Approved through Government decision No. 878 22 December 2015 AMENDMENTS and COMPLETĂRILEce are operating in some of the decisions of the Government 1. Government decision No. 1211 from 29 October 2008 approving the technical regulation "seeds for corn and sorghum" (Official Gazette of the Republic of Moldova, 2008, no. 198-200, art. 12), as amended, is modified and completed as follows: 1) in the title and throughout the text of the decision and of the technical regulation, the words "technical regulation" and "technical regulation", in any case, replace the grammar with the words "Requirements" and respectively These Requirements ", if appropriate to the grammar;
requirements: 2) in the "elite") and "superelită" shall be replaced with the words "" and "" pre-basic seed potatoes;
(b)) in the preamble, the words ' the Council Directive 2004/117/EC of 22 December 2004, published in Official Journal L 14 of 18/01/2005 "shall be replaced with the words ' implementing 2012/37/EU of 22 November 2012 as published in Official Journal L 325 of 23 November 2012";
c) point 3 shall be repealed;
section 4 d) will have the following content: "the purpose of this requirement shall be employ specified in article 2(1). (2) of the law on seeds No. 68 of 5 April 2013, and the following questions, as follows: 1) responsible official body-the National Agency for food safety;
parental-Forms 2) basic seed derived from pre-basic seed (inbred seed breeder lines), which are subject to inspection in the field of certification, in accordance with the provisions of the law on seeds No. 68 of 5 April 2013 ";
3) varieties, hybrids and inbred lines of maize and Sorghum spp.: a) open-pollinated varieties-varieties, uniform and stable according to the present requirements;
b) inbred-line uniform and stable in accordance with these requirements, obtained through artificial autofecundare, accompanied by selection in several successive generations or by equivalent operations;
c) simple hybrid-the first generation of a cross between two inbred lines, defined by the breeder;
(d) double hybrid)-the first generation of a cross between two simple hybrids, defined by the breeder;
trilinear hybrid-e) the first generation of a cross between an inbred line and a simple hybrid, defined by the breeder;
e) points 6 and 7 are hereby repealed;
f) in point 11, the word "register" shall be replaced with the word "Catalog";
g) in point 12: the word "control" shall be replaced with the word "inspection";

I) paragraph 17: in subparagraph (1)), ' seed production licence "shall be replaced with the words" registration certificate for the production and/or processing and/or marketing, issued in accordance with art. 14 of the law on seeds No. 68 of 5 April 2013 ";
the menu item 8), the words "register of seeds received" shall be replaced with the words "register of entries and exits of seeds";

throughout the text, the words "paragraph 1" shall be replaced with the word "basic";
Annex u). 2 shall read as follows: Annex 2 v) shall be added to annex 3 with the following contents: Annex No. 3 2. Government decision No. 189 of 17 March 2010 "regarding the approval of the minimum Marketing Requirements for seed potatoes" (Official Gazette of the Republic of Moldova, 2010, 39-40, Article 251), as amended, is modified and completed as follows: 1) at point 4 of the resolution, "the Ministry of agriculture and food industry and the Ministry of health" shall be replaced with the words "the National Agency for food safety";
2 the minimum requirements):

to be completed in the preamble) end with the following: ", as well as implementing Directive No. 2014/20/EU of 6 February 1970 relating to the definition of classes of basic seed potatoes and certified at the Union level, as well as the conditions and designations applicable to such grades (Text with EEA relevance), published in the official journal of the European Union of 7 February 2014 L38 and implementing Directive No.  2014/21/EU of 6 February 2014 defining minimum requirements and classes for pre-basic seed potatoes (text with EEA relevance), published in the official journal of the European Union of 7 February 2014 L38 ";

