    November 5, 2015, the Executive Office of the initiative group for the constitutional referendum on amending and supplementing the Constitution of the Republic of Moldova submitted to the Central Electoral Commission following documents attached to application for registration of the initiative group: the minutes of the Assembly of citizens to initiate constitutional referendum; list of registered participants at the Assembly; the text of the 4 (four) questions which will be put to the constitutional referendum and the draft law for amending and supplementing the Constitution of the Republic of Moldova; the minutes of the meeting of the initiative group for the conduct of the referendum; list of the members of the initiative group of 932 people, authenticated by the Chisinau City Hall, as well as the statements made by these members regarding their consent to participate in the collection of signatures of supporters of the referendum.
According to documents submitted to the Assembly of citizens for the republican referendum held on November 1, 2015, in Chișinău. The meeting was attended by 3563 people in municipalities of Chisinau and Balti, and from all the regions of the country.
During the meeting were approved unanimously the issues regarding the advisability of conducting a constitutional referendum, the Bill and the wording of the questions proposed for referendum.
According to the minutes from November 1 2015 of the Assembly of citizens to initiate constitutional referendum, the initiative group was made up of 932 people.
All on 1 November 2003, during the meeting of the initiative group, group members were elected from among their Executive Office. The Chairman of the Bureau was elected Deputy Chairman Andrei Nastase and Nicolae Girbu Liviu Vovc Secretary.
Also in the Assembly of citizens, Mr. Dancy Plîngău was appointed as Treasurer, responsible for managing financial resources that can be accumulated in the process of collecting the signatures of supporters of the republican referendum, as well as reporting to the Central Electoral Commission of those procedures by corporates and financial related.
The problem expected to be submitted to the referendum concerns the revision of the Constitution of the Republic of Moldova.
Starting from the rigors of the law, the Central Electoral Commission has referred to the Constitutional Court the draft law for amending and supplementing the Constitution of the Republic of Moldova, presented by members of the initiative group, to carry out the notification constitutionality thereof.
November 10, 2010, the Constitutional Court found that the review of articles 60 para. (2), 70 para. (3), 78 and 89 of the Constitution shall not exceed the limits of the review of the Constitution imposed by the constitutional provisions of article 142 paragraph 2. (2) and may be subject to referendum.
After examining the documents submitted, the Central Electoral Commission finds that procedures for the Organization of events as the constituent. 152 of the electoral code have been complied with.
In the process of examination of the declarations and the children's identity documents of the members designated in the initiative group in relation to the data included in the list of members, it was determined that 921 were presented numerical representations and copies of identity documents in the list being identified 921 signatories.
With regard to identity data from the list of members of the initiative group, it was established that the declarations and copies of identity documents of 775 persons correspond to legal norms and qualify as valid.
In 54 cases are entered on the identity data of individuals, including applied signatures, but missing declarations and copies of identity documents.  At the same time, in 3 cases out of the 54 signatures of the signatories were applied twice (once at no. 550, 222, 324 and the second time at no. 175, 731, 438).
At the same time, verification of compliance of identity listed in the initiative group members with those statements and copies of identity documents presented in 92 cases have been recorded in the following deviations: a) to 73 persons identity data (including signatures) from the list, Declaration and ID do not match;
b) in 2 cases the data in the list are incomplete;
c) in 3 cases the same person signed twice (once at no. 550, 222, 324 and the second time at no. 175, 731, 438); 
d) in 5 cases there is applied the signature: 3 in the list, two declarations;
e) in 7 cases copies of identity documents are presented improperly;
f) in 2 cases identity documents submitted in hard copy have term of validity expired.
54 have been identified sets of documents (statements and copies of identity documents) completed and signed by the person who is not in the list of the initiative group members submitted for registration.
That being noted, 147 signatories you statements cannot be admitted toward registered as members of the initiative group for the referendum, the other 775 persons entitled to be registered as such.
Given the fact that the legal provisions pertaining to the initiation of the constitutional referendum were observed, and the number of people who agreed to be part of the initiative group for collection of signatures for the purpose of carrying out the referendum is greater than the minimum scale required by law, in accordance with article 10. 18, 38 para. (2) (a). of the 42, 152), 153 and 155 electoral code no. 1381-XIII of 21 November 1997 and in accordance with the regulation concerning the drawing up, authentication, and verify lists of subscription by and approved by decision of the Central Election Commission no. 2682 1 October 2014, the Central Electoral Commission h a t and t â r e: 1. citizen initiative group shall be recorded in the number of 775 people (annex), for the collection of signatures is the legislative supporters of the constitutional referendum on amending and supplementing the Constitution of the Republic of Moldova.
2. the time limit of 3 months beginning with the date of signing of the Act of teaching-reception of the initiative group members identification cards registered and the subscription by lists, to collect the signatures of supporters of the constitutional amendment referendum and supplementing the Constitution of the Republic of Moldova.
3. Mr. Dinu Plîngău is confirmed as the person responsible for finance (Treasurer) on behalf of the initiative group collecting signatures to supporters of the constitutional referendum on amending and supplementing the Constitution of the Republic of Moldova.
4. The Chairman, the Vice-Chairman and the Secretary of the Executive Office of the initiative group organizes its activity and represent the group in relation to other entities.
5. this resolution shall be placed on the official website of the Central Election Commission and shall be made public through the mass media. The Central Electoral Commission shall forward this resolution, together with the draft law for amending and supplementing the Constitution of the Republic of Moldova and the text of the 4 (four) questions which will be put to the constitutional referendum, for publication in the Official Gazette of the Republic of Moldova.
