authorizing the ratification of the Development Credit Agreement concluded December 4, 2003 between the Republic of Madagascar and the International Development Association ( IDA) to finance the Investment Project in Transport Infrastructure. EXPLANATORY MEMORANDUM

The strategic development goal for Madagascar, as was highlighted in the Strategy Document for Poverty Reduction (PRSP) is the promotion of rapid and sustainable development in order to halve the poverty rate 10 years.
To enable the transport sector to contribute effectively to this promotion, rehabilitation of transport infrastructure (institutional infrastructure and physical infrastructure) is one of the pillars which rested the integrated transport policy that the Government of Madagascar implements.
To this end, the Agreement enclosed development credit was signed to help Madagascar to rehabilitate its large infrastructure to reduce transport costs and facilitate trade within the Investment Project of Infrastructure Transport (Piit).
The goal of Project Investment in Transport Infrastructure, financially supported under APL-3 by a credit of SDR 104.4 million (equivalent to US $ 150 million) to finance the development Plan 2003-2008 of the Vice Prime Minister in the transport sector and in partnership with the Government, other donors, the private sector and users in order to perform the following four parts of programs that includes the Project: Part a
:
- Running a program of improvement, rehabilitation and maintenance of national roads consisting of asphalt a stretch of about 112 km from the RN44, a section of approximately 159 km of RN5A at
rehabilitate a stretch of about 69 km from the RN44 to bring the standards of roads improved land, to ensure regular maintenance of sections of approximately 249 km of the RN2 and about 295 km from the N7 and, rehabilitate and ensure periodic maintenance of a section of 186 km of the RN3.
- Implementation of an action plan for the renovation of container system by the rehabilitation of thirty tanks.
Part B:
-Implementation of an improvement program, rehabilitation and maintenance of ports.
Part C: Airports Modernisation and Institution Building:
promotion of public-private partnership for the management and operation of secondary airports, through the provision of technical advice to services;
Improving security, safety and operation of the airport network with the acquisition of equipment.
Part D: Institutional support to the Vice Prime Minister:
- Implementation of an action plan to strengthen the capacity of the Deputy Prime Minister to enable him to oversee and coordinate the activities of this sector and, to complete the reform process through the following:
support for a social plan for the redeployment of staff; provision of technical advice and training services, and
acquisition equipment; feasibility studies, detailed design studies and interim
and establishment of tender documents to meet the future needs in the sector.
These are the reasons authorizing the ratification of this Development Credit Agreement by this Act.

The National Assembly and the Senate have adopted in their respective session dated 19 December 2003 and 22 December 2003, the Act which reads as follows: Article I
- Is authorized the ratification of the Agreement development credit between the Republic of Madagascar and the International development Association (IDA) concluded December 4, 2003 to finance the Investment Project in Transport Infrastructure, worth 104.4 million SDR (or the equivalent of US $ 150 million).
Article 2 This Act shall be published in the Official Gazette of the Republic and shall be enforced as State law.
