Administrative and operating rules of the Los Angeles Verdes corporation.

RODOLFO ELIZONDO TORRES, Secretary of Tourism, based on the provisions of Articles 19 and 42, of the Organic Law of the Federal Public Administration; 4 of the Federal Law of Procedure Administrative; 5 fraction VII, and second transitional, of the Interior Regulation of the Ministry of Tourism; I have had to issue the following:

GREEN ANGELS CORPORATION MANAGEMENT AND OPERATION RULES

Title First

General Provisions

Single Chapter

Article 1.- This Regulation is intended to regulate the administration and operation of the Green Angels Corporation and is issued in accordance with the provisions of the second transitional article of the Decree by which they reform, add and repeal various articles of the Rules of Procedure of the Secretariat of Tourism, published in the Official Journal of the Federation of 14 November 2008; as well as in accordance with the legal orders and Administrative rules governing the various areas of their competence.

Article 2.- The Los Angeles Verdes Corporation is the unconcentrated administrative body of the Tourism Secretariat, which is responsible for the provision of comprehensive information services, guidance, advice, assistance, mechanical emergency, assistance and support to the national and foreign tourist.

Article 3.- For the purposes of this Regulation of Administration and Operation of the Los Angeles Verdes Corporation, the following definitions shall apply:

I. Corporation: Administrative Organ Desconcentrated Corporación Angeles Verdes;

II. Head of Unit: Head of the Green Angels Corporation Unit;

III. Regulation: This Regulation of Administration and Operation of the Los Angeles Verdes Corporation, and

IV. Secretariat: Secretary of Tourism.

Second Title

Of administration, attributions, and faculties

Chapter I

From the Corporation administration

Article 4.- The Corporation's management will be in charge of a Head of Unit, who will be freely appointed and removed by the Secretary of Tourism.

Article 5.- For the exercise of its functions and the dispatch of the affairs of its jurisdiction, the Corporation shall have the unit and the administrative areas authorized by the Secretariat of the Function Public and Finance and Public Credit.

The organization and procedures specific to the unit and administrative areas, will be set in the respective manuals.

Article 6.- The Corporation's management will be conducted on the basis of a public service based on the principles set out in the Code of Conduct for Public Servants of the Sector Tourism, to ensure the performance of its activities:

I. Do not discriminate or privilege any person;

II. Gratuity without any conditioning;

III. Honesty in your capability;

IV. Quality and warmth for the recipient;

V. Professionalism and transparency of action;

VI.      Attachment to the established normativity, and

VII.     Respect to whom the service is provided.

Chapter II

From the privileges of the Head of the Unit

Article 7.- In accordance with the provisions of Article 12 of the Rules of Procedure of the Secretariat, and for the performance of its management, the Head of the Unit has the general powers following:

I. Schedule, direct and evaluate the performance of the tasks entrusted to the areas that the Corporation is responsible for;

II. Agree with your immediate superior resolution of relevant matters whose processing corresponds to the area of your competence;

III. Develop opinions, opinions, studies, and reports that are requested by superiority;

IV.      Draw up the preliminary draft of the annual budget, as appropriate, in accordance with the provisions laid down;

V. Approve, coordinate and control the exercise of your authorized budget, in accordance with the regulations that the Sub-Secretariat of Innovation and Quality will dictate for this purpose;

VI. Participate with the administrative unit responsible for the Secretariat, in the formulation of the projects of organization manuals, procedures and services of the Corporation in charge of agreement with the regulations issued by the Sub-Secretariat for Innovation and Quality;

VII. Submit to the consideration of your immediate superior the projects on the creation, organization, modification, merger or deletion of the areas in your office;

VIII. Propose the appointment, hiring, development, promotion and attachment of the staff to his office, as well as the granting of permits and licenses requested to him, considering the the needs of the service and to participate in the cases of sanction, removal and cessation of such personnel, in the terms of the applicable legal provisions and the General Conditions of Work;

IX.      Provide the information, advice and technical cooperation in the areas of your competence to be requested by the other administrative units and areas of the Secretariat;

X.       Subscribe to the documents relating to the exercise of his or her faculties or to those of you who are appointed by delegation, or correspond to him;

XI.      Certify the documents in the files of the areas in charge, when they refer to the issue of competition matters;

XII.     Integrate the archive of the areas in your charge, in accordance with established rules, and

XIII. Others who entrust you with the applicable legal provisions and their hierarchical superior in the field of their respective jurisdiction.