c) in the direct progeny the number of plants showing symptoms of virus infection must not exceed 1.0%;
(d) the percentage by number of) plants presenting symptoms of mosaic and percentage by number of plants presenting symptoms caused by the virus rolling of the leaf must not exceed 0,2% in total;
e) number of generations, including generations of pre-basic and basic potato plot, is limited to five;
f) if it is not appropriate on generation official label the potatoes shall be regarded as belonging to the fifth generation;
tolerances applicable to lots 2) in terms of impurities, defects and diseases: a) potatoes seeds affected by putregaiuri other than the ring rot or brown rot, shall not exceed 0.5% by mass, from which seed potatoes affected by wet rot must not exceed 0.2% by mass;
(b) seed potatoes) touched by rizoctonioză on more than 10% of the area shall not exceed 5.0% by mass;
c) potatoes seed potato on hand touched by more than one-third of the area shall not exceed 5.0% by mass;
(d) seed potatoes) touched by mealy's rîia more than 10% of the area shall not exceed 3.0% by mass;
e) zbîrciţi because tubers dehydration or excessive dehydration caused by rîia silver shall not exceed 1.0% of the mass;
f) potatoes seeds with defects, including deformed, crippled or tubers should not exceed 3.0% by mass;
g) presence and extraneous land shall not exceed 1.0% of the mass;
h) total percentage of seed potatoes covered with the tolerances specified in paragraphs a)-(f)) of this submenu is for should not exceed 6.0%.
2. the requirements for basic seed potatoes SHALL BE class are as follows: 1) seed potatoes requirements: a) the percentage by number of plants which are not in accordance with the variety and the number of plants of a different variety must not exceed 0 71% in total;
b) the number of cultivated plants affected by black rîia of potato shall not exceed 0,5%;
c) in the direct progeny the number of plants showing symptoms of virus infection must not exceed 2.0%;
(d) the percentage by number of) plants presenting symptoms of mosaic or symptoms caused by the virus rolling of the leaf must not exceed in total 0,5%;
tolerances applicable to lots 2) in terms of impurities, defects and diseases: the seed potatoes) touched by putregaiuri other than the ring rot, brown rot, or must not exceed 0.5% by mass, from which seed potatoes touched by wet rot must not exceed 0.2% by mass;
(b) seed potatoes) touched by rizoctonioză on more than 10% of the area shall not exceed 5.0% by mass;
c) potatoes seed potato on hand touched by more than one-third of the area shall not exceed 5.0% by mass;
(d) seed potatoes) touched by mealy's rîia more than 10% of the area shall not exceed 3.0% by mass;
e) zbîrciţi because tubers dehydration or excessive dehydration caused by rîia silver shall not exceed 1.0% of the mass;

3. the requirements for basic seed potatoes from class E are as follows: 1) requirements for seed potatoes: (a)) the percentage by number of plants which are not in accordance with the variety and the number of plants of a different variety must not exceed 0 71% in total;
b) the number of cultivated plants affected by black rîia of potato shall not exceed 1.0%;
c) in the direct progeny the number of plants showing symptoms of virus infection must not exceed 4,0%;
(d) the percentage by number of) plants presenting symptoms of mosaic or symptoms caused by the virus rolling of the leaf must not exceed, in the aggregate, 0.8 percent;
e) number of generations, including generations of pre-basic and basic potato plot, is limited to seven;
f) if it is not appropriate on generation official label the potatoes shall be regarded as belonging to the seventh generation;
tolerances applicable to lots 2) in terms of impurities, defects and diseases: the seed potatoes) touched by putregaiuri other than the ring rot, brown rot, or must not exceed 0.5% by mass, from which seed potatoes touched by wet rot must not exceed 0.2% by mass;
(b) seed potatoes) touched by rizoctonioză on more than 10% of the area shall not exceed 5.0% by mass;
c) potatoes seed potato on hand touched by more than one-third of the area shall not exceed 5.0% by mass;
(d) seed potatoes) touched by mealy's rîia more than 10% of the area shall not exceed 3.0% by mass;
e) zbîrciţi because tubers dehydration or excessive dehydration caused by rîia silver shall not exceed 1.0% of the mass;
f) potatoes seeds with defects, including deformed, crippled or tubers should not exceed 3.0% by mass;
g) presence and extraneous land shall not exceed 1.0% of the mass;
h) total percentage of seed potatoes covered by the tolerances referred to in a)-(f)) of this submenu is for should not exceed 6.0%.


