EXPLANATORY MEMORANDUM At the request of the Malagasy Government, the Board of Directors the World Bank has approved in its meeting on 19 June 2001, financing PROJECT SUPPORT fOR RURAL DEVELOPMENT (RDSP), for an amount equivalent to SIXTY NINE MILLION TWO HUNDRED THOUSAND Special Drawing Rights (SDR 69.2 million), or approximately 604.8 billion Malagasy Francs.
Negotiations Loan took place in Antananarivo during the period of 26 March to 04 April 2001. The Credit Agreement
thereon was concluded on 22 June 2001 in Antananarivo.
I-PROJECT OBJECTIVES
The RDSP is the project to support the World Bank in the implementation of the Action Plan for Rural Development (PADR) drawn up by the Malagasy Government. It falls within the strategy set for rural development measures, in particular the fight against rural poverty while taking into account the implementation of the commitment on decentralization policy (with the formation of autonomous provinces ).
The main objectives of the RDSP are:
increase productivity and incomes of small farmers in order (i) sustainable in all 20 agro-ecological regions of the country covered by the Working Groups D evelopment Regional - GTDR;
Support the development of producer organizations and groups (ii) community;
Reduce poverty in rural areas, while preserving the resources (iii) basic natural.
The RDSP is thus an accompanying instrument of the strategic axes of the PADR in particular regarding the promotion of the intervention groups of farmers and producers organizations and sustainable increase in agricultural production.
II-PROJECT DESCRIPTION Location of
PSDRa.
Just like the D evelopment Community Fund (CDF), the RDSP is a progressive national coverage target on all 6 Autonomous Provinces and 20 agro-ecological regions covered by the GTDR. The principles for the Project resource allocation aim to maintain a fair distribution between autonomous provinces.
Inside autonomous provinces and GTDR, municipalities will be selected in accordance with the CDF by the level of isolation and poverty described in detail in the implementation manual. This approach will target in priority the poorest municipalities and less likely to be served by a network of micro financial institutions.
A start-up, 1 year, the project will intervene, primarily but not exclusively in public having received the support of IDF III, that, in a concern to develop different mechanisms in Draft areas already enjoying some social infrastructure.
From year 2, RDSP intervene in communes having re ceived an FDC support last year and so on depending on the capacity ed execution of RDSP.
The main components of PSDRb.
The RDSP comprises 5 major components:
Component 1: Support to productive investment
This component is intended to stimulate agricultural production through investments and activities for the benefit of Farmer Organizations (FOs) in areas very poor or the poor, according to isolation and social poverty criteria.
The investments will be between 2,000 and 50,000 dollars. It s' will essentially small productive infrastructure and activities combining infrastructure and equipment identified through participatory diagnosis.
Under this component, the project will support the investments which: have a public good nature (group of 10 producers (i) minimum); have an impact on agricultural growth, (ii) are sustainable without using other grants; (iii) are not financed by other programs in areas (iv) concerned.
. This component has three subcomponents:

The Project will finance, first, small productive infrastructure 1. allowing the poorest to increase their production, especially irrigated areas with an area of ​​less than 200 hectares, small works of drainage, és ease of storage the vaccination areas, etc ... the RDSP will also fund agricultural activities allowing for a large number of poor communities 2. to remove the constraints to agricultural growth. Investments should be economically viable, technically acceptable, socially and environmentally.
These activities will include, for example, product processing, storage, cash crops, small milk processing units, the chick rearing, fish farming, beekeeping, extracting oils essential, etc ... the activities focus on strengthening links with the private sector é wishing to promote the development of an activity-specific or narrow die speculation collaboration with producers, will be encouraged. 3
. RDSP finally finance non-agricultural activities for the most vulnerable groups, for example, groups of women and youth, to develop income-generating activities such as sewing workshop, crafts, etc ... The project will use for these investment the system of "participatory funds' 15% contribution by the recipients in work or in cash and 85% by the Project.
In the interests of fairness, a peasant organization will benefit only one productive investment during the project and will recycle the money invested in a Community fund. This community savings fund should allow other Peasant Organizations villages targeted common benefit in turn productive investment (see Support to Farmers' Organisations).
This activity of "recycling investments" will be carried out as pilot operations for a period of 18 months.
Component 2: support services and training

