and quality in the provision of medical services.
Concluding from the exposed, in accordance with article 7 para. (1) (a)), article 15(1) thereof. (2) and paragraphs 1 and 2. (4) article 16 c) and art. 34, para. (3) of law No. 261-XVI of 05.12.2008, Court of Auditors decides: 1. to approve the performance audit Report "the Health Ministry has registered some performance results related project supported by the World Bank", which is attached to this decision.
2. this Resolution and the report of the audit shall be submitted to: 2.1. The Ministry of health, for making and implementing the recommendation set out in the audit report;
2.2. The World Bank Office in Moldova, for documentation;
2.3. The Ministry of finance, for information;
2.4. The National Company for health insurance, for documentation;
2.5. The Moldovan Government, for information;
2.6. the Parliamentary Commission for social protection, health and family, for information and possible use in related decision-making reforms and initiatives in support of health care policy.
3. About enforcement of the requirement from subparagraph 2.1. This decision on the implementation of the audit recommendation will inform the Court of Auditors within a period of 1 year from the date of its publication in the Official Gazette of the Republic of Moldova.
4. this Decision shall be published in the Official Gazette of the Republic of Moldova in accordance with article 34 para. (7) of the law on the Court of Auditors.
