EXPLANATORY MEMORANDUM

The Malagasy Government is committed to achieving the Millennium Development Goals among others on maternal mortality, infant mortality and HIV / AIDS in order to improve the welfare of the population. For this, the health sector has prioritized the targeting of the most disadvantaged and the most vulnerable. In this context, the International Development Association (IDA) has awarded the Republic of Madagascar additional funding to the Second Multisectoral Project for the Prevention of HIV / AIDS in the amount of SDR 3.9 million, equivalent to $ 6,000,000 about 13. 584. 000 000 MGA as its contribution to the financing of a project support in the implementation of high-impact activities with the objective of equity is a number of vulnerable and at risk in with limited financial resources. PROGRAM OBJECTIVE: To contribute to increased use of services and activities related to maternal and child health, nutrition and HIV / AIDS in the areas covered by the Project.

FINANCIAL CONDITIONS:
Amount:

3.9 million SDRs equivalent to $ 6,000,000 or approximately 13.584 billion MGA.
Total repayment term:
: 40 years including 10 years grace period.
Repayment of principal:
payable semi-annually on June 15 and December 15 of each year.
Commitment:
annual rate of one half of one percent (0.50%) of the amount of undisbursed loan.
Service fee:
rate of three-quarter of one percent (0.75%) of the total amount disbursed and outstanding.
PROJECT DURATION:
The Project closing date is 30 September 2014. Under Article 137, paragraph II of the Constitution "
ratification or approval of treaties involving the finances of the State must be authorized by law. " Such is the object of this Act. 2

The Congress of the Transition and the High Council of the Transition adopted in their respective sessions
dated 23 October 2012 and 15 November 2012, the law which reads as follows:

Article: - Is authorized the ratification of the Financing Agreement between the Republic of Madagascar and the International Development Association (IDA) relating to the Additional Financing of the Second Multisectoral STI Prevention Project and the HIV / AIDS from a amount of THREE MILLION NINE HUNDRED AND SPECIAL DRAWING RIGHTS oF THOUSAND (3,900,000 SDR), equivalent to SIX MILLION DOLLARS ($ 6,000,000), about THIRTEEN BILLION FIVE HUNDRED EIGHTY FOUR MILLION ARIARY (13584000000 MGA ). Article 2 - This law shall be published in the Official Journal of the Republic. It will be enforced as a law of the state.
