BE IT enacted by the Seri Paduka Baginda Yang di-Pertuan Agong with the advice and consent of the Dewan Negara and Dewan Rakyat in Parliament assembled, and by the authority of the same, as follows: short title 1. This Act may be cited as the rubber Price Stabilization Act 1975.
Interpretation 2. In this Act, unless the context otherwise requires — "Council" means the National Advisory Council for stabilisation of rubber prices established under subsection 3 (1).
National Advisory Council for Rubber Price Stabilisation 3. (1) for the purposes of this Act and to advise the Minister on matters relating to price stabilization, rubber hereby established the National Advisory Council for Rubber Price Stabilization.
6 laws of Malaysia ACT 161 (2) the Council shall consist of — (a) the Secretary General of the Ministry of plantation industries and commodities, as Chairman;
(b) a representative from the Treasury, Malaysia;
(c) a representative from the Economic Planning Unit, Prime Minister's Department;
(d) * a representative of the Ministry of General Planning and socio-economic Research;
(e) a representative from the Central Bank; and (f) a person who has extensive knowledge in the rubber industry who are appointed by the Minister.
(3) the Minister may appoint not more than three members in addition to being a member of the Council.
(4) the provisions of the Schedule shall apply to the Council and its members.
Stock rubber 4. For the purpose to stabilise rubber prices, may be called a stock rubber shall be regulated in the manner prescribed by the Minister under section 5.
Regulations 5. The Minister may for the purpose of carrying out the provisions of this Act to make regulations and without prejudice to the generality of the aforesaid, the regulations may — (a) provide for the implementation of any international agreements made between Malaysia and any other countries to establish a scheme for the stabilisation of rubber prices in the world market;
(b) provide for the appointment of officers to inspect the rubber stocks required to be kept under this Act, examine the record of it, and generally for carrying out the provisions of this Act and any regulations made thereunder;
(c) regulating the management of rubber stocks held under section 4;

Stabilizing rubber prices 7 (d) requires all small rubber estates and farms registered and make provision about how registration;
(e) prohibit or regulate the use of chemicals and other materials that stimulates rubber trees to extract the milk;
(f) impose a penalty in the form of a fine not exceeding ten thousand ringgit or to imprisonment not exceeding two years or both for the violation of any provision of the regulations and provide for the forfeiture of any rubber became a matter of the infringement and the way about it.
Amendment of the rubber industry Fund Ordinance (Replanting) 1952 6. Subsection 17 (1) rubber industry Fund Ordinance (Replanting) 1952 [Ord. 8 1952] hereby is amended by inserting immediately after the words "this Ordinance" the words "and all other information relating to rubber estates and smallholdings and production, storage, sale and export of rubber".
8 laws of Malaysia ACT 161 TABLE [Subsection 3 (4)] of the COUNCIL 1. The terms of Office for Council members is for a period of one to three years. Members are eligible for re-election.
2. the term of Office of a member appointed to fill a vacancy is for the remainder of the term of Office of the members of the vacated positions.
3. The Office of a member of the Council, other than a member appointed in accordance with the position it is blank — (a) if he dies;
(b) if he becomes bankrupt, crazy or akalnya be not perfect;
(c) if he fails to attend three consecutive meetings without the consent of the Council; or (d) if his resignation is accepted by the Minister.
4. subject to the provisions of this Act, the Council may determine its own procedure.
