LUIS ECHEVERRIA ALVAREZ, Constitutional President of the United Mexican States, to its inhabitants, known:

That the H. Congress of the Union has been used to address the following


" The Congress of the United Mexican States, decrees:


ARTICLE 1o.- The University of the Army and Air Force is created, with existing higher-and higher-level Military Education establishments, and those that are institute in the future.

ARTICLE 2o.- The University of the Army and Air Force depends on the Secretary of National Defense through the Directorate General of Military Education, which will assume functions. of rectory. For this purpose, it will be restructured to continue to perform its current functions in accordance with the provisions of the Mexican Army and Air Force Organic Law, and those that stem from the conduct and control of the University.

ARTICLE 3o.- The University of the Army and Air Force will have the following purposes:

I.- Impart to the military scientific, technical and humanistic knowledge at the level of higher education and higher education, for the best performance of the missions of the Arms, Ramas and Services of these institutions.

II.- To train teachers for the various subjects that are taught in the Military Education Facilities.

III.- Conduct scientific research in general and related to the advancement of military science and art.

IV.- To bring the benefits of culture to the components of the Army and Air Force, in order to expand their training as well as their military expertise, to achieve more efficiency in the fulfillment of their missions.

V.- Develop in the learners a spiritual formation according to the high interests of the Homeland.

ARTICLE 4.- In the Rules of Procedure of the University of the Army and Air Force, the organization of the Army and Air Force University will be determined. administrative, its powers, the name of its various bodies and that of its officials.

ARTICLE 5o.- The University will have an Academic Council, which will advise the Director General of Military Education.

ARTICLE 6o.- The Secretariat of National Defense will issue certificates of study, diplomas, professional degrees and academic degrees of courses and courses provided by the Ministry of Education. University of the Army and Air Force.

ARTICLE 7o.- For its operation, the University will have the resources assigned to it in the Federation's Government Budget through the National Defense Secretariat.


ARTICLE FIRST.- This Law shall enter into force on the day following that of its publication in the "Official Journal" of the Federation.

ARTICLE SECOND.- All provisions that are opposed to this Law are repealed.

ARTICLE THIRD.- As long as the internal regulations of the University of the Army and Air Force are issued, the functioning of the same will be subject to the provisions that the Secretary of National Defense. Existing upper and higher-level military education establishments shall be regulated by the provisions that currently govern them in all matters that do not object to this Law.
