ASSOCIATION INTERNATIONAL DEVELOPMENT (IDA) on the Draft Reform and Rehabilitation transport sector (CREDIT No. 3364 -MAG)

EXPLANATORY MEMORANDUM to enable the transport system to play its part, the Government adopts a transport sector Programme, with various sources of funding.
This financing is the contribution of the International Development Association (IDA) for the Project of Reform and Transport Sector Rehabilitation. It granted the Republic of Madagascar, a credit in the amount of FORTY EIGHT MILLION FOUR HUNDRED THOUSAND SPECIAL DRAWING RIGHTS (SDR 48.4 million), or about SEVENTY FIVE MILLION US DOLLARS ($ 65,000,000) or FOUR HUNDRED TWENTY BILLION NINE HUNDRED AND FORTY NINE MILLION EIGHT HUNDRED AND FOUR THOUSAND FRANCS MADAGASCAR (FMG 420 949 804 000).
I - DEVELOPMENT PROJECT OBJECTIVES
The project has three main objectives: (i) improve economic efficiency by helping the Government to implement a strategy of transfer to the private sector certain skills can be better assumed by it; (Ii) increase growth by eliminating bottlenecks in infrastructure in an economy more open and diverse, while ensuring that the fruits of growth are geographically better distributed, and (iii) ensure the sustainability of existing infrastructure and natural heritage by giving priority to the maintenance and conservation of infrastructure through adequate funding and by systematically integrating environmental and social issues in the preparation and evaluation of sector programs.
II - PROJECT COMPONENTS
The main components are:
institutional reform and private sector development, restructuring and sectoral policy 1-, 2-welfare and environmental maintenance and rehabilitation of 3- infrastructures.4-
III - PROJECT EXECUTION
A Sector Programme Executive Secretariat of Transport and two Monitoring cells of Financial Management and Procurement under the supervision of the Ministries of Transport and Meteorology , and Public Works will be responsible for the proper execution of the Transport Sector Programme.
IV - FINANCIAL CONDITIONS
Date Payment: Reimbursement: 40 years including 10 year grace
Principal Repayment: - deadline: May 15 and November 15 of November 15, 2010 to May 15, 2040
Committees: - Commitment: 0.50% pa - Service:
0.75% per annum Closing Date: July 31, 2005
Under Article 82, paragraph VIII of the Constitution: "The ratification or approval of treaties or agreements ... that commit the finances of the state ... must be authorized by law. "
This is the purpose of this Act.

the National Assembly adopted in its meeting of 26 July 2000 the Act which reads as follows:
Article: is authorized the ratification of the Credit Agreement concluded on 19 June 2000 between the REPUBLIC oF MADAGASCAR and tHE INTERNATIONAL DEVELOPMENT ASSOCIATION (IDA) on the Draft Reform and Transport Sector Rehabilitation (CREDIT No. 3364 - MAG), the amount of FORTY EIGHT MILLION FOUR HUNDRED THOUSAND SPECIAL DRAWING RIGHTS (SDR 48.4 million).
Article 2: This Law shall be published in the Official Journal of the Republic.
It will be executed as state law.
