Old village council secretary Caracuşenii Briceni, the Central Election Commission submitted the resignation of councilor elected on the list Jelaga Dorin political party "Party of Socialists of the Republic of Moldova" and documents necessary mandate advisor award next alternate candidate. The set of documents submitted and the decision contains no. 4/16 of 15 December 2015 Caracuşenii Old Village Council.
When examining the documents submitted were found to decision no. 4/16 of 15 December 2015 Caracuşenii Old Village Council was adopted by overcoming the material competence. Thus, contrary to the provisions of art. 5 paragraph. (3) of Law no. 768-XIV of 2 February 2000 concerning the status of local elected council raised under the mandate of Dorin Jelaga resignation request submitted to it, but this lies in the competence of the Central Election Commission. In order to comply with current legal framework and considering that the local council's decision as an act beyond the powers given is invalid, the Commission recommends Caracuşenii Old Village Council to repeal the decision.

2015 pursuant to art. 18 para. (2) art. 22 para. (1) u), art. 133 par. (12) of the Election Code no. 1381-XIII of 21 November 1997 art. 5 paragraph. (2) f) and para. (3) of Law no. 768-XIV of 2 February 2000 concerning the status of local elected and in accordance with section. 11:29 p.m. of Regulation on the procedure of lifting and validation of the mandates adviser, approved by CEC Decision no. 1931 of 23 April 2013, the Central Election Commission decides:
1. Amounts in connection with the resignation, the mandate of the elected list Jelaga Dorin political party "Party of Socialists of the Republic of Moldova" in Caracuşenii Old Village Council.
2. It assigns council mandate in Old Village Council Caracuşenii Briceni, Artur Arapu alternate candidate on the list of political party "Party of Socialists of the Republic of Moldova".
March. It preavizează adviser Artur Arapu the obligation to comply with the deadline of 30 days to remove the incompatibility if it develops.
4. Old Village Council recommended Caracuşenii Briceni, to repeal Decision no.
4/16 of 15 December 2015. 5. This decision shall enter into force upon adoption, will be published on the official website of the Central Election Commission and in the Official Gazette of the Republic of Moldova.
