Cabinet of Ministers Regulations No 831 in 2016 (20 December. No 69 27. §) procedure for accredited educational institutions, examination centres and other statutory bodies, General and professional education programs and evaluate national universities secondary education institutions, State and local education authorities, the head of professional conduct Issued in accordance with article 14 of the law on Education 8, 11 and 12.1 points, article 27, article 30, article 33 of part 4.1 of the third part of the General Education Act, article 4 (1) of the Vocational Education Act, article 7, paragraph 7, and article 29 of the fourth part i. General questions 1. determines: 1.1. General education, vocational education, other education statutory bodies (hereinafter educational institution) and examination centre (excluding educational institutions) accreditation procedures; 1.2. the general programmes of basic education, general secondary education, vocational education programmes, vocational training programmes, vocational programmes in secondary education program and professional continuing education program (further-education program) accreditation procedures; 1.3. the educational institutions (excluding universities and colleges) the arrangements for the accreditation of professional development education programmes; 1.4. the procedure for the accreditation of educational institutions of vocational education programmes; 1.5. the National University average educational institutions, State and municipal educational institutions (excluding universities and colleges) Manager (hereinafter referred to as the head of an educational institution) of the professional performance evaluation (hereinafter referred to as the educational leader assessment) procedures and criteria. 2. The accreditation process is organised by the education quality national service (hereinafter service). 
II. Educational, examination and accreditation of education programs, organizing educational institutions, 3 examination Center or education programs for the accreditation of educational institutions or examining the Centre's manager not later than three months before the expiry of the accreditation or the desired educational programs, examination centre or educational establishment shall submit a service time of accreditation: accreditation application 3.1 (annex 1); 3.2. the self-assessment report (annex 2). 4. application for accreditation and educational centre of the establishment or examining board self-evaluation report of the establishment or examining Board of Education Center founder (founder). Service on the basis of the documents submitted and the information available: 7.1 organizes the accreditation; 7.2. inform the educational institution or the examination Center and founder of the composition of the Commission of experts and the beginning of its work at an educational centre, or examining 7.3. the switch with the educational institution or the examination Center, or the founding contract for expert pay and travel (travel) costs; 7.4. the certification body should require that the certification of persons in the area of regulated professions (hereinafter referred to as the certification authority), opinion on the educational activities and educational programs for compliance with industry regulations implementation requirements. 8. the education authorities or examining the Centre's Director and founder, no later than 10 working days before the start of the Commission of experts by the educational institution or the examination Center staff may submit reasoned objections to the experts in the Commission or accreditation. 9. If the provision referred to in paragraph 8, the service within two working days, evaluate their merits, decide on the need to identify other experts Commission or other credentials time and inform the education authorities or examining the Centre's Manager and founder of its decision.
III. the establishment and functioning of the Commission 10. Commission of experts in educational establishments or examining the activities of the Centre or the implementation of the programme of education quality evaluation shall include persons who have received professional training in educational institutions, programmes of education quality evaluation courses and meet the following requirements: 10.1. citizen of the Republic of Latvia; 10.2. experience in the management of education, research or work experience in the industry, not less than three years; 10.3. the understanding of the education system and educational institutions; 10.4. understanding education quality evaluation; 10.5. the higher education sector, pedagogy or education or vocational training in management occupations, which it is not possible to obtain higher education; 10.6. the sectoral experts in Council or statutory bodies to coordinate the activities of sectoral Councils of experts (if the industry does not create an industry expert Council) will receive professional training institutions, vocational training program and examination centre accreditation experts. 11. Service with orders to establish a Commission of experts in educational establishments or examining the activities of the Centre or the implementation of a programme of education quality evaluation and determine the Commission of experts. 12. the Expert Commission shall act in accordance with these provisions, the Statute of the Commission of experts and educational institutions, examining the activities and programmes of the education quality evaluation methodology. 13. the Commission of experts to be included in the number of experts determines the service, taking into account the accreditation education programme applied for the number, type and grade, the number of trainees and to professional qualifications. 14. the expert shall inform the staff if there is a conflict of interest or have other conditions that prevent the participation of the relevant experts of the Expert Commission. 