Naval Aviation School REGULATION.

ERNESTO ZEDILLO PONCE DE LEÓN, President of the United Mexican States, exercising the power conferred on me by Article 89, part I of the Constitution of the United States of America. United Mexican States; based on articles 2, 14, 37, 38, 61, 63, and 76 of the Mexican Navy's Organic Law; 73 of the Mexican Navy Discipline Law, and 30 of the Federal Public Administration's Organic Law, had to issue the following
NAVAL AVIATION SCHOOL REGULATION
TITLE FIRST. General Provisions
Article 1.- The Naval Aviation School is a professional technical education establishment with the mission of training officers with the necessary knowledge in the techniques and tactics employed in the operation of the Mexican Navy's aircrafts.
Article 2.- The Naval Aviation School shall regulate its naval and military activities in accordance with the laws, regulations and other provisions of the military naval order, and the academic in accordance with the objectives, strategies and actions envisaged in the General Plan of Naval Education.
TITLE SECOND. Competence and Organization
CHAPTER I. Competition
Article 3.- Compete the Naval Aviation School perform the following functions:
I.- Forming the staff of students within the naval profession to perform as official naval aviator pilots in the aircrafts;
II.- Forming the staff of students in technical and tactical research applied in the field of naval aviation;
III.- Forming physically and mentally the staff of students for the protection, surveillance and assistance of the country's internal security and defense;
IV.- Inculcate to the staff of students the highest concepts of honor, duty, loyalty, honesty and discipline as supreme values of the military naval profession;
V.- Inculcate the staff of students with the love of the sea, the marine environment and the respect for the marine resources;
VI.- To carry out technical, tactical and pedagogical research activities in the different aspects of naval aviation that allow the academic excellence of its tasks to be obtained teaching;
VII.- Starting continuing education courses, graduates and specialization in the area of naval aeronautics contemplated in the General Plan of Naval Education, and
VIII.- The others that give you the laws, regulations, and provisions of the command.
CHAPTER II. From the Organization
Article 4.- For the performance of your mission the Naval Aviation School will be organized in the following way:
II.- Subroute-Head of Studies;
A.- Heads of Courses;
III.- Command of the Alumni and Alumni Corps;
IV.- Service Headquarters;
V.- Aircraft Maintenance Headquarters, and
VI.- Collegiate Organs.
Article 5.- The personnel assigned to the Naval Aviation School are classified as follows:
I.- Directing, which will be integrated by the Director, the Assistant Director, the Alumni Corps Commander, the course heads, the Head of Services and the Head of Maintenance Aircraft;
II.- Teaching, which will be integrated by the naval, military and civilian teachers and instructors. Provide theoretical and practical teaching to staff of students;
III.- Alumni, which will be made up of personnel who are pursuing the career of Naval Aviator Pilot Technician and students in specialization, and
IV.- Services, which will be composed of captains, officers, classes and mariners attached to the areas of support and security.
TITLE THIRD. Of the attributions
CHAPTER I. Of The Address
Article 6.- The Director shall correspond to the category of Admiral of Naval Aeronautics or General Corps, Naval Aeronautics Specialist, designated by the High Command and its powers and obligations shall be as follows:
I.- Address the assessment and control of the functions of the Naval Aviation School, in accordance with this Regulation and the relevant administrative manuals;
II.- Plan, program and propose to the High Command, through the Directorate General of Naval Education, for its approval, the educational activities of the students and the aid to the teaching necessary to achieve academic excellence;
III.- To monitor the academic and doctrinal orientation of the school by controlling and supervising the performance of the operational, technical and administrative functions of the school. Sub-direction;
IV.- Integrate and manage the preliminary draft budget that meets the needs and requirements for compliance with the mission entrusted and monitoring its correct application once authorized;
V.- Organize, train and equip staff of students and maintain them in the best health conditions for the service of weapons;
VI.- Maintain the disciplinary and educational doctrine unit;
VII.- Coordinate, through the territorial command, the tasks and activities of the school that have an impact on the training of the students with the units and establishments of the institution, as well as with civil and military authorities;
VIII.- Dictate the necessary measures for the areas of study and support to perform their academic, technical, military and administrative tasks in a systematic and programmed way compliance with the guidelines established by the High Command;
IX.- To confer promotions on students and classes of students on the proposal of the Commander of the Alumni Corps and the Subdirectorate, as well as to order their suspension or degradation of compliance with the provisions of this Regulation;
X.- Concede franchise on the days flagged in the official calendar;
XI.- To process, if any, the student staff casualties;
XII.- Propose the personnel to their orders to perform the charges that are not designated by the High Command pursuant to this Regulation;
XIII.- Chair the school's Teaching Council;
XIV.- Call the Disciplinary Board and Council of Ordinary Honor as appropriate;
XV.- Exorder certified constances of studies, professional exams, Bandera swears and other inherent in naval training;
XVI.- Resolve the interpretation and application of this Regulation, as well as the cases not provided for in this Regulation;
XVII.- Take the history and book of distinguished visitors to the school;

XIX.- Report at the beginning of each semester to the High Command, through the Directorate General of Naval Education, cases of kinship due to consanguinity or affinity among students and managers or teachers;
XX.- Monitor that computers and computer programs in the Department of Computer have the licenses authorized by superiority and implement security measures for prevent computer programs from being out of order;
XXI.- Oversee that the protection of the literary, scientific, technical, legal, pedagogical and didactic works of the Naval Aviation School is subject to the established by the Federal Copyright Act;
XXII.- Meet your faculties and obligations by organizing according to the appropriate administrative manuals, and
XXIII.- The others that give you the laws, regulations, and provisions of the command.