1.Vulgarisation extension and training programs will g enerally articulated to productive investment projects, representing approximately 10% of the financial envelope for the productive investments. Specific programs to meet any need advice or training jug priority ed by producers could also be considered.
These programs will, however, have goals pr ECIS, be limited in time and will not be able to épasser 20% of the total pr Evu for extension and training activities related to productive activities.
2. competitive fund applied research
It aims to meet the needs, in applied research projects related to productive investments identified by groups of producers, processors and traders or through participatory diagnosis with the communities.
The fund will finance short-term projects, up to 3 years, may produce results quickly vulgarisables. The amount of each funded research activity will not be less than US $ 5,000 or greater érieur to US $ 50 000 unless the association agrees otherwise. All applications will be submitted to an executive secretariat of the fund established for this purpose for evaluation after associate expert consultation. The recommendations of the Secretariat shall be addressed to Independent Director Committee (CDA) responsible for final approval of the proposed programs.
The service providers of the selection procedure for the conduct of research activities selected will be done on competitive basis and will be open to public and private sectors, universities, non-governmental organizations (NGOs) or any institution with expertise in this domain.
The tender procedures will be carried out by the CDA while the disbursement of funds will be directed by the Project Implementation Unit. A procedures manual will specify the details of the organizational and institutional arrangements relating to the operation of the Competitive Fund. 3
. Targeted search
Besides the applied research program, the project will finance five thematic research activities conducted by national research institutes such FOFIFA and FIFAMANOR.

These programs are well-targeted activities related to issues of improving production systems, agro-processing, constraint to the adoption of technologies and germplasm conservation.
The national research institutes (eg FOFIFA and FIFAMANOR) will prepare their programs and budgets for the Project on duration as well as a detailed annual program and budget to be submitted to the Bank for approval before any disbursement.
Component 3: Support to community development
Support for village development plans
1. The Project will assist the communities and villages areas of intervention in the preparation of their development plans (village development plan ) from a participatory diagnosis carried out contractually. These plans need to identify the priority needs of communities and to bring out the potential demands in productive projects.
They will be submitted for the approval of service providers (NGOs, Design Office) contracted by the Provincial Unit of Project Implementation (UPEP) to ensure overall coordination of the project at a region
agro-ecological as well as analysis of the economic viability and technical, environmental and social productive projects.
Applications are accepted on the basis of these criteria will then be forwarded to GTDR for final approval.
When starting the RDSP and to speed on field achievements, the project will use participatory rural appraisals already developed with the support of UNDP, Intercooperation, the Food Security Program, PE-II and other partners if the quality of these surveys is acceptable. When these data do not exist, the PRA will be performed ed in consultation with the Community Development Fund (CDF), which will focus on the formulation of municipal development plans.
Support for the establishment and management of Community funds
2. The Project will support productive projects benefiting communities in the establishment and management of Community funds. Specific technical assistance will be provided for this purpose. This assistance will preferably be that which could be offered by the Project Micro-finance with which a memorandum of understanding will be established. NGOs or consultants could also support this process.
Support to Farmer Organizations (FOs) and Users Associations 3. Water (SEA)
They have an important role to play in the PADR and RDSP.
The Project will support the OP, at their request in the intervention areas concerned in terms of organization, structuring, legal recognition, training, formulation of productive projects as well as strengthening the repr ésentativité within GTDR and regional professional bodies.
The project will also support capacity building of Associations of Water Users on the irrigated areas (technical and management training, transfer of management, land security, protection actions and irrigation canals, agricultural intensification ) on irrigated érimètres p where rehabilitation work is completed.
Component 4: Capacity-building and policy formulation
Support PADR and RDSP
1. The Project will provide assistance to continue and strengthen the PADR process (Action Plan for Rural Development) in particular at the GTDR (updating and / or development of regional documents, regional workshops, monitoring and supporting the work of GTDR, work and briefings, etc ...).
This support will be in close coordination with the European Union which currently supports EPP and GTDR.
Support for rural development policies
2. To support the periodic review process of the Letter of Rural Development Policy (LPDR), the Project will finance studies and concrete actions designed to analyze
impact of macroeconomic, regulatory and tax the rural sector and to propose measures to promote growth in the rural sector.
Support information systems
3. The Project will support the implementation of baseline surveys and collection systems, treatment and periodic dissemination of technical information and regional statistics, including product prices markets, in conjunction with INSTAT and other already existing shares (eg network of rural observatories).