             
Annex No. 5 to the minimum requirements for the marketing of seed potatoes minimum requirements for certified seed potatoes 1. Requirements for seed potatoes certified in class are as follows: 1) seed potatoes requirements: a) the percentage by number of plants which are not in accordance with the variety and the number of plants of a different variety must not exceed 0 72% in total;

b) the number of cultivated plants affected by black rîia of potato shall not exceed 2,0%;
c) in the direct progeny the number of plants showing symptoms of virus infection must not exceed 8,0%;
(d) the percentage by number of) plants presenting symptoms of mosaic or symptoms caused by the virus rolling of the leaf must not exceed 2.0% in total;
e) number of generations, including generations of pre-basic and basic potato plot, is limited to five;
f) if it is not appropriate on generation official label the potatoes shall be regarded as belonging to the fifth generation;
tolerances applicable to lots 2) in terms of impurities, defects and diseases: the seed potatoes) touched by putregaiuri other than the ring rot, brown rot, or must not exceed 0.5% by mass, from which seed potatoes touched by wet rot must not exceed 0.2% by mass;
(b) seed potatoes) touched by rizoctonioză on more than 10% of the area shall not exceed 5.0% by mass;
c) potatoes seed potato on hand touched by more than one-third of the area shall not exceed 5.0% by mass;
(d) seed potatoes) touched by mealy's rîia more than 10% of the area shall not exceed 3.0% by mass;

2. Requirements for seed potatoes certified in class B are as follows: 1) seed potatoes requirements: a) the percentage by number of plants which are not in accordance with the variety and the number of plants of a different variety must not exceed in total 0,5%;
b) the number of cultivated plants affected by black rîia of potato shall not exceed 4,0%;
c) in the direct progeny the number of plants showing symptoms of virus infection must not exceed 10.0%;
(d) the percentage by number of) plants presenting symptoms of mosaic or symptoms caused by the virus rolling of the leaf must not exceed a total of 6.0%;
tolerances applicable to lots 2) in terms of impurities, defects and diseases: the seed potatoes) touched by putregaiuri other than the ring rot, brown rot, or must not exceed 0.5% by mass, from which seed potatoes touched by wet rot must not exceed 0.2% by mass;
(b) seed potatoes) touched by rizoctonioză on more than 10% of the area shall not exceed 5.0% by mass;
c) potatoes seed potato on hand touched by more than one-third of the area shall not exceed 5.0% by mass;
(d) seed potatoes) touched by mealy's rîia more than 10% of the area shall not exceed 3.0% by mass;
e) zbîrciţi because tubers dehydration or excessive dehydration caused by rîia silver shall not exceed 1.0% of the mass;
f) potatoes seeds with defects, including deformed, crippled or tubers should not exceed 3.0% by mass;
g) presence and extraneous land shall not exceed 2.0% by mass;
h) total percentage of seed potatoes covered by the tolerances referred to in a)-(f)) of this submenu is for should not exceed 8.0%.



Annex 4. 6 the minimum Marketing Requirements for seed potatoes minimum requirements for pre-basic seed potatoes 1. Minimum requirements for pre-basic seed potatoes: 1) shall ensure that the following minimum requirements in the case of pre-basic seed potatoes: (a)) come from parental plants which do not show any one of the following pests: Pectobacterium spp., Dickeya spp., potato leaf rolling virus, the virus of potato virus M Potato, potato virus X, potato virus and potato virus Y
b) shows no symptoms of rîiei disease;
c) the percentage by number of plants which are not in accordance with the variety and the number of plants of a different variety altogether no more than 0.01%;
(d)) in the direct progeny the number of plants showing symptoms of virus infection does not exceed 0,5%;
e the number of) plants with mosaic symptoms or symptoms caused by potato leaf rolling virus does not exceed 0,1%;
f) maximum number of generations in the field is four;
2) provision is made for the possibility to market pre-basic seed potatoes as "class" and "class PBTC PB", in accordance with the requirements set out in sections 3 and 4 of this annex.
3) compliance with the requirements of the subpct. 1). b), c) and (e)) of this section shall be established by means of official inspections in the field. In case of suspicion of official tests are carried out on the leaves.

2. Minimum requirements for consignments of potatoes from pre-basic seed: 1) consignments of potatoes from pre-basic seed must meet the following minimum requirements: a) the Earth and extraneous matter shall not exceed 1.0% of the mass;
b) quantity of potatoes affected by putregaiuri other than the ring rot, brown rot, or must not exceed 0.2% by mass;
c) quantity of potatoes with defects, including deformed, crippled or tubers should not exceed 3.0% by mass;
d) quantity of potatoes affected by potato on hand more than a third of the area shall not exceed 5.0% by mass;
e) quantity of potatoes affected by rizoctonioză of more than 10.0% of the area shall not exceed 1.0% of the mass;
f) quantity of potatoes affected by mealy's rîia more than 10.0% of the area shall not exceed 1.0% of the mass;
g) amount of tubers zbîrciţi due to dehydration or excessive dehydration caused by Silver rîia must not exceed 0.5%;
h) total quantity of potatoes referred to. b)-g) of this section must not exceed 6.0%.
3. the requirements for pre-basic seed potatoes from PBTC class are as follows: 1) seed potatoes requirements: a) the culture must not be colonised by plants that are not in accordance with the variety in question or of plants of a different variety;
b) culture must not plant affected by black rîia of potato;
(c) in the direct progeny), culture must not have viral infections;
d) culture should not present plants with mosaic symptoms or symptoms caused by potato leaf rolling virus;
e) plants, including tubers, shall be obtained by Micropropagation;
f) plants, including tubers, are obtained in a protected place and in an environment of growing without parasites;
g tubers are not multiply) ahead of the first generation;
2) batches must not include seed potatoes falling within any of the following: a) are affected by putregaiuri;
b) are affected by rizoctonioză;
c) are affected by potato hand;
d) are affected by powdery rîia;
e zbîrcit) were very much due to dehydration;
f) defects, including deformed tubercles or hit.
4. the requirements for pre-basic seed potatoes of class PB are the following: 1) requirements for seed potatoes: (a)) the percentage by number of plants which are not in accordance with the variety and the number of plants of a different variety altogether no more than 0.01%;
b) shows no symptoms of rîiei plants of potato;
(c) the percentage by number of) plants with mosaic symptoms or symptoms caused by potato leaf rolling virus does not exceed 0,1%;
(d)) in the direct progeny the number of plants showing symptoms caused by any viruses does not exceed 0,5%;
tolerances applicable to lots 2) regarding the following impurities, defects and diseases: a) potatoes seeds affected by putregaiuri other than the ring rot or brown rot, must not exceed 0.2% by mass;
b) potatoes seeds affected by rizoctonioză of more than 10.0% of the area shall not exceed 1.0% of the mass;
c) potatoes potato seeds affected by hand on more than one third of the area shall not exceed 5.0% by mass;
d) potatoes seeds affected by mealy's rîia more than 10.0% of the area shall not exceed 1.0% of the mass;

e) zbîrciţi because tubers dehydration or excessive dehydration caused by Silver rîia must not exceed 0.5%;
f) potatoes seeds with defects, including deformed, crippled or tubers should not exceed 3.0% by mass;
g) presence and extraneous land shall not exceed 1.0% of the mass;
h) total percentage of seed potatoes that are subject to tolerances in accordance with subparagraph (a). a)-(e)) of this submenu is for, should not exceed 6.0% of the mass. " TEIA.