CHAPTER II. From the Subdirection
Article 7.- The Deputy Director shall be the category of Naval Aeronautics Captain or General Corps, Naval Aeronautics Specialist, designated by the High Command. For the purposes of this Regulation, he will also serve as Head of Studies, and his powers and duties will be as follows:
I.- Coordinate the action of the administrative organs of the school in order to make them present. compliance with the general provisions of the Directive, in accordance with its needs and the guidelines and orders issued by the Director;
II.- Resolve the matters entrusted to you, reporting on the respective resolutions, and submitting to the agreement of the Director all those of the competition of this last;
III.- Agree with other managers on matters that are presented to you whose resolution does not correspond to the Director;
IV.- Maintaining the automated, automated and updated databases, trusted and authorized to obtain information in support of decision making and required for reports presented by the Director to superiority;
V.- Address the processing and resolution of the administrative matters of the school, in accordance with the provisions of the Director and the guidelines in the field established for the Mexican Navy;
VI.- Subscribe to documents relating to the exercise of their functions and those that correspond to them;
VII.- Chair the Academic and Flight Instructors Board, as well as be part of the Teaching Board;
VIII.- Chair the Disciplinary Board and the Ordinary Honor Council;
IX.- Plan, organize, and direct academic activities;
X.- Develop the schedules of the subjects and submit them to the Director's consideration and approval;
XI.- Develop and apply acknowledgements and exams;
XII.- Propose to the Director the programs for updating the teaching staff and instructors inside and outside the school;
XIII.- Propose to the Director the physical scenarios to develop the internship programs of the different courses;
XIV.- Propose stimuli or corrective measures to be made by the students according to the results of the examinations and examinations;
XV.- Take control of both individual and group ratings;
XVI.- Perform the permanent evaluation processes for students ' staff;
XVII.- To be responsible for the study plans to be modified neither in form nor in content, except in the express order of the High Command, through the Directorate General of Education Naval;
XVIII.- Develop and update the procedures manuals for your competence;

CHAPTER III. From the Head of Courses
Article 8.- The course heads will correspond to the category of Naval Aeronautics Captain or General Corps, Naval Aeronautics Specialist, designated by the High Command and its Powers and obligations shall be as follows:
I.- Manage the human and material resources assigned to your office;
II.- Plan, organize and direct academic activities and the practices of their courses;
III.- Vellar for the development of the students, fostering in them the unity of doctrine and spirit of body;
IV.- Form part of the Academic and Flight Instructors Board, as well as the Teaching Board;
V.- Elaborate and propose modifications to the syllabus of the courses to his office before the Academic Board and of Flight Instructors, contributing the arguments that support such a proposal;
VI.- Keep the control and progress of the courses in charge up to date;
VII.- Give follow-up and evaluation to teaching and practice activities in order to take the necessary measures for the best use of the courses that I know imparting;
VIII.- Coordinate and control the allocation of academic burdens to teaching staff;
IX.- Coordinate and control the activities of practices for each course that is delivered;
X.- Determine and propose to the Subdirection the refresher courses for the teaching staff;
XI.- Determine and manage the needs of teaching materials that are required to project academic activities and practices in the courses to the Subdirectorate subsequent;
XII.- Coordinate the elaboration, processing, and follow-up of the documentation that is generated for the academic activities and the practices in charge;
XIII.- Evaluate and periodically report to the Subdirection on the performance of teaching staff and students;
XIV.- Report monthly to the Subdirection the state that holds the courses in charge;
XV.- Verify the elaboration and application of the acknowledgements and examinations;
XVI.- Propose to the Subdirection stimuli or corrective measures to be made deserving of the students according to the results of the examinations and examinations;
XVII.- Develop and update the procedures manuals for your competence, for submission to Director approval, and
XVIII.- The others that give you the laws, regulations, and provisions of the command.