This support is however conditioned by the establishment of a Bank-acceptable institutional mechanism to implement this component.
Rating environnementale4.
The Project will support the environmental units erected within the various ministries involved in rural development, in accordance with the memoranda of understanding signed between the Ministry of Environment and the Ministry of Rural Development under the application of D ecret MECIE.
Component 5: Managing and Monitoring
The Project will finance the operation of the control and management structures at both national and provincial levels.

III FINANCE Funding:
The total project cost is estimated at EIGHTY TWO MILLION, FOUR HUNDRED FORTY TWO THOUSAND SPECIAL DRAWING RIGHTS (SDR 82,442,000).
Project funding will from three main sources:
the International Development Association (IDA):  69.2 million SDR 64.15 million of which SDR to cover part of the costs in local currency and 5.05 million SDR to cover foreign exchange costs;
The Malagasy Government will contribute to the consideration  IDA funding and various taxes for a total amount estimated at 6.217 million SDRs;
Beneficiaries contribute to 7.025 million SDR competition  contributions in kind, in labor or in cash following activities.

IV. IDA CREDIT OF FINANCIAL CONDITIONS
amount: SDR 69.2 million Repayment period: 40 years including 10 year grace period Repayment of principal:
in semiannual installments payable on May 1 and November 1 of - each year, commencing 01 November 2011; the installment payable on May 1st 2041.-
Each installment to the May 1, 2021 included, is equal to ONE PERCENT (1%) of such principal and each installment thereafter shall TWO PERCENT ( 2%) of such principal. commitment fee (payable on the principal of the Credit withdrawn)
annual rate of ONE AND HALF OF ONE PERCENT (1/2 of 1%) per annum - payable May 1 and November 1 of each year.
Commission services: the rate of THREE QUARTER ONE PERCENT (3/4 of 1%) on the - principal of the Credit withdrawn and outstanding payable semi-annually on May 1 and November 1 of each year.
V. ORGANIZATION AND IMPLEMENTATION ARRANGEMENTS OF RDSP
Project Duration: the duration of the RDSP is 5 years.
Administration Project: RDSP will be plac ed under the supervision of the Ministry of Agriculture of age with the active participation of other ministries (Livestock, Fisheries and Marine Resources, Scientific Research, Environment, Forestry, ...).
At the national level a Committee pr Project Steering resides by a representative of the supervisory ministry and which will EPP member, will be erected and National Unity of Project Implementation (UNEP) will be responsible for the implementation .
At the provincial level, a Provincial Project Implementation Unit (UPEP) will be set up in each of the 6 Autonomous Provinces.
The institutional organization of the Project will be considered transitory. It will be reviewed at the mid-term review to take into account the structural reforms of the ministries involved in rural development, the establishment of decentralized services and the decentralization process related to setting up provincial process autonomous. When the decentralization system will be effectively in place, the institutional organization of the RDSP can be adapted according to the system adopted in the autonomous provinces.
Under section 82.3, paragraph VIII of the Constitution, "The ratification or approval of treaties ... involving the finances of the state ... must be authorized by law."
This is the purpose of this Act.