15. the Expert Commission shall have the right to: 15.1. request the education authority or examining Centre supervisor to produce the necessary accreditation to educational institutions or examining the activities of the Centre; 15.2. to observe lessons, lessons, tests and education institutions organized activities; 15.3. to conduct surveys and to meet with the education authorities or examining the Center's founders, staff, student, eksaminējam persons, Government representatives, student parents or legal representatives (hereinafter referred to as the parents) and other education stakeholders; 15.4. to get acquainted with the service or other competent institution verification or opinions about the education authorities or examining the Centre's activities or educational programs, as well as to familiarize yourself with the certification authority's opinion, if a person is provided for certification in the field of regulated professions. 16. the Commission of experts shall prepare a report of the Commission of experts and the proposal (hereinafter referred to as the report of the Commission of experts) project. If a person is provided for certification in the area of regulated professions, the Commission of experts prepared the report of the Commission of experts be added to the certification authority's opinion. IV. Educational establishments or examining the activities of the Centre or educational program evaluation of the implementation of the conditions and criteria 21. Educational establishments or examining the activities of the Centre or the implementation of a programme of education quality is assessed pursuant to these provisions, and education, examination centres and programmes of education quality evaluation methodology, four quality levels: 21.1.  Level I – not enough; 21.2. the level II-enough; 21.3. Level III – good; 21.4. level IV – very good. 22. the educational activities or the quality of the implementation of the programme of education assessed by determining the relevant criteria for each area with a quality rating level (with the exception of those provisions, and 22.3.2 22.4.6 22.3.1. criteria referred to in paragraph – it will evaluate descriptive). The accreditation process shall be weighted in the following areas and criteria: 22.1. learning content – the authorities implement education programs; 22.2. teaching and learning: 22.2.1. teaching quality; 22.2.2. learning quality; 22.2.3. evaluation as an integral part of the learning process; 22.3. the achievements of the learner: learners achievements 22.3.1. daily work; 22.3.2. student achievement national inspection work; 22.4. support for trainees: 22.4.1. psychological support, sociālpedagoģisk support; 22.4.2. student safety (safety and labour protection); 22.4.3. support in the development of the personality; 22.4.4. support for career education; 22.4.5. support for teaching differentiation; 22.4.6. support for learners with special needs; 22.4.7. cooperation with the learner family; 22.5. educational environment: 22.5.1. microclimate; 22.5.2. physical environment and accessibility; 22.6. educational resources: 22.6.1. equipment and facilities resources; 22.6.2. personālresurs; 14.1. a body of work organization, management and quality assurance: 22.7.1. educational work ' and development planning; 22.7.2. educational management work and personnel management; 22.7.3. educational cooperation with other institutions. 23. the implementation of the programme of education quality or educational performance that educational programmes implemented in prisons, these rules are not evaluated and 22.4.7 22.4.4. criteria referred to in subparagraph. 24. the implementation of a programme of professional training quality or educational performance, which implements the professional continuing education or professional development educational program, these rules are not evaluated, 22.4.4.22.4.5 22.4.3.,. and. 22.4.7 criteria referred to in subparagraph. 25. the vocational training authority or educational institution, which shall implement vocational training programmes (with the exception of the education body shall implement a vocational education program), self-assessment report this provision 22. criteria referred to in paragraph 1 shall be inserted in the description of information on education quality indicators: 25.1. membership of the teachers ' professional competence development; 25.2. the learner participation in training programmes; 25.3. the graduate professional; 25.4. the graduate employment; 25.5. the use of acquired skills at the workplace; 15.9. the inclusion of risk groups in vocational training; 25.7. the vocational training programme for the identification of demand in the labour market; 25.8. the availability of vocational training programmes. 26. Examination of the Centre's activities assessed by determining the relevant criteria for each area with a quality rating level (except this rule 26.3.3. criteria referred to in point – it is considered descriptive). The accreditation process shall be weighted in the following areas and criteria: 26.1. exam content: 26.1.1. exam program, evaluation methodology and criteria; 26.1.2. exam content and methodological database security; 26.2. the examining-the organisation of the examination, evaluation and analysis, providing examiners; 26.3. support for eksaminējam persons: 26.3.1. Advisory support; 26.3.2. persons eksaminējam security (security and labour protection); 26.3.3. support for eksaminējam persons with special needs; 26.4. the examination Center environment – physical environment and accessibility; 26.5. examining the Centre's resources: 26.5.1. equipment and facilities resources; 26.5.2. appropriate examination Commission and personālresurs; 16.5. the examination Center of work organisation, management and quality assurance: 26.6.1. examination of the Centre's work ' and development planning; 26.6.2. examining the Center's management and staff management; 26.6.3. examining the Centre's cooperation with other institutions.
