In order to achieve the priority objective "Business: with clear rules" contained in the National Development Strategy "Moldova 2020", approved by Law no.166 of 11 July 2012 and the objectives set in the strategy of reform of the regulatory framework of entrepreneurial activity for the years 2013-2020, approved by Government Decision nr.1021 of 16 December 2013 providing for the release of at least 30% of the total number of permits under single window until 2017 and a 40% reduction by 2020, the the number of permits and their cost:
1. Establish working group to reduce the number of permits and implement solutions stop shop, whose membership will include a Deputy Minister of Economy (Chairman of the Working Group), a deputy secretary general of the Government, a representative of the Centre for Electronic Governance and one representative of central public administration authorities involved in the optimization of the number of permits (see list attached).
2. Authorities and institutions concerned will designate up to March 12, 2016, members of the Working Group and inform the Ministry of Economy to the email valentina.chiper@mec.gov.md.
March. Concrete composition of the Working Group may vary depending on the meeting agenda or discussion topics in its activity being attracted, if necessary, representatives and specialists from the local government, business, civil society and other institutions.
4. The working group will be responsible for the following objectives:
a) preparation of proposals for reducing the total number of permits and licenses by at least 25% of their current number;
B) establishing the framework for bringing amendment of permits in accordance with the basic principles of regulation of entrepreneurial activity and simplify conditions and procedures for issuing them;
C) completion and submission to the Government until 10 April 2016 to draft amending Law 160 of 22 July 2011 on regulating the licensing of entrepreneurial activity;
D) prepare and submit to the Government until 15 April 2016 a draft decision on the approval of the concept of management information system and issuing of permits and the Action Plan for optimization of permits and the implementation of one-stop solutions unique;
D) coordinating the development and implementation of one-stop solutions for optimized priority permissive documents, according to the Action Plan approved by the Government.
May. Results Working Group, including the set of changes to the regulatory framework to reduce the number of permits will be submitted to the Government until April 15, 2016, and quarterly thereafter, during the implementation of the Action Plan approved by the Government.
June. Ministry of Economy, as the authority responsible for the execution of the Government Decision nr.1021 of 16 December 2013, the Working Group will provide the technical support needed to implement these objectives, including through technical assistance projects.
