Nr. 6 23. §) natural gas trade and the terms of use are Issued in accordance with article 107 of the law of energy in the third, fifth and seventh paragraph and article 109 the fourth part i. General questions 1. determines: 1.1. procedures for the users and delivers natural gas to its natural gas supply systems for safe use requirements, merchants, traders, the public system, user and object owner gasified, the rights and obligations of the natural gas supply and use; 1.2. the procedures to be taken in account for services received, interest on arrears, the procedure to change the traders and the users of natural gas supply in the event of supply disruptions; 1.3. the arrangements for the supply of natural gas for associated users provides the public a trader; 1.4. the order in which you select the public traders; 1.5. the procedures established and published the last guaranteed delivery price for end users not connected users and that is gasified objects connected to the natural gas distribution system. 2. the terms used in the rules: 2.1 the allowed maximum load – the largest amount of natural gas, which the user may use the hour; 2.2. the gross calorific value-heat (energy) that is obtained under standard conditions, permanent pressure in air is completely burned up one cubic metre of natural gas, given off during combustion when all the products are cooled to the set temperature and the initial reagent is the gaseous state, except for the burning time in the water. The user is responsible for the user's natural gas supply system for safe operation and technical compliance with state laws and regulations. All expenses associated with the user's natural gas supply system in technical service, maintenance, repair, reconstruction and technical supervision shall be borne by the user. 14. the user, not the household user, the object which is gasified, industrial or public building, as well as other objects if gasified is installed in natural gas with nominal heat capacity above 130 kW, designate in writing and constantly under the holding of gas transported for the responsible person. The opinion shall include information about the user's natural gas supply system in compliance with the legislation requirements, prerequisites for the user's natural gas supply system for future safe operation, as well as add a document showing the briefing. 16. a user with the users of the distribution system operator natural gas supply system or natural gas equipment or apparatus repair and disconnection, adding it after the repair, as well as new natural gas supply system or apparatus, or the addition or replacement of equipment. 17. the user must not be arbitrary user system for the supply of natural gas to add another user's natural gas supply system or stop the continued use of natural gas, the natural gas equipment disconnected arbitrarily. Natural gas trader in natural gas sales contract shall include the following: 26.1. information on the Contracting Parties, the marketing of natural gas and the price of the period or the procedure for determining the duration of the contract and the contract early termination; 26.2. the information about the distribution system operator, which operates the distribution system services, system service tariffs; 16.3. information about the permitted maximum load size; 26.4. the order in which the user is making a settlement of natural gas, the natural gas supply system users do not balance and system services, as well as billing; 26.5. natural gas trader's obligation to settle with the distribution system operator for the user to provide system services, other services and taxes; 16.5. the natural gas traders to end the obligations of natural gas sales contract, if it is to become aware that a user is lost in the object property, gasified use or possession; 16.6. claim and issue submission and review procedures; 16.7. the parties ' rights, duties and responsibilities; 26.9. the distribution system operator's emergency contact information. 27. A user other than the user of the household and gasified object is equipped with a daily tracking site, is entitled to close the trade in natural gas contracts with several natural gas traders also on one object in the gasified natural gas consumed: 27.1. informing the trader of natural gas, which entrusted the responsibility of balancing, new natural gas trade agreement; 27.2. in agreement with natural gas traders, which instructed the balancing responsibility, the arrangements will be made in the settlement of the natural gas supply system users do not balance; 27.3. the agreement on the trade of natural gas, natural gas trader, which has entrusted the responsibility of balancing without specifying these rules 26.2 26.3 26.4.,., and 26.5. information referred to and including information about natural gas traders, which instructed the balancing responsibility, as well as the arrangements for exchanges of information between the user and the other traders. 28. Natural gas trade agreement, a natural gas trader and mutual agreement, may include additional conditions that are not mentioned in these rules. 29. A user who uses natural gas to gasified into several objects, are eligible to enter into the natural gas trade agreement with one or more of the natural gas marketers. 30. Natural gas trade agreement termination the user shall inform the trader of natural gas, five working days in advance of these provisions and a trade agreement. If, when to use natural gas to gasified object, the user is informed by traders of natural gas and the procedure laid down in these provisions are not terminated the natural gas trade agreement for the gasified object, the user is responsible for settlement of the natural gas consumed, and received the system services until this agreement is terminated. 33. Natural gas trader can unilaterally terminate the contract of the natural gas trade, sending notice in writing of the distribution system operator and user of natural gas trade agreement to the specified address if: 33.1. household user has requested to stop the supply of natural gas to gasified object at a time, without losing the natural gas trading activities, and natural gas trader has received a request from another person's object property, gasified tenure or use rights to restore the supply of natural gas to gasified object and conclude with this person, the natural gas trade agreement and seven working days after notification is sent to the user from the household is not received proof of the desire to continue to use natural gas; 33.2. in the rule 107.3. the circumstances referred to in point. 