In the contest for the use of frequencies filed requesting folder 1.
I. 103.6 MHz frequency For use-Soroka filed the application:-"RADIO HIT" for the radio station "HIT FM".
Following the surveying of the dossier, it was found that this quantity is fully.
(Ii) for the use of frequency 71.66 MHz-Baguio City has not filed any files.

It is noted that during the meeting, members of the public electronic media watchdog CCA have requested service monitoring programs of radio station "HIT FM" in compliance with the General Conception of chapter service programs and the provisions of article 7. 7 and art. 10 para. (5) the broadcasting code, for a period of 7 days.
As a result of the public debate and in accordance with the results of the vote, taking account of the provisions of art. 11, 12, 23 and 40 of the broadcasting code no. 260-XVI of supervised, of art. 6, 10, 11, 12, 13 and 14 of regulation și15 concerning the procedures and conditions for issuing licences and retransmission authorisations, the audiovisual Coordinating Council

DECIDES: 1. To conduct monitoring of the service programs of the radio station "HIT FM" in compliance with the General Conception of chapter service programs and the provisions of article 7. 7 and art. 10 para. (5) the broadcasting code, for a period of 7 days (PRO-(9)-UNANIMOUS-VALENTINI, d. HAMMER, o. BARBALATA, Iu. CARLSON, a. CASTILLO, born DAMASCUS, c. GUȚUȚUI, o. and m. OBI-HADARCA).

2.1. Conditions for submission of the dossiers (classification of documents necessary for participation in the contest): 1. Application for entry in the contest for the emission licence (according to the model);
2. a copy of the document establishing the applicant (copy of the extract from the State Register of enterprises and organizations with respect to Enterprise Manager, the types of activities);
3. the General Concept of service programs (according to model), including electronic version;
4. the broadcaster's editorial Project: goals, tasks, the capital of the institution, the stages of realization of the project, sources of funding, organizational structure of the institution, the identification details of the owner, content and duration of the proposed programmes, programme orientation, consumer audience programs, sources of funding for programs, characterisation and theme broadcasts the results of investigations of interest to the general public in relation to the project to be carried out; 
5. Schedule weekly emission: Watch name, time, theme, language of achievement and/or retransmitted channels list: name, country of origin, language (according to the model);
6. The business plan for the period of validity of the licence requested, emission information relating to other business in the field of media;
7. A copy of the contract to purchase the necessary equipment or rent them, other data which confirms the potential of the applicant;
8. Declaration of participation, direct or indirect, or participating in the capital of other companies in the audiovisual sector (as a percentage);
9. Declaration on honour by the applicant with regard to ensuring transparency of ownership, together with a copy of the identity card of beneficial ownership (according to the model);
10. The name of the broadcaster, the identification data (registration of signals of radio or TV Studio logo graphics).
Note: • the acts shall be submitted in the State language of the Republic of Moldova (collected from the computer), being signed by the enterprise administrator or processor.
• Materials must be signed, stamped, with the date of their issuance.
• Documents contained in section 1, 3-6 will be accompanied by 3 copies and scanned version of documents.
• Pursuant to a single file by entering the contest, an applicant may only apply for a radio frequency or channel in the same locality.
• CCA Contributor receiving documents handed out to the applicant receipt.

3. Criteria for the assessment of the tender applicants of frequencies listed in the contest, according to art. 23 para. (3) the broadcasting code: emission licences shall be issued by the audiovisual Coordinating Council according to the following conditions: (a) broadcasting licence) issue will result in compliance with the objectives set out in the strategy of territorial coverage with the services in accordance with the national plan of radio frequencies;     b) emission licence issuing will correspond to the principle of ensuring pluralism in the broadcasting sector, excluding the possibility of creating the preconditions for the establishment of the monopoly and the concentration of ownership in broadcasting and media in General, taking into account the degree to which broadcasters already existing licensees to correspond to this requirement;     c) decision to issue the licence will only be considered in the light of the financial viability of the applicant, to the extent that its proposals correspond to its financial possibilities;     d) emission from licence issuance, applicants will have priority to providing their own programs, indigenous and European works.
4. Licence for transmission of broadcasting services by radio programs is 7 years old (the broadcasting code, art. 23, para. (5)) 5. State fee for providing broadcasting licence constitutes 3250 lei.
6. Reception of documents for participation in the contest and rectification of the irregularities observed shall be carried out within 30 days from the date of publication of this decision in the Official Gazette of the Republic of Moldova. During this period, applicants shall receive the necessary consultations concerning the duly completed dossiers.
7. The last term of presentation of materials for the competition is the 30th day of the publication of this decision in the Official Gazette of the Republic of Moldova.
8. During the time limit laid down for submission of tenders, the ACC will give advertising concepts proposed programs and services information about participants in the contest.

10. The control over the execution of this decision, it shall exercise the authorisation and licensing Directorate and Directorate of Radio Monitoring.