CHAPTER IV. From the Command of the Alumni and Alumni Corps
Article 9.- The Commander of the Alumni and Alumni Corps will correspond to the category of Naval Aeronautics Captain or General Corps, Naval Aeronautics Specialist, appointed by the High Command and its powers and obligations shall be as follows:
I.- Exercise the military naval command of the Alumni Corps and Alumni Officers inculcating the naval doctrine, the norms of personal and group performance, strengthening the spirit of body, service provision, fellowship and mutual respect;
II.- Being directly responsible for the discipline of the Alumni Corps, as well as the exercise of command and obedience among the students;
III.- Propose to the Director, with the opinion of the Subdirection, the promotions of the staff of students and classes of students;
IV.- Propose to the staff of students who for their military naval performance have become worthy of some distinction;
V.- Present to the Director the elements by which the staff of the students are considered to be required to appear before the Disciplinary Board, in accordance with this Regulation;
VI.- Keeping the Naval Aviation School's War Flag and other flags in the custody of the Alumni Corps in custody and updated;
VII.- Form part of the Teaching, Discipline and Ordinary Honor Councils, as well as the Academic and Flight Instructors Board;
VIII.- Organize the weapons services inside and outside the school, as well as the military guard who performs the staff of the Alumni Corps;
IX.- Manage the war material assigned to the Alumni Body;
X.- Organize and direct the naval, physical, sports, and social activities of the staff of students;
XI.- Promote marine traditions and maritime sports;
XII.- Imparting the principles of ethics and social behavior that distinguish the naval officer;
XIII.- Propose to the Director the movement and assignment of teaching staff or services required for the Alumni Corps;
XIV.- Develop and update the procedures manuals for your competence;
XV.- Meet your faculties and obligations by organizing according to the appropriate administrative manuals, and
XVI.- The others that give you the laws, regulations, and provisions of the command.
CHAPTER V. Of the Head of Services
Article 10.- The Head of Services shall correspond to the category of Officer, designated by the High Command and its powers and duties shall be as follows:
I.- Be responsible for providing quantity and quality of administration, food, transportation, water, sanitation, tailoring, laundry, hairdressing, shoe and shoe services others that are required for the proper functioning of the school;
II.- Plan, organize and manage infrastructure conservation, and the operation of the school's machinery and equipment, as well as the maintenance of the equipment hydraulic, electrical or sanitary networks, according to the calendar of academic activities;
III.- Be the direct manager of the authorized budget exercise;
IV.- Organize and direct the training of officers, classes and mariners assigned to the services;
V.- Organize the school's weapons, surveillance, and security services with the exception of those performed by the students ' staff;
VI.- Manage war material assigned to the school;
VII.- Take control of fuel and lubricant stocks;
VIII.- Monitor the installation of the machinery and equipment assigned to the school;
IX.- Be the direct person responsible for the discipline of officers, classes and mariners assigned to. services;
X.- Form part of the Ordinary Honor Council;
XI.- Develop and update the procedures manuals for your competence;
XII.- Meet your faculties and obligations by organizing according to the appropriate administrative manuals, and
XIII.- The others that give you the laws, regulations, and provisions of the command.
CHAPTER VI. From the Head of Aircraft Maintenance
Article 11.- The Head of Aircraft Maintenance shall be from the category of Naval Aeronautics Captain or General Corps, Naval Aeronautics Specialist, designated by the High Command. and its powers and obligations shall be as follows:
I.- Develop, organize and direct maintenance programs for aircraft assigned to the school;
II.- Coordinate with the corresponding Aircraft Maintenance Center the corrective maintenance of the aircraft;
III.- Coordinate with the Head of the relevant course the execution of test flights after repairs or periodic reviews of aircraft;
IV.- Organize and designate personnel and material in support of aircraft operations orders;
V.- Take the records and logbooks of the aircraft and auxiliary equipment in charge;
VI.- Monitor pre-flight and post-flight inspections to aircraft;
VII.- Implement actions for personnel to comply with safety standards during the movement of aircraft on platform and on fuel load;
VIII.- Be responsible for determining the needs of refs and accessories to carry out the periodic services and first step repairs of the aircraft;
IX.- Monitor actions to control fuels, lubricants, and other fluids used in the operation and maintenance of aircraft;
X.- Plan, execute, and monitor training and training programs for personnel assigned to this Head;
XI.- Participate in drawing up the preliminary draft budget;
XII.- Forming part of the Teaching Board and the Academic and Flight Instructors Board;
XIII.- Develop and update the procedures manuals for your competence to be considered by the Director, and
XIV.- The others that trust the laws and regulations and provisions of the command.
CHAPTER VII. Of the order and succession of command
Article 12.- The temporary absences of the Director shall be supplied by the Deputy Director, in the absence of the Deputy Director appointed by the High Command.
TITLE FOURTH. Interior Regime
CHAPTER I. Teaching staff
Article 13.- The teaching staff may be:
I.- Military: admirals, captains and officers of the Mexican Navy and members of the Mexican Army and Air Force who, in addition to the functions indicated in this Regulation, have the inherent in their hierarchy and commissions;
II.- Civil: professionals selected by contest of opposition or capacity examination, who under contract provide one or more subjects that do not have the naval or military character, and
III.-Foreign : Armed forces officers from other countries as commissioners or as exchange officers, who will be subject to the functions indicated in the present Regulation.
