Dina have always existed in Madagascar since the earliest times in oral or written form. They like the institutional framework Fokonolona: human community, spatial and administrative entity.

In all cases, decisions of the territorially competent Court may be appealed.
The appeal period is one month.
The appeal is judged by the First President of the Court of Appeal which must rule within fifteen (15) days.
The decision is not subject to appeal.
The approved Dina is deposited in each village and Fokontany office for consultation by the public. Section 3
From the application of Dina
Article 10.- A registered Dina regularly apply immediately without prejudice to criminal proceedings. In all cases, the civil compensation actions are independent of criminal proceedings.

Section 4 The application structure of Dina
Sub-Section 1 From the Executive Committee of Dina

Article 17. For the constitution of the Executive Committees of Dina, the Fokonolona or all of its representatives at each level referred to in paragraphs 2 and 3 of Article 6 above elects members Office of the Executive Committee of Dina.
The Executive Office of Dina is composed of:
- a President; - Vice-Chairman; - Treasurer; - Vice-Treasurer; - Secretary ; - counselors.
The Executive Office of Dina are elected by and among the members of Fokonolona referred to in Article 15 above.
A list established by the competent administrative authority determines the election of said persons whose term of office is one year renewable. Sub-Section 2
In the proceedings before the Executive Committee of Dina
Article 18. The Executive Committee of Dina is seized by a motion addressed to the Chairman of the Executive Committee Dina.

The Committee may, as necessary, to call witnesses.

Article 33. The decision of the Executive Committee of Dina apply immediately notwithstanding any remedies.
