A beneficial economic growth requires at least a tripling of agricultural productivity. However the traditional agriculture methods more to get these gains in productivity without intensification and innovations. The necessary techniques are inaccessible to the traditional peasant, folded back on subsistence farming and hampered by predatory marketing schemes. The necessary agricultural innovations can be made and relayed by the professional training to new generations of producers, open to new knowledge and sustainable farming methods, as well as more intensive practices.

These are the guidelines for the design of the program for professional training and improvement of the agricultural productivity (FORMAPROD) with the ambition to train future generations of modern farmers able to propel agricultural economy in Madagascar.

In this context, the International Fund of agricultural development (IFAD) and the Fund trustee of the mechanism of co-financing Spanish for food security provided to the Republic of Madagascar funding of an amount of about US $ 54 million for the implementation of the FORMAPROD.


The goal of the program: Program purpose is to the significant increase in agricultural productivity and income of small farmers. The goal is to conduct the training of a critical mass of young rural people now transformed into real farmers and agricultural contractors.

More specifically, the programme will be to: (i) ensure that a national system for training agricultural and rural (FAR) supporting the development of the agricultural sector, (ii) ensure a regional system of FAR adapted to the needs of rural, and (iii) to increase the productivity of small farmers through the poles of production. FORMAPROD will thus aim to enhance the business of agriculture by training agricultural skills of young people to a significant increase in the productivity of the family agricultural farms (EAF) and agricultural businesses.

DURATION of the program: 10 years financial CONDITIONS: total amount of 54 000 000 USD, approximately 122 520 600 000 Ariary, which:-the loan amount of the Fund 33 000 000USD (21 000 000 SDR) - amount of the donation to the Fund 2 000 000 USD (1 280 000 SDR) - amount of the loan from the Fund trustee USD (14 290 000 EURO) Commission of service 19 000 000 : annual rate of three-quarters of one percent (0.75%) of the total amount disbursed and not yet repaid.
The repayment of principal and payment of the service commission: April 15 and total repayment period on October 15: 40 years including 10 years grace the components of the program: the program includes three components: 1. support to the implementation of the national strategy of training agricultural and rural (SNFAR);
2. the professional training of rural youth and regional operationalization of the RAF; and 3. improving agricultural productivity in the poles of agricultural production.


The FORMAPROD program will be one of the first technical tools to ensure rational implementation of the national strategy of training agricultural and rural (SNFAR), both at the central level to the regional level.

This is the purpose of this Act.




Law No. 2012-020, authorizing the ratification of the financing agreement of the program of professional training and improvement of agricultural productivity (FORMAPROD) concluded on 03 August 2012 between the Republic of Madagascar and the International Fund of agricultural development (IFAD) and the Fund trustee of the mechanism of co-financing Spanish for the food security of the Transition Congress and the Superior Council of the Transition have adopted their respective as of November 06, 2012 plenary and November 21, 2012, the law whose content follows: Article first - is authorized, the ratification of the financing agreement between the Republic of Madagascar and the International Fund for development (IFAD) and the Fund trustee of the mechanism of co-financing Spanish for food security relative to the program for professional training and improvement of the agricultural productivity (FORMAPROD) in the amount of fifty four MILLIONS of US DOLLARS (54 000 000 USD) to be about one hundred twenty two billion five hundred twenty MILLION ARIARY (MGA 122 520 000 000). Article 2 - This Act shall be published in the Official Journal of the Republic. It will be run as State law.