34. Natural gas trader for trading in natural gas contract expires at least: 34.1. six weeks previously trading under the procedures laid down in the Treaty, notifies the user, except when the sales of natural gas contract is shorter than six weeks; 21.3.10 days in advance of trade in accordance with the procedure laid down in the Treaty, notifies a user if the plan to end the trade in natural gas; 21.3.10 days in advance, inform the transmission system operators, distribution system service in accordance with the procedure laid down in the Treaty. 35. Natural gas delivery to the user of natural gas supply system users in the home of the border take the distribution system operator, based on the distribution system of the service contract, with a natural gas trader. 36. Natural gas trader in the contract with the household user who is not a user, include the associated natural gas trade agreement rules, which do not differ from the user's supply and issued in addition to the provisions referred to in paragraph 26 that: 25.5. natural gas trader household user charges for natural gas trade agreement early termination or amendment of the terms of the sale may be applied only to the first two years of the marketing period, if the marketing of natural gas, natural gas trade specified in a contract period of over two years; 41.2. the household user is entitled to terminate the contract without the natural gas sales agreement, early termination fee if you change the application of the provisions of the Treaty in the natural gas trading in the first two years of the period; 41.3. the fee for early termination of the contract must be determined in proportion to the time the natural gas sales to early termination of the contract, according to at least three months periods, if natural gas trade agreement that domestic users for a fixed period, provided the fee for early termination of the contract; 25.7. household user can terminate the contracts of trade of natural gas, a natural gas trader is notified at least seven working days in advance and specify natural gas trade agreement termination time. 42. Public dealer according to the natural gas sales agreement or the last guaranteed delivery service provides user associated natural gas marketing service for the price of related users specified energy in accordance with the procedure prescribed by law. 43. Public trader in natural gas sales contract with the related user in addition to the provisions laid down in paragraph 26 that: 43.1. associated user is entitled to terminate the contract without the natural gas sales agreement, early termination charges; 43.2. natural gas related user is traded at a price linked to users specific energy law. 44. Domestic user is considered to be related if it is closed, the user of natural gas sales contract with the public traders trade of natural gas. 45. the obligation to provide services related to trade natural gas users in the territory of Latvia is the natural gas marketer natural gas trade, which provides the services the largest household users. 46. This provision of the information referred to in subparagraph shall inform the user of natural gas for households trade last guaranteed delivery service; 46.5. the control of receipt of payments related to users; 46.6. settlement of accounts with a distribution system operator for the services provided by the listed users under approved distribution system services. 47. Vi. The last guaranteed delivery service 64. Natural gas supply in the last guaranteed delivery service ensures the delivery of the last guaranteed service provider if: 64.1. users have concluded trade agreements with natural gas natural gas traders that are balancing responsibilities, and the user is not the user of the transmission system; 64.2. the user is the one existing natural gas sales contract with a trader, who ended the trade in natural gas; 64.3. user has complied with the conditions laid down in these provisions for the supply of natural gas, gasified object, but do not have a natural gas trade agreement on trade of natural gas, gasified object; 64.4. natural gas trader has terminated the contract with the user and the user or owner is not gasified object provided by the possibility of the distribution system operator shall discontinue gasified natural gas supply, as well as the object of the supply of natural gas to gasified object concerned is not a trade agreement with other natural gas trader. 65. The user is not the user of the household, the last guaranteed natural gas delivery service provided by: 65.1. the distribution system operator selected natural gas trader, agreed with the last guaranteed delivery service; 65.2. the distribution system operator, the absence of agreement on the last guaranteed delivery service with natural gas traders, or it is unable to provide this service. 66. the natural gas household users the last guaranteed delivery service provides: 66.1. public dealer on price related users specified energy in accordance with the procedure prescribed by law; 66.2. the rules referred to in paragraph 65 of the last guaranteed delivery service provider, if the dealer terminated the public natural gas trade. 67. the distribution system operator shall provide information on its tīmekļvietn of its designated the last guaranteed delivery service provider (operator's name, registration number and contact information). 68. The user the last guaranteed delivery service is: 70.1. the obligation to notify the komercuzskait of meter readings of the distribution system operator in the order and time limits; 70.2. these rules for user rights and obligations, in so far as this section does not provide otherwise. VII. the rights and obligations of the trader 71. before natural gas trading activities of the distribution system operator license area natural gas traders will switch distribution system service agreement with the transmission system operator. 72. the launching of operation market of natural gas, a natural gas trader is obliged to inform user: 72.1. for their economic activities, experiences and capabilities, as well as to provide another user with the requested information to be able to identify the specific natural gas traders; 72.2. clearly and unambiguously specify offer expiration date. 73. If a natural gas trader in their presentations, conversations with users or quotes use information in connection with the service, quality, prices or other similar information, it is entitled to request such information from the transmission system operator. The dealer responsible for the presentation of the material and the accuracy of the information provided is correct. 74. in order to ensure visibility, natural gas trader: 74.1. performing marketing or informational nature, using the received registration certificate specified in the operator's properties. Natural gas trader representatives refer to registered traders of natural gas, which they represent and whose name is running; 74.2. provides the following publicly available information about you: the name of the economic operator 74.2.1.
