Under the Civil Aviation Law no. 1237-XIII of 07.09.1997, the Regulation on organization and functioning of the Civil Aviation Authority, approved by Government Decision no. 645 of 7 August 2014 and in order to ensure aviation security and flight safety,

ORDER:

1. Air operators certified / licensed in Moldova operating or intending to operate in areas (states) could pose threat to flight safety and aviation security, resulting from the information specified in the Database of conflict zones available on the website of the International Organization Civil Aviation Organization (ICAO) and the Ministry of Foreign Affairs RM must obtain permission from the Civil Aviation safety Authority prior to that area of ​​operation.
2. In order to obtain permission for safety established in paragraph 1 of this Order, the operator must present the Civil Aviation Authority:
a) Commercial Operations Plan that will contain the following sections: the operational initial and regular training of crews, technical maintenance aircraft, aircraft technical assurance measures, measures to ensure aviation security and ground support;
B) The corresponding changes in aviation security program of the company;
C) copies of the insurance policies provide cover risks in the areas of operation required by case risk of war;
D) An assessment of risks related to operations planned;
E) documents from organizations and / or institutions and state contracting services which provide: safe operation of aircraft in the airspace of these countries, air navigation and airport services in accordance with international aviation security standards .
March. Certainly give permission for individual aircraft and for any change areas (states) of operation.
4. Violation of this order result in immediate revocation of the Certificate / Air Operator Permit.
May. No orders. 85 / GEN from 23.05.2007 and no. 92 / GEN of 01.06.2007 is repealed.
June. This Order shall take effect from the date of publication in the Official Gazette of the Republic of Moldova.
