Published: 01.04.2016 in Official Gazette No. 79-89 art No.: 379 to provide a tool to estimate the administrative costs incurred by businesses as a result of the need to comply with State regulations in the Republic of Moldova in the context of the assessment indicators in the chapter "Business: with clear rules of the game" in the national development strategy 2020, Moldova approved by law No. 166 of 11 July 2012 (Official Gazette of the Republic of Moldova 2012, nr. 245-246, art. 791), and for enforcing the provisions of point 2 of the action plan for the implementation, in the 2013-2015, the strategy of the reform of the regulatory framework of entrepreneurial activity for the years 2013-2020, approved by Government decision No. 10 of 16 December 2013 (Official Gazette of the Republic of Moldova No. 2013, 297-303, 1129), Government DECIDES: 1. Approving the methodology for estimating administrative costs through the application of the Standard Cost Model (to be attached).
2. Ministries, other central administrative authorities subordinate to the Government and autonomous administrative authorities against Government with powers in the field of regulation of entrepreneurial activity, alone or in collaboration with other institutions: they will perform annually, within a period of 2 months from the date laid down by an order of the Government, assessments of the main regulatory domains, applying the Standard Cost Model, which it shall submit to the Ministry of economy for consultation and monitoring;
shall publish, within 5 days after the date of the assessment, the results on the official web pages of the authorities;
based on the results of the assessments, within three months, will be developed and will promote to the Government draft amendment to the regulatory framework in force, in order to reduce administrative costs.
3. the Ministry of Economic Affairs will monitor the effectiveness of applying: Model Standard Cost;
will be published annually on the official website of the Ministry of information on the application of the Standard Cost Model by the authorities;
methodological assistance needed will be given to the ministries, other central administrative authorities and autonomous administrative authorities with competences in the field of regulation of entrepreneurial activity in the process of applying Standard Cost Model.
4. Identifying, collecting and obtaining information necessary for carrying out evaluations will be carried out in accordance with the provisions of law No. 305 of 26 December 2012 about the re-use of public sector information, law No. 982-XIV of 11 May 2000 on access to information, law No. 412-XV of 9 December 2004 relating to official statistics and of the normative acts for the implementation of these laws.
5. The control over the execution of the given decision is put in charge of the Ministry of economy.
