Published: 29.01.2016 in Official Gazette No. 20-24 art Nr: 107 the date of entry into force: 20.11.2015 according to the laws set forth by the district electoral councils, new local elections on November 15, the village Council's 2015 Coșernița, Criuleni district, Parish Council and Spoon, Cantemir district, have been registered following the electoral contestants: 1. Liberal Party;
2. The Party of Communists of the Republic of Moldova;
3. Liberal Democratic Party of Moldova;
4. Democratic Party of Moldova;
5. the European people's Party of Moldova;
6. Political party "the party of Socialists of the Republic of Moldova".
According to the schedule for carrying out the actions of the Organization and conduct of the local elections of village Council Coșernița, Criuleni district, and the Parish Council Scoop, Cantemir district, dated November 15, 2015, approved by the decision of the Central Election Commission no. 4078 September 29, 2015 and art.7. 382 para. (1) of the electoral code, to submit electoral competitors regularly reports on income and expenditure for the campaign, conducîndu the model given in annex. 3 the Regulation on the financing of electoral campaigns, approved by the decision of the Central Election Commission no. 3352 of 4 may 2015 or to inform the Commission about the fact that it is unable to open account with the heading "electoral Fund" and will not incur expenses during the campaign.
The Liberal Party, the party of Communists of the Republic of Moldova, the Liberal Democratic Party of Moldova and the European people's Party of Moldova have informed about that does not open the account with the heading "electoral Fund" and will not incur expenses during the campaign.
Political party "the party of Socialists of the Republic of Moldova and the Moldovan Democratic Party submitted to the Commission the revenue and expenditure reports from the campaign trail to new local elections on November 15, 2015.
The scrutiny of the reports in terms of information and compliance with the plenitude of the requirements for maintaining them, the Commission finds the following.
The two competing contestants who have the account "electoral Fund" have complied with the provisions of the decision of the Central Election Commission no. 4226 from 13 October 2015, whereby it was established the ceiling of funds that may be transferred to this account, and in accordance with the financial statements presented to them have not exceeded the ceiling respectively.
Given the fact that at the moment no complaints have been filed relating to the financing of election campaigns of competitors, the Commission considers it appropriate candidates to take note of the financial statements, as prepared and filed in accordance with art. 382 of the election code and the provisions of the regulation on the financing of electoral campaigns, approved by the decision of the Central Election Commission no. 3352 of 4 may 2015. The Commission retains the provisions of art. 65 paragraph 1. (6) of the electoral code, according to which the handling on the financing of election campaigns of political parties, electoral blocs and independent candidates are not subject to the limitation periods set out in art. 66-68 of the electoral code, and the submission of complaints relating to the financing of election campaigns of competitors in the Electoral Commission to revert to the consideration of these reports.
Pursuant to article 1. 18, art. 382 and art. 69 para. (2) of the electoral code no. 1381-XIII of 21 November 1997 and in accordance with the regulation on the financing of electoral campaigns, approved by the decision of the Central Election Commission no. 3352 of 4 may 2015, the Central Electoral Commission decides: 1. Take note of the revenue and expenditure reports from the campaign trail to new local elections on 15 November 2015 (synthesis of the reports is given in the annex, part and parcel of this judgment), submitted by the electoral contestants, ascertaining as prepared and presented in accordance with art. 382 of the election code and the provisions of the regulation on the financing of electoral campaigns, approved by the decision of the Central Election Commission no. 3352 of 4 may 2015.
2. this decision shall enter into force on the date of its adoption, shall be published on the official website of the Central Election Commission and the Official Gazette of the Republic of Moldova.