V. establishment of the Accreditation Commission and the transaction 27. Accreditation Commission established with the head of service order. Accreditation Commission include: 27.1. two ministries of education and Science representatives; 27.2. The Latvian National cultural representative; 27.3. two national centre representatives of education content; 27.4. one Latvian education and Science Workers Union representative; 27.5. trade unions, "the head of the Latvian Education Association representative; 17.1. the Latvian employers ' Confederation; 17.2. one Farmer organizations Cooperation Council representative; 17.3. one representative of the Union of municipalities of Latvia; 17.3. the societies ' educational association "; 27.10. one Latvian Chamber of Commerce and industry representative; 27.11. the representatives of the three services. 28. The Accreditation Commission meetings without voting rights, may invite other institutions (other ministries, municipalities, non-governmental organizations, trade unions, authorities, industry expert councils) representatives who provide their opinions on the education authority or be accredited examination Center or educational program. 29. the work of the Accreditation Commission headed by its Chairman. The Accreditation Commission in the absence of the President, his duties shall be carried out. The Accreditation Commission's Chairman and Vice Chairman are representatives. 30. The Accreditation Commission meeting. Educational institution implements: 34.1. the general education program, general secondary education, vocational education programmes, vocational training programmes the programmes or vocational secondary education program, accredited for six years, if all 22 of these regulations, the criteria referred to in paragraph (except those that are valued in descriptive) appreciated by quality rating level "enough" or higher; 21.3. the vocational education program, accredited for six years, if this provision and paragraph 22.2.1.22.6.1. these criteria are rated quality level "good" or higher, and the other 22 of these regulations, the criteria referred to in paragraph (except those that are valued in descriptive) appreciated by quality rating level "enough" or higher; 21.3. the vocational education program, accredited for a period of two years, if at least one of these rules, 22.2.3 22.2.2.,.,., 22.4.4 22.4.3 22.4.1.,.,., 22.4.5 22.4.7 22.5.1.,.,., and 22.7.3 22.5.2 22.7.1. the criteria referred to in point rated quality level "not enough"; 21.4. the vocational education program, accredited for a period of two years, if this provision and paragraph 22.2.1.22.6.1. these criteria evaluate to quality rating level "enough". 35. Education programmes (with the exception of the professional continuing education programs) accredited: 21.8. for six years, if this provision and paragraph 22.2.1.22.6.1. these criteria are rated quality level "good" or higher, and the other 22 of these regulations, the criteria referred to in paragraph (except those that are valued in descriptive) appreciated by quality rating level "enough" or higher; 35.2. for two years, if at least one of these rules, 22.2.3 22.2.2.,.,., 22.4.4 22.4.3 22.4.1.,.,., 22.4.5 22.4.7 22.5.1.,.,., and 22.7.3 22.5.2 22.7.1. the criteria referred to in point rated quality level "not enough"; 35.3. for two years, if this provision and paragraph 22.2.1.22.6.1. these criteria evaluate to quality rating level "enough". 36. The vocational training programme and the education authority, which implements the program of professional development education and professional continuing education program accredited: 36.1. for six years, if this provision and paragraph 22.2.1.22.6.1. these criteria are rated quality level "good" or higher, and the other 22 of these regulations, the criteria referred to in paragraph (except those that are valued in descriptive) appreciated by quality rating level "enough" or higher; 36.2. for two years, if at least one of these rules, 22.2.3 22.2.2.,.,., 22.4.1 22.5.1 22.5.2., and in paragraph 22.7.3.22.7.1. the criteria assessed by the quality rating level "not enough"; 36.3. for two years, if this provision and paragraph 22.2.1.22.6.1. these criteria evaluate to quality rating level "enough". 37. The examination Center of accredited: 37.1. for six years where all 26 of these regulations, the criteria referred to in paragraph (except the one that valued descriptive) appreciated by quality rating level "enough" or higher; 23.1. for two years, if at least one of these rules, 26.4.26.3.1., and section 26.6.1.26.6.3. criteria referred to in the assessed quality rating level "not enough". 38. the decision of the education authorities or refusal of accreditation of education programs shall be adopted, if at least one of these rules 22.1, 22.4.2 22.6.1 22.2.1.,.,.,., and in paragraph 22.7.2 22.6.2. the criteria assessed by the quality rating level "not enough". 39. the decision on refusal of the examination centre accreditation is accepted if at least one of these rules, 26.1.2 26.1.1., 26.2.,.,., 26.5.1 26.5.2 26.3.2. and 26.6.2. criteria referred to in point rated quality level "not enough".  40. If a decision on accreditation for two years, the founder of the month of receipt of the decision, shall submit a plan of action in the service of an expert Commission's report indicated the deficiencies and to the implementation of the recommendation. Educational institutions or examining the Centre's manager informed every six months about this plan. If the action plan is not run, the Department will decide on emergency credentials.