Article 14.- The designation of a professor or instructor at the Naval Aviation School is ordered by the High Command, through the Directorate General of Personnel, and its functions will be the following:
I.- Prepare and impart the subjects or practices assigned to them;
II.- Achieving the objectives outlined by the study programs by proposing the modifications that you deem necessary for this;
III.- Propose the publications of a didactic character that are necessary to improve the teaching-learning process of the staff of students;
IV.- Report on the progress, delays, or alterations in the program of its subject, as well as the behavior, attitude and interest with which the students receive it;
V.- Formulate, propose, and apply acknowledgements and exams;
. VI.- Forming part of the exams juries;
VII.- Staying up to date on the subjects of your responsibility and attending the refresher courses scheduled by the Directorate General of Naval Education or the Directorate of the School of Naval Aviation;
VIII.- Perform the pedagogical training courses that the General Directorate of Naval Education and the Directorate of the School of Naval Aviation implement;
IX.- Find the effective use of students in their field or practice, and
X.- The other applicable provisions for the exercise of their functions.
CHAPTER II. Of the pupils
Article 15.- The entry to the Naval Aviation School will be subject to the rules contained in the admission instruction.
Article 16.- Staff who have caused high in the Mexican Navy as a student will sign a contract under Articles 59 and 65 of the Mexican Navy's Organic Law on the the conditions and terms of the same are established, and therefore subject to the laws, regulations and naval and military provisions in force.
Article 17.- Upon entering the Naval Aviation School, the students will undertake a military naval base training course with a duration of three months in the Heroic Military Naval School, as established by the General Plan of Naval Education, and will be sworn in at a solemn ceremony on February 24.
Article 18.- The student who has caused low academic insufficiency or to apply for it will not be able to re-enter the Naval Aviation School, unless he participates and approves again. the admission contest for admission to the first year, complying with the rules laid down in the instructional of admission.
Article 19.- For the purposes of organization, instruction, and discipline, students will be placed in brigades, chunks, and ranches from their entrance to the school.
Article 20.- All students will be entitled to receive the weekly Student Recreational Pension (PRE) that establishes the authorized budget, in accordance with their internal hierarchy.
Article 21.- Pupils during their stay at the school will remain internal so that the Secretary of the Navy, through the Directorate of the Naval Aviation School, will provide food, clothing, books, and other elements necessary for their training.
Article 22.- Pupils will leave francs on authorized days and times, provided they do not have to comply with a disciplinary corrective that deprives them of this right.
Article 23.- In the performance of your duties, students will have the following obligations:
I.- Meet the provisions that are related to the internal regime of the Naval Aviation School;
II.- Know the hierarchical scale of the Mexican Armed Forces and the interior of the Alumni Corps, and must keep the higher ranks, subordinate or equal. because, as the fundamental basis of naval discipline;
III.- Observe good civil and military conduct, as well as fully comply with its classes, tasks, practices and activities entrusted by teachers and instructors, compliance with the study programmes;
IV.- Maintain in good condition the weaponry, correage, costumes, didactic material and equipment that have been ministered to them;
V.- Dress in uniform, in and out of school and may only wear civilian clothing when authorized by the Address;
VI.- Velar for the prestige of the school by showing it with its acts of chivalry, honor, patriotism, composure and respect for laws and society;
VII.- Give part to their superiors of any mistreatment they receive;
VIII.- Request in writing before the School Address the permission to make use of holidays abroad;
IX.- Respect and safeguard the honor of families, both superiors and deputies;
X.- Avoid familiarities with class and seafaring personnel and must treat them with respect and consideration for both their families and their people;
XI.- Porting and using weaponry only for the performance of weapons services or when it is part of the uniform, and
XII.- The others that have the laws, regulations, and command.
Article 24.- Pupils will enjoy holidays according to the calendar of academic activities.
Article 25.- The pupil who has been discharged by expulsion or who has applied for his discharge because he is not in compliance with the policies of the command, for no reason may cause high in the active service of the Mexican Navy.
Article 26.- Students are strictly prohibited:
I.- Introduce, possess, inhale, apply, or ingest any kind of psychotropic, drug or drink; any contravention of this provision will be made from the knowledge of the Disciplinary Board;
II.- Attend or participate in political or religious acts and attend to the temples or places where religious ceremonies of any kind are held in uniform, as well as assist the prostitution or vice-centers, and
III.- Express dolosa and tendentiously either in word or in writing, about the acts of the service relating to its formation; any inconformity will make it known in writing to the Command of the Alumni Corps.
Students with a degree will not have familiarities with the other students or abuse their hierarchy; they will be responsible for maintaining discipline and supervising compliance with the orders. and higher provisions.
CHAPTER III. Of the foreign nationality fellows
Article 27.- Foreign nationals are all those military or civilian who, prior to their governments, enter the Naval Aviation School to perform her studies in her.
Article 28.- During your stay at the Naval Aviation School you will be uniformed and behave as students subject to the provisions governing these and the others. disciplinary provisions in force, except as provided for in Article 16 of this Regulation.
Article 29.- Foreign nationals shall not be sworn in and within the internal regime may only be promoted to the hierarchy of aspirant second; likewise, will be part of the Bandera escort and will not perform the sentinel position in the Bandage Room.
Article 30.- Six months before you finish your studies at the Naval Aviation School your governments will be required to report in writing to the General Staff of the Navy, whether or not they wish to conduct their professional practices in the units and establishments of the Mexican Navy.
Article 31.- The Directorate General of Naval Education will report monthly to the General Staff of the Navy on the behavior and exploitation of the trainees. foreign.
Article 32.- Upon successful completion of their studies at the Naval Aviation School they will be awarded the corresponding titles, certificates, diplomas and awards and will only have the right to the decorations awarded by Merito Deportivo, as well as to Honorific Mention and citations.
Article 33.- When graduating from school or terminating their professional practices, as the case may be, the General Staff of the Navy will make them available to their respective governments.
CHAPTER IV. Of the Alumni Officers
Article 34.- The student officers are those officers graduated from the Heroica Naval Military School, which in accordance with Article 54 of the Mexican Navy's Organic Law They chose to take the specialty of Naval Aeronautics, Mobile Wing or Fija Wing.
Article 35.- The staff of student officers upon entering the Naval Aviation School is subject to the laws, regulations and naval and military provisions in force. At the Naval Aviation School, such staff will comply with the corresponding part of the established curricula and syllabus and the routine that marks the aforementioned staff.
CHAPTER V. Of the discipline
Article 36.- For the purposes of this Regulation the discipline is the appreciation of self, the grooming, the good manners, the aversion to the vices, the punctuality in the service, the In obedience, the scrupulous respect for laws and regulations, the austere dignity in subordination and respect for human rights. The discipline is the fundamental basis of the operation and organization of the Naval Aviation School, so that the staff of students must hold their conduct to the observance of the laws, orders and hierarchies, as well as to obedience and to the high the concept of honor, justice and ethics.
Article 37.- The faults to the discipline committed by the staff of admirals, captains, officers, classes and marineria will be sanctioned according to the Law of Discipline of the Mexico's Navy and other applicable legal orders; if they constitute a crime, the alleged infringer will be consigned to the competent authorities.

Article 38.- The faults in the discipline committed by the students will be considered as mild and serious;
I.- All violations of existing provisions committed by students who do not injure or compromise the prestige of the school and the Mexican Navy will be mild. are cause of scandal or disorganization within or outside of it and shall be sanctioned with admonition or arrest not exceeding four days francs, and
II.- They will be serious all those violations of the existing provisions committed by the students who injure or compromise the good name of the school and the Mexican Navy, are cause of scandal or disorganization inside or outside the school. The Disciplinary Board shall assess the seriousness of the infringement.
Article 39.- It is up to the Director to determine when a failure committed by a pupil can be serious and to communicate it to the Disciplinary Board.
Article 40.- They are academic failures of the staff of students, not obtaining an approval rating in one or more subjects in the examinations and examinations.
CHAPTER VI. From the sanctions to the pupils
Article 41.- The penalties applicable for disciplinary or academic misconduct to students are as follows:
I.- Amonstation, is the act by which the superior warns the subordinate the omission or defect in the performance of his duties, inviting him to correct himself; the admonition may to be spoken or written and, in any case, within the discretion required by the discipline;
II.- Arrest, it is the loss of franchise with the permanence of the student in the school premises for the time it is imposed, the one who will be graduated by the Commander of the Body of Alumni for up to three days, by the Director for up to four days and by the Disciplinary Board for up to eight days francs;
III.- Loss of vacation, is the partial or total deprivation of the right that students have to enjoy this benefit at the end of each semester;
IV.- Suspension, is the temporary deprivation of the Alumni Class hierarchy whatever the one that is the one that is sanctioned, the suspension will be up to the hierarchy of Pupil and may not exceed three months;
V.- Degradation, is the definitive deprivation of the Class of Alumni hierarchy whatever the one that holds at the time of being sanctioned. Degradation will be up to the pupil hierarchy, including the brigade change, and
VI.- Expulsion, is the definitive separation of the Naval Aviation School. The expelled students will cause a discharge from the Mexican Navy.
The penalties provided for in fractions III to the V of this article, when they come for disciplinary offences, shall be applied by the Disciplinary Board and when they proceed for reasons (a) the academic year shall be In the case of the penalty provided for in fraction VI, the provisions of Article 80 (III) of this Regulation shall be observed.
Article 42.- The pupil who for a month's disciplinary or academic non-enjoyment will be entitled to an extraordinary franchise.
The student will fulfill during each month only the number of arrests that have been made during that period. If there is a higher number of arrests than can be made during the month, the surplus will become part of a relationship which will be referred to as non-compliant arrests which will meet during the holidays in accordance with the provisions of the command.
The arrests imposed on students during a semester will only be met during that semester, including the corresponding holiday, except for the arrests imposed by the school. Disciplinary board or the School Board.
. The student who during a semester has accumulated twenty days of arrest for disciplinary offences will appear before the Disciplinary Board.
Article 43.- They are faults that warrant suspension:
I.- Refrain from reporting any serious faults that are committed by your subordinates;
II.- The one provided for in Article 70, fraction II of this Regulation, and
III.- Those to be determined by the Disciplinary Board.
Article 44.- These are causes that are sanctioned with degradation:
I.- Cometer for the second time a fault that warrants the suspension;
II.- Failure to meet the debts incurred as long as they affect the prestige of the school;
III.- Participate in games prohibited by law;
IV.- Those provided for in Articles 70, fraction III, and 71 of this Regulation, and
V.- Other faults that for their severity merit this sanction in the judgment of the Disciplinary Board.
Article 45.- Suspended or degraded students must remain as the most novels within the group of students of their generation.
Article 46.- The Disciplinary Board, considering the constituent elements of the act, will recommend, if necessary, the removal of the act of expulsion in the following cases:
I.- Presenter the school or be surprised at any site in a drunken state or under the influence of drugs, checked with a medical certificate;
II.- Collapse vices that incapacitate you for the service, ruled by medical certificate;
III.- Having misconduct;
IV.- Exit without authorization from the school, ship, unit, or official enclosure where the Alumni Body is housed;
V.- False moral in form that damages the dignity of the Naval Aviation School or the Mexican Navy;
VI.- Cometer behaviors contrary to naval discipline;
VII.- Use anonymous of any kind;
VIII.- Maltreatment of new income students in fact;
IX.- Causing deliberate damage to the nation's movable and immovable property;
X.- The executed sentence that imposes the student a prison or other penalty that prevents him from fulfilling his obligations, and
XI.- Other faults that for their severity merit this sanction in the judgment of the Council of Discipline.
Article 47.- The disciplinary corrections and other penalties imposed on the students shall be on the body files of the persons concerned for the purposes of this Regulation and of the naval legislation.
CHAPTER VII. Of the stimuli, rewards and rewards
Article 48.- The Naval Aviation School will award incentives, prizes and rewards to staff of students who have excelled in their academic, military, sports and their career paths. body spirit.
Article 49.- In order to stimulate academic use, students who obtain a qualification of nine points or more in all subjects belong to the Distinguished Alumni Group, in the table that for the purpose will be placed by the Subdirection in a visible place.
Article 50.- Students belonging to the Distinguished Alumni Group will receive double-pres during the time they appear in that group, when the budget so permits.
Article 51.- Pupils belonging to the Distinguished Alumni Group will be entitled for the following month to leave francs from Saturday after the end of the day. the last activity, up to the zero five hundred hours of the day Monday; they will be relieved during that month of the guards of Saturdays and Sundays.
Article 52.- The students who, at the discretion of the Directorate and on the proposal of the Commander of the Student Corps, have good academic and good use. civil and military conduct, will be promoted to the immediate degree, according to the organic plant of the Alumni Corps.
Article 53.- Within the internal organization of the school, students may be able to hold the following class hierarchies:
I.- First alumni;
III.- Applicant second, and
IV.- First aspirant, which will invariably belong to the last school year.
Article 54.- At the end of the school year according to the current curriculum, prizes will be awarded to students who have obtained the highest final grades of eight points a year. more in all matters. When students earn the same score, the Teaching Council will decide, on merit, who these awards correspond to.

Article 55.- To students who are awarded prizes, the diploma and corresponding gift will be given to them during the graduation ceremony.
Article 56.- Pupils will be able to become creditors to the rewards set forth in the Mexican Navy Rewards Act.
Article 57.- The student who has obtained the first prize during all the years of the race will have the right to be granted an Honorific Mention and those who have obtained combined the first and second prizes or only second prizes in all years of study will be entitled to a citation.
Article 58.- The student who has accumulated the highest sports score during all the years of stay in the school will be entitled to the Condecoration to the Naval Sports Merit Second Class and the student who in national competitions breaks the national record, is part of a national team in international competitions representing the Naval Aviation School and gets some prize will be awarded to the Decoration to the Naval Merit of First Class, same as they will be delivered at the graduation ceremony.
TITLE FIFTH. Teaching and academic assessment
CHAPTER I. Generalities
Article 59.- Teaching at the School of Naval Aviation shall be based on the plans and programmes of studies approved by the competent authority and shall comprise knowledge Theoretical, practical and maritime culture necessary for the exercise and development of the naval aviator pilot.
Article 60.- The study plans will contain the subjects and thematic contents that guarantee the professional profile and the bases for the specialties provided by the Plan General of Naval Education. Its execution shall be carried out in accordance with the approved study organization and programs, which may not be modified, except for the proposal of the Teaching Council, with the approval of the General Directorate of Naval Education and authorization of the High Command.
CHAPTER II. Of the examinations, examinations and qualifications
Article 61.- Students during their stay in the school are subject to a systematic and continuous evaluation, through which the degree of progress of the process will be determined. teaching-learning with the application of:
I.- Acknowledges, which are the partial tests applied on each subject, and
II.- Examinations, which are the tests applied to assess their knowledge in a subject at the end of each semester and will be ordinary, extraordinary and in the form of sufficiency.
Article 62.- For each theoretical or practical matter, periodic surveys shall be applied, according to the total number of hours of the semester.
Article 63.- Students will be entitled to present examinations as follows:
I.- Ordinaries in all those subjects in which they obtain an average approval rating;
II.- Extraordinary when retesting ordinary exams or have not obtained an average approval rating, and
. III.- A sufficiency title when you review an extraordinary exam.
Article 64.- To measure the scope of the teaching-learning process the following qualifications will be established:
I.- Partial, is the one that is obtained as a result in each recognition;
II.- Average, is the arithmetic mean of the acknowledgements, obtained in each subject during the same semester, and
III.- Final, is the one obtained in the ordinary, extraordinary or in-degree tests in each subject in the semester.
In all cases the minimum approval rating for students will be six on the scale of 1 to 10 points.
Article 65.- The examinations and examinations will have the effects and penalties that this Regulation points to them and will be carried out in the official campus of the school or where the command is available. The first will be practiced by the professor of matter and the second by the professor of matter and synodal.
The procedures manuals shall establish the details of the examinations, examinations, qualifications and evaluation of the practical subjects.
Article 66.- If a student is surprised in an acknowledgment or examination using means not allowed to resolve it, the minimum qualification and an arrest will be imposed.
Article 67.- When, due to illness or cause of force majeure, any student has not been able to present any recognition or examination, he or she may present it on the date of the School address.
Article 68.- The students at the successful completion of their studies will graduate in a solemn ceremony ascending to the hierarchy that corresponds to them as interns and continue under the academic control of the Naval Aviation School, as long as their internship lasts.
CHAPTER III. From academic sanctions for retested pupils
Article 69.- Any reprobative qualification in a recognition by a pupil in any matter shall be sanctioned with a Sunday of arrest for each theoretical subject retested and with Sunday's arrest for every proven practical matter, plus an extraordinary mandatory study during the next month when it comes to theoretical subjects.
Article 70.- Students who during any month of a school semester review two or more subjects will belong to the Unapplied Group for the month following and will be creditors to the following sanctions:
I.- Amonstation on the first occasion;
II.- Suspension on the second occasion, and
III.- Degradation on the third occasion.
Article 71.- Students who at the end of a semester do not reach an average approval rating in some subject matter and those retested in the ordinary exams will lose the The right of holidays will remain in the school until the extraordinary examinations are presented and, if necessary, they will be degraded. In the event of passing the extraordinary exams you will be able to enjoy the remaining holiday days.
Students who have been tested for extraordinary exams will continue to be able to enjoy a holiday without taking a holiday to present a proficiency test. the days that. they are missing for them to finish.
Article 72.- Pupils will cause low academic insufficiency in the following cases:
I.- Get reprobative average rating on four subjects;
II.- Get reprobate qualification in four ordinary exams;
III.- Get in combination reprobative average rating and reprove some ordinary exam, in four subjects;
IV.- Re-test three extraordinary exams, and
V.- Re-test a proficiency test.
CHAPTER IV. Practice trips
Article 73.- The plans and programs of the Naval Aviation School, for their execution, will consider as part of the teaching of the students the practical application of the knowledge acquired in the classroom, in units and in aircrafts and, where appropriate, in other institutions.
Article 74.- When in the educational process real physical scenarios are required for the significant or total portion of a teaching period, these scenarios will be called Travel practices. During the development of these trips, the management and teaching staff of the Naval Aviation School will be responsible to the school management for the objectives set.
TITLE SIXTH. Of the collegiate bodies
CHAPTER I. Of the Councils
Article 75.- The boards of the Naval Aviation School are collegiate internal bodies that function as participation mechanisms at the highest level of the school and will be the following:
I.- Docent Council;
II.- Discipline Council, and
III.- Ordinary Honor Council.
Article 76.- The Teaching Council has as its mission to know and recommend on matters related to the academic training of students who are subject to their consideration, in accordance with this Regulation, and consisting of:
I.- The Director as President;
II.- The Subdirector as First Vocal;
III.- The Commander of the Alumni Corps as a Second Vocal;
IV.- The corresponding course heads as Third and Fourth Vocals. The most novel will serve as Secretary of Acts, and
V.- Technical advisors to be the teachers or instructors of the subjects that are the subject of analysis or those considered necessary for the advisory function.
