(I) rationale: The Fivondronana of Betroka, Ihosy, Iakora and Ivohibe lie in an endemic area of malaria and bilharzia and are also experiencing outbreaks of cholera and acute respiratory infections. All these diseases are related to the insalubrity of the consumed water and lack of hygiene. The improvement of the population's access to essential social Services (ESS) such as drinking water and sanitation as it has been defined in the Document of strategy of Reduction of poverty (PRSP), contributes to meeting the water and sanitation needs populations may change significantly their daily living conditions.
Also, the Government aware of this situation considering t - it to undertake in the Fivondronana raised a power project in drinking water and sanitation in rural whose concept is based on the pulse strategy by the request of the beneficiaries. The beneficiaries will be so involved and participate in all processes of the project.
(II) objective: II - 1) lens sector: the targets set in the strategy paper Reduction of poverty by 2015 are to increase to 84% population having access of drinking water compared with 27 percent currently and over 80% coverage in the remediation against 39 percent in 2000.
In urban areas, 100% of the population should have access to drinking water and sanitation respectively against 83 percent and 62 percent currently.
In rural areas, it comes to the level of access to drinking water of 13% to 80% and sanitation from 25% to 80%.
(II - 2) goal of the project: the project aims to achieve a village water operation in the Fivondronana of Betroka, Ihosy, Iakora and Ivohibe on a s uperficie of 41.725km2 and 105,000 people could benefit from, or 87% of the total population of the Fivondronana 4.
(III) components of the project: the components of the project are the following:-water supply by building 700 equipped drilling of human motor pumps;
-remediation and troughs by the construction of 5000 latrines and 1050 troughs.
For the construction of latrines, the existing structures in the project area (schools, health centres,...) will be the priority sites.
-Support to community health by the distribution of bednets impregnated and promotion of methods of prevention and struggle against communicable diseases (infectious and parasitic);
-mobilization and community training by educating the population to become involved in all processes of the project;
-institutional support by the establishment of a cell of the project based in Fianarantsoa, with materials and facilities, the setting up of a Steering Committee, the realization of audit of the project as well as the analyses of impacts.
(IV) financing the funding request by the Government of the Republic of Madagascar to the African Development Bank has been granted.
The African Development Fund (ADF) has granted a loan of an amount of 7.930.000 units of account, approximately 73.065.830.500 Fmg (1 UCF = 9.213,85 Fmg) for the realisation of the project and the loan agreement is signed on 08 May 2001.
The total cost of the project is estimated at 8.920.000 UC (Fmg 82.187.542.000) including 7.930.000 ready UC from the ADF, 900,000 UC (8.292.465.000 Fmg Government contribution) and 90,000 UC (Fmg 829.246.500) participation of beneficiaries.
(Financial (v) CONDITIONS of the loan the amount of the loan granted by the Bank on African Development Fund is 7.930.000 units of account, or about 73.065.830.500 Fmg (1 UCF = 9.213,85 Fmg) including the terms of repayment and payment of commissions are as follows: 1) repayment of principal: over a period of 40 years at 1% per year between the eleventh and fortieth years and 3% for the following years after 10 years of deferred from the date of signing of the agreement.
((2) service commission: 0.75% on the amount disbursed and not yet repaid 3) commitment fee: 0.50% on the amount disbursed and starting 120 days after the signing of the agreement.
The loan will be repaid by equal semi-annual payments and consecutive, the first will be made April 1 or October 1, whichever of the two dates immediately following the end of the grace period.
The principal of the loan, the commission of service and the commitment fee projected above will be due every six (6) months, April 1 and October 1 of each year.
The loan will be used for the acquisition of goods and services according to the following categories: civil works, goods, services of consultants and operating costs.
(VI) MODALITY of EXECUTION Agency of the project is the management of the Exploitation of the water of the Ministry of energy and Mines who will set up a cell of the Execution of the project with headquarters in Fianarantsoa. This cell, under the direction of a project manager, will work closely with the regional technical directorates of the water of the Autonomous Provinces of Fianarantsoa and Toliary.
At the level of villages, some committees of Points of water (CPE) will be implemented.
On the national level, an Advisory Steering Committee will be created. It will include representatives from Headquarters and r the two Provinces regional, local authorities and beneficiaries.
Under the terms of article 82. 3, paragraph VIII of the Constitution: "the ratification or approval..., treaties or agreements, which commit the finances of the State,..., must be authorized by law.
That is, the subject of this Act.