Vi. Educational institutions of professional driver assessment 41. in the light of the development of the objectives laid down in the guidelines, the founder together with the head of an educational institution determines the educational activities of the driver's individual goals and objectives specific to the assessment period, the assessed competencies, training and development needs. The founder of the educational institutions of the driver is assessed at least once every two years. 42. the Department organizes educational driving evaluation every six years during the current accreditation, except: 42.1. preschool education institutions assessment – head of organized every six years; 26.2. the educational assessment of the driver, who came into Office the first time (including pre-school education institutions managers) – this is organised within a two year period, but no earlier than six months after the date of the post. 43. the evaluation of the educational manager not later than three months before the valuation time shall submit to the Department: 43.1. educational institutions of professional driver assessment application (hereinafter assessment submission) (annex 3); 43.2. the education authorities self assessment report, if the head of an educational institution evaluation takes place this rule 42.1. or 26.2. in the case referred to in subparagraph (annex 2); 43.3. the education authorities the driver dzīvesgait description (Europass-CV). 44. the educational leader and founder of the educational evaluation of the driver as an instrument for the assessment of national information systems ' assessment electronic forms information system "(hereinafter referred to as RATHER THAN) platform, until the day the institution initiated the work of the Commission of experts filling in and confirming the educational Manager self-assessment form (RATHER THAN performance assessment form). 45. the service by order of the Commission of experts established educational institutions to assess and determine the head of the Expert Commission. 46. the Commission of experts in educational evaluation of the driver include people who have received professional training courses and meet the following requirements: 46.1. citizen of the Republic of Latvia; 46.2. experience in the management of education, research or work experience in the industry, not less than three years; 46.3. the understanding of the education system, educational activities and educational Manager of professional activity; 46.4. understanding education quality evaluation; 28.9. higher education sector, pedagogy or educational leadership. 47. the Expert Commission shall act in accordance with these provisions, the Statute of the Commission of experts and education leaders professional performance evaluation methodology. 48. the educational leader or founder not later than 10 working days before the heads of evaluation of education institutions may submit service reasoned objections to the composition of the Commission of experts and educational leaders in the evaluation period. 49. If the provision referred to in paragraph 48, the objections, the service within two working days, evaluate their merits, decide on the need to identify other experts Commission or the head of an educational institution at the time of the evaluation and inform the educational leader and founder of its decision. 50. the expert shall inform the staff if there is a conflict of interest or have other conditions that prevent the participation of the relevant experts of the Expert Commission. 51. the Commission of experts familiar with the completed and approved INSTEAD a performance evaluation form, and it has the right to: request the education authority 51.1. the driver necessary for the evaluation of educational activities; 51.2. familiarize yourself with the service or other competent institution examination or opinion about the educational institution and its Manager of professional activity; 51.3. meet with the founder of an educational institution, staff, student, Government representatives, student parents, and other education stakeholders. 52. the Expert Commission shall prepare educational leaders in the assessment report and the proposal for compliance or non-compliance with the post (hereinafter referred to as the assessment) project. The head of the Expert Commission electronically educational assessment report, project manager. Educational leader within two working days after receipt of the evaluation report can be submitted to the head of the Expert Commission objections and additions. The Expert Commission and specified in the signed evaluation report within 10 working days after the head of an educational institution shall forward the evaluation and the educational institution shall submit to the Commission by the accreditation service. 53. Educational leaders evaluated following the rules and regulations for national regulatory authorities to direct the performance evaluation of employees, with the following ratings: 53.1. General knowledge and skills. 55. If any of the provisions referred to in paragraph 54 of the criteria assessed by the rating level "must be improved", founder of the month of receipt of the decision, shall submit a plan of action in the service of educational institutions of professional drivers. Head of the educational institution inform the authorities every six months for the implementation of this plan. If the action plan is not run, the Department decides on educational evaluation of driver in emergency. 56. the Accreditation Commission with education authorities the driver assessment and proposes for education authorities the driver's compliance or non-compliance with post or decide on the question of deferral, if additional information is required. Decision on educational adequacy of the driver position is accepted, if that provision referred to in paragraph 54 criteria are rated with a score of "improved" or higher. 