Chapter III

From the faculties of the Corporation

Article 8.- The Corporation is responsible for the following powers:

I. To help increase the flow of domestic and foreign tourists, as well as their stay in the country's tourist destinations;

II.        Coordinate the strategies related to the systematization of information, orientation and hotel reservations, in addition to the actions inherent in the attention to connationals and tourists in general, when entering and leaving the country;

III.       Coordinate actions with other agencies and entities of the Federal Public Administration and other public and private agencies, national and foreign, to attend road tourism in trips to the interior of the country, providing radio communication, information and assistance in transit through national roads;

IV.      Establish policies concerning the research, updating and use of information on tourist destinations and services to guide tourists;

V. Produce and distribute, in coordination with the General Directorate of Social Communication of the Secretariat, as well as in its case, with other agencies and entities of the Public Administration Federal, governments of the federal entities and municipalities and the social and private sectors, materials and guidance and information guides to the tourist;

VI.      To encourage, in coordination with the governments of the federative entities and the municipalities the installation of information modules and tourist orientation, in terminals, buses, railways and tourist ports, as well as in any part where it is deemed to be required;

VII. Coordinate the development of special programs of information, orientation, attention and protection to the tourist, with the participation that corresponds to other dependencies and entities of the Federal Public Administration and the governments of the federal entities and municipalities;

VIII. Instrumentation, in the field of its competence, actions for the development and improvement of the Landscape Program in coordination with the agencies and agencies of the Public Administration Federal participants;

IX. Coordinate the national network of offices and guidance and tourist information modules, with the participation that corresponds to other dependencies and entities of the Federal Public Administration, to the governments of the federative entities and the municipalities;

X. Perform monitoring visits to modules and information offices;

XI. Subscribe, by observing the applicable provisions and in coordination with the competent authorities, national or international legal instruments deemed relevant, for Making use of economic resources and materials necessary to meet the objectives and tasks assigned to them;

XII.     Coordinate the implementation and monitoring of assistance and assistance measures for tourists;

XIII.    Support the operation of the surface tourism, through the tourist assistance service, in coordination with other agencies and entities of the Federal Public Administration, governments of the federal entities and the municipalities and, in their case, with the social and private sectors;

XIV. Direct and control the tourist assistance service, coordinating the information services, guidance, mechanical assistance and first aid on the roads and caravans of vehicles railcars;

XV.    To direct and control the national system of tourist radio communication, taking into account the provisions that the authorities will issue to the effect;

XVI. Establish the necessary measures for the conservation and maintenance of equipment and facilities used in the tourist assistance service;

XVII. Establish coordination that is required with other authorities and institutions to assist tourists and the general population in emergency and disaster situations, and

XVIII. Directing and controlling the Comprehensive Telephone Service Center, coordinating the national orientation and telephone information service, on attractive destinations and services State and regional tourism, as well as support for tourists to other federal, state or municipal authorities.

Title Third

The operation of the Corporation

Single Chapter

Article 9.- For the provision of comprehensive information services, guidance, advice, assistance, mechanical emergency, assistance and support for national and foreign tourists, the Corporation will have the following:

I. Facilities in the 31 Federative Entities and the Federal District (Mexico Valley);

II.       properly equipped vehicle park;

III.      Integral Tourist Care Center (CIAT);

IV. National Radiocommunication System;

V. Information modules in federative entities, and

VI. trained and experienced operational staff.

Article 10.- The provision of comprehensive information services, guidance, advice, assistance, mechanical emergency, assistance and support for national and foreign tourists will be provided in a manner free and will be performed under the following modes and schedules:

I. Information, guidance, counseling, emergency assistance, and assistance services will be provided on a schedule from 8:00 p.m. to 20:00, 365 days a year, on the routes. roads covered by the Corporation in the country.

Such services shall be provided by means of radio patrols duly equipped, to domestic or foreign tourists travelling on these routes with private vehicles.

In the holiday periods camps will be set up at the strategic points to be determined and will provide the services 24 hours a day, in addition to the fact that they will be able to understand caravans of motor vehicles in border states;

II. Information, guidance and counseling services will be provided during the 24 hours of 365 days of the year, via telephone through the Comprehensive Tourist Care Center (CIAT);

The IATTC, will also provide such services, in a personalized way and by regular and electronic mail on a schedule of 8:00 p.m. to 20:00 hours from Monday to Friday, except in public holidays, and

III. Information, guidance and advisory services will be provided to the national authorities through the modules to be determined in the federal entities in coordination with the governments. state and the National Migration Institute, which will be able to be located in air terminals, bus terminals and toll booths, in addition to the fact that a module installed at the International Airport of the City of Mexico.

Article 11.- The emergency and mechanical emergency service will consist of a diagnosis of the state of the tourist's vehicle and, if necessary, the repair of the vehicle or its impediment, the search for help of other service providers.

Article 12.- The provision of comprehensive information services, guidance, counseling, assistance, mechanical emergency, assistance and support for national and foreign tourists will be provided by the Corporation through its assigned personnel and in accordance with the relevant manuals, guidelines, policies and other legal and administrative provisions.

TRANSIENT

Unique.- This Regulation shall enter into force on the day following its publication in the Official Journal of the Federation.