It will be convened by the Director or at the request of some vowel.
Article 77.- They are faculty of the Teaching Council:
I.- Evaluate plans, study programmes and teaching methods, propose modifications and approve the usefulness of texts, publications and teaching material for teaching staff of students;
II.- Evaluate the performance of teaching staff and students by proposing incentives, prizes and rewards, in accordance with current legislation;
III.- Evaluate the performance of staff positions that have performed teaching or managerial roles at the school, and
IV.- Study and review cases of academic nature not provided for in this Regulation.
The Teaching Board shall meet at the end of each semester for the purposes of this Article, with the corresponding act to be signed by those who have intervened. and forwarded to the Directorate-General for Naval Education.
Article 78.- The Disciplinary Board has the task of knowing and sanctioning serious misconduct by the staff of students, as well as studying and analyzing the proposals made by management and teaching staff for the improvement of the discipline and is integrated by:
I.- The Subdirector as President;
II.- The Commander of the Alumni Corps as First Vocal;
III.- The Commander of the Brigade to which the pupil belongs as a Second Vocal, and
IV.- The oldest Trozo commanders of the Brigade to which the student belongs as a Third and Fourth Vocals. The most novel vocal will serve as Secretary of Acts.
It will be convened by the Director at the proposal of the Commander of the Alumni Corps, managerial staff or members of the same Council. When the Disciplinary Council meets to study and analyze the proposals for the improvement of the discipline the second, third and fourth vowers will be the oldest Brigade or Trozo commanders.
Article 79.- The temporary absences of the President of the Disciplinary Board will be met by the First Vocal, the absences of the other members will be met by the person appointed the Director of the staff of captains and commissioned officers at the school.
Article 80.- They are the faculties of the Disciplinary Board:
I.- Judging serious misconduct by pupils by ruling whether the defendant is guilty or innocent;
II.- Apply the following penalties, depending on the severity of the fault;
A.- Arrest for up to eight Sundays francs;
B.- Total or partial holiday loss;
C.- Suspension for up to three months, and
III.- Recommend to High Command via the corresponding command the discharge discharge, and
IV.- To study the projects and proposals made by the managerial or teaching staff for the improvement of the discipline.
The penalties provided for in section II of this Article shall apply at the end of the relevant hearing and shall be communicated by the particular order of the school.
Article 81.- The appearance of the students to be presented to the Disciplinary Board shall be communicated by the President by trade to the defendant, to the officer who will take the voice of the charge that will belong to the Alumni Body and to the members of the Board, indicating motive or cause, date, time and place in which the hearing will be held.
The Disciplinary Board in communicating to the student the obligation to appear before him, will let him know the right he has to appoint his defender and must be an officer of the the Alumni Corps, but in no case will it be of greater degree than any of the members of the Council, in addition it will indicate that if not to do so, it will be designated one by the President.
Article 82.- The Disciplinary Board will not be able to judge two or more students in the same hearing.
Article 83.- The Disciplinary Board will be in public hearing, but the lower-ranking personal audience cannot be seen by the defendant.
Article 84.- The procedure for the development of the Disciplinary Board shall be according to the provisions of the Rules of Procedure of the Board of Admirals, Councils of Higher Honor and Ordinary.
Article 85.- At the end of the hearing, the corresponding record shall be lifted by signing the members of the Disciplinary Board, the defendant, the official and the official who are members of the Council. I carry the acoustic voice. Witnesses and experts, if any, shall do so on the margins of their declarations.
Article 86.- During the performance of an operations order, the students who are due to appear before the Disciplinary Board will be informed of their failure and will be judged upon their arrival at the School of Naval Aviation.
Article 87.- The Council of Ordinary Honor has as its mission to judge the serious misconduct committed by the staff of officers, classes and mariners commissioned at the school, its organisation and operation shall be governed by the relevant Regulation.
CHAPTER II. From the Academic Board and Flight Instructors
Article 88.- The Academic Board and Flight Instructors are responsible for analyzing the study plans, texts and teaching methods for submission to the Council's consideration. Teacher and propose modifications that are considered convenient and integrated by:
. I.- The Subdirector as President;
II.- The Commander of the Alumni Corps as First Vocal;
III.- The corresponding course heads as Second, Third, and Fourth Vocals. The most novel will serve as Secretary of Acts, and
IV.- Technical advisors who will be the teachers and instructors needed for the advisory role.
It will be called by the Subdirector or at the request of some vowel when it sees fit.
Article 89.- The Academic Board and Flight Instructors will meet monthly in order to evaluate the course development, the difficulties presented and the proposals (i) a solution, and it will meet at the end of each semester to review the programmes of the subjects to be taught in the following school period, with the corresponding act to be signed by those who have intervened and referred to the Directorate General of Naval Education, through the Directorate of the school.
Unique.- This Regulation shall enter into force on the day following its publication in the Official Journal of the Federation.
