for the tv channel "NTV + Moldova"



Published: 15.01.2016 in Official Gazette No. 2-12 art Nr: 39 by f/No. of 4 December 2015, periodic issue "EXCLUSIVELY" S.R.L. has asked the electronic media watchdog CCA issuing license for television station NTV "Moldova", whose service programmes to be broadcasted through networks of distributors of services in the country.
The applicant aims to create a television station that will promote the general European values. Broadcasting television station will be made up of indigenous broadcasts and purchased. Emission grid will include: News, shows, films and journalistic shows, author, columnist, broadcast programs about health and entertainment etc.
Public sitting of 3 December 2015 as a result of the examination of the request Periodical "EXCLUSIVELY" S.R.L., CCA members have lodged several objections regarding the grid emission correlation from bulletins to be conducted in Romanian and Russian languages, the editorial project and business plan, as a result, the application for a license for television station NTV "Moldova" was rejected.
It is noted that during the meeting, based on the results of the public the latest news bulletins-monitoring and information analytical broadcasts retransmitted in the Russian Federation by the broadcasters under the jurisdiction of the Republic of Moldova, but also to secure the informational space, CCA members have made some objections concerning the information-analytical output from Russia.
Present at the meeting, the administrator of the Periodical "EXCLUSIVELY" S.R.L., Mr. Peter Baker, gave assurances that the service programs of the NTV television station "Moldova" will be excluded for information-analytical broadcasts transmitted from Russia/retransmitted.
Following the examination of the application and in accordance with the provisions of art. 23 from the audiovisual Code No. 260-XVI dated 27.07.06, article. 18-20 of the regulation on the procedure and conditions for issuing licences and authorizations, CCA DECIDES: 1. To accept the request of the Periodical "EXCLUSIVELY" S.R.L. on the release license, for a period of six years, the NTV television station "Moldova", whose service programmes to be broadcasted through networks of distributors of services in the country (PRO-(7)-HAMMER , O. MÎŢU, C. BARBALATA, Iu. CARLSON, B. DAMASCUS, A. CASTILLO, D. VALENTINO; CONS-1. GUŢUŢUI).
1.1. To approve the concept of service of General programs for television station "NTV" Moldova "(PRO-(7)-HAMMER, o. BARBALATA, c. MÎŢU, Iu. CARLSON, B. DAMASCUS, A. CASTILLO, D. VALENTINO; CONS-1. GUŢUŢUI), as follows: principle and the structure of the format of service programs: b.1. General format: b. 2. The structure of the programmes after sources of origin: b. 2.1 domestic Programs: 57.24% b. 2.2 own production: 100% B. 2.3 Production relayed: 0% B. 3. European works: 24% 57, b.4. The structure of service programs on types of projects/Programmes: broadcasts informative and analytical 4.1:4.2 44.04% educational and cultural Programs, 78% 4.3 Page: 36, 01% 4.4 other programs: 15.17% 2. For the issue of licence, Periodical Publication "EXCLUSIVELY" S.R.L. shall pay a fee in the amount of $ 3250.
3. Bank details relating to the fee for the issuance of license: CCA Chisinau, Vlaicu Parcalab str., nr. 46 c/f: 1006601004024 TREZMD2X, Ministry of Finance-State Treasury c/d: c 3359502/t: 440115101016102 fee for issuing license constitutes 3250 lei.
4. control of the execution of this decision, it shall exercise Direction and authorization and Licensing Service Economics, finance and accounting.
5. This decision shall be published in the Official Gazette of the Republic of Moldova and in the web page of the CA.