59. the decision of the head of an educational institution to adopt the position of non-compliance if any of the provisions referred to in paragraph 54 of the criteria are evaluated with the rating "unsatisfactory". Service on the basis of the accreditation of a proposal from the Commission, shall take a decision: a 60.1. the institutions accreditation for six years, which shall implement at least one accredited program of general basic education, general secondary education, vocational education, vocational programs or programs of professional secondary education programme; 60.2. the independence of the Centre and the educational institutions accredited for six years who are pursuing professional development education program or vocational training program, or of professional continuing education programs; 60.3. the independence of the Centre and the accreditation of educational institutions for two years who are pursuing professional development education program or vocational training program, or of professional continuing education programs; 60.4. the refusal of accreditation of education institutions; 37.6. the accreditation of education programs for six years; 60.6. accreditation of education programs for two years; 60.7. about refusal of accreditation of education programs; 60.8. the educational institutions of professional driver assessment and compliance post; 60.9. for educational institutions of professional driver assessment and non-compliance. 61. the report of the Commission of experts, without the basis of a proposal from the Commission, the accreditation and certification bodies of opinion on education program that provides certification, accredited educational institutions application for accreditation of education programs (except education program with a different form of exercise) and adopted decision: 61.1. accredit General elementary education program, if the educational institution implements the other accredited program of general education or other accredited General secondary education programme; 61.2. accredit general secondary education program, if the educational institution implements the other accredited General secondary education programme; 38.1. accredited professional education program, if the educational institution implements the other Latvian education classification according to the same set of education programs belonging to accredited professional education program: 61.3.1. accredit vocational education program, if the educational institution is implemented according to the classification of education of Latvia for the same set of education programs accredited professional belonging to the secondary education programme; 61.3.2. accredit professional education program, if the educational institution is implemented according to the classification of education of Latvia for the same set of curriculum belonging to accredited vocational secondary education program or vocational training program; 61.3.3. accredit vocational continuing education program, if the educational institution is implemented according to the classification of the Latvian education within the education programme of the same or of belonging to a higher level of professional qualification of accredited vocational secondary education, vocational training, professional education programs, professional continuing education programs or field of study for accredited professional programs of higher education; 61.3.4. accredit professional education programs if they type, name, qualifications, to be granted a degree are identical with the institution implemented other accredited educational program, name, to be granted qualifications, educational degree, but the duration of the implementation or launch time is different; 61.4. accredited educational institution, in the exercise of professional guidance in the education program, if the educational institution implements the other Latvian education classification according to the same set of education program accredited professional belonging to secondary education, the same or higher vocational guidance education programmes (with the exception of vocational education of sport program), but its implementation is different; 61.5. accredited educational institution, in the exercise of professional development education program, if the educational institution implements the other Latvian education classification according to the same set of education programs accredited by the professional belonging to secondary education, vocational training, professional education or vocational training programs; accreditation deadline extended 61.6., but not more than six months, if the accreditation period expires on the reorganisation of education authorities. 62. where the educational institution implemented professional development education program that meets the classification of accredited field of study in higher education, the education institution accreditation application service need not be submitted.  63. The provisions referred to in paragraph 61 of the education authorities and education programs be accredited for a period that matches the previously accredited education establishments and the accreditation of education programs (except for this provision to cases referred to 61.6.). 64. If the educational institution or the examination centre or educational programme, which apply for accreditation this provision in paragraph 61, the order is found in violation of the laws or received a negative opinion of the certification authority, the service shall decide on the accreditation process, involving the Commission of experts. 65. On the recurrent education accreditation authority or examining Centre can apply not earlier than three months after the entry into force of the decision on the establishment or examining Board of Education Center, or refusal of accreditation of education programs. 66. the service shall have the right to decide on the accreditation or education authorities revoke the driver's assessment in the following cases: 66.1. educational establishments or examining the Centre's Director and founder has supplied false or misleading information; 66.2. the education authorities or examining the Centre's activities, the implementation of the curriculum or the educational activities of the heads found in violation of the laws specified in service or other competent institution or of the inspection findings and the appropriate administrative penalty; 66.3. received a negative regulatory statutory bodies on certification education program that provides certification.  67. where the educational program license revoked or lost power, education programs accreditation expires. 68. the service, subject to the decision, issued by educational institutions or examining the Centre's Manager signed head of service: 68.1. educational institutions accreditation (annex 4) and the decision on accreditation; 68.2. examination centre accreditation (annex 5) and the decision on accreditation; 68.3. educational institutions accreditation page education programme (annex 6) and the decision on accreditation; 68.4. education programs accreditation (annex 7) and the decision on accreditation; 68.5. refusