with regard to the consideration of the report of the monitoring programs of the television stations '-1 ', ' Raw ', ' Publika TV ', "channel 3", "channel 2", "4", "7", "TV PRO TV CHISINAU", "Jurnal TV ', ' Focus TV", "Euro TV", "reality TV" RTR "Moldova" and "Moldova" Reindeer in compliance with the provisions of chapter BCC decisions No. 21 of 26.02.2008 and nr. 38 from 19.03.2014



Published: 19.02.2016 in Official Gazette No. 38-42 art no: 323 public sitting of 3 December 2015, by decision No. 40/199 (2), in accordance with the provisions of the broadcasting code no. 260-XVI of BCC is supervised, status, approved by Decision No. 433-XVI from 28.12.2006 the Moldovan Parliament, the audiovisual Coordinating Council decided to carry out a monitoring of compliance with the provisions of the chapter of the BCC decisions No. 21 of 26.02.2008 and nr. 38 from 19.03.2014, the broadcasters '-1 ', ' Raw ', ' Publika TV ', "channel 3", "channel 2", "4", "7", "TV PRO TV CHISINAU", "Jurnal TV ', ' Focus TV", "Euro TV", "reality TV" RTR "Moldova" and "Moldova" (Ren), for a period of five days each.
-Art. 1 of the CCA Decision nr. 26.02.08 21 (as amended by decision No. 109 from APPROX. 25.07.2014) States: "TV stations, under the jurisdiction of the Republic of Moldova will perform daily in sign language or by titration synchronously at least one newsletter from hours of primetime".
-Art. 1 of the CCA Decision nr. 38 from 19.03.2014 States: "Broadcasters under the jurisdiction of the Republic of Moldova are obliged to use the services of broadcasts and official names of villages, communes fair, towns and districts according to the law on Administrative and territorial division of the Republic of Moldova, so as to not allow derogations from the provisions of the legislation in force governing the writing of Romanian-language and Russian-language transcript of these names."
In accordance with article 5. 38 para. (7) of the broadcasting code, CCA, by letter recommended. 608 from 24.12.2015, has dispatched monitoring reports broadcasters subject to monitoring. So far, however, the answers have come not from any broadcaster.
The monitoring results for the period 07-11.12.2015 have certified the following: i. Moldova-1 • public television station "Moldova 1" interpreted in sign language edition of news at 18:00, electors in this way. 1 of the CCA Decision nr. 21 of 26.02.08, as amended by decision No. APPROX. 109 from 25.07.2014.
• Exceptions to the provisions of art. 1 of the CCA Decision nr. from 19.03.2014:38 In Russian-language informational editions were presented incorrect names of localities: Chisinau (broadcast date: 07.12.2015-Кишинёвский, Кишинёва, Кишинёвскoму; 08.12.2015-Кишинёва; 11.12.2015-Кишинёве);

By decision No. 3/13 from 13.02.2015, CCA applied a fine amounting to 1800 lei company "SELECTCANAL-TV", the founder of television station "4" for breaking the CCA Decision nr. 21 of 26.02.2008.

During the discussions, on the margins of the report, members of the CCA have found an improvement of the situation at AMOUNTED to ABOUT chapter compliance with Decision on access for persons with hearing impairments to TV broadcasts, broadcasters respect the titrînd synchronous or in sign language a daily news Edition. They also warned that there are tv stations that broadcast, though several editions of news throughout the day, not interpreted in sign language or no titration synchronous broadcast news. A problem found is that some TV stations, within the news bulletins, presenting information, mobile samples in most cases, however, these summaries do not coincide with those read by the presenter.  In this regard, ACC recommended that broadcasters to ensure accessibility for persons with disabilities to audiovisual media services and titreze synchronous an edition of daily news to an hour of primetime accessible to people with special needs, and titres of the mobile to be readable.
Monitoring reports from the second chapter-the use of names of towns and villages in Russian-language broadcasts, have determined that all television broadcasters have used incorrectly within the services of the official broadcasts, correct names and villages, communes, cities and districts. CCA members have attested to a linguistic problem and they decided to send reports of the Academy of Sciences of Moldova, in order to find solutions and come up with some recommendations to the broadcasters.
Following the examination of the report with regard to the monitoring of programme services of broadcasters '-1 ', ' Raw ', ' Publika TV ', "channel 3", "channel 2", "4", "7", "TV PRO TV CHISINAU", "Jurnal TV ', ' Focus TV", "Euro TV", "reality TV" RTR "Moldova" and "Moldova" Reindeer in compliance with the provisions of chapter BCC decisions No. 21 of 26.02.2008 and nr. 38 from 19.03.2014, public debates, in accordance with the provisions of the broadcasting code no. 260-XVI of BCC is supervised and the Status approved by Decision No. 433-XVI dated 28.12.2006 on Moldova's Parliament, CCA DECIDES: 1. To warn the public, "General Media Group Corp." S.r.l., founder of television station ' Publika TV ', for service with the violation of point 3.1 lit. the emission licence) of the AC series nr. 000090 from 25.09.14 (failure to comply with article 1 of decision No. 21 of the CCA 26.02.08), in accordance with article 5. 38 para.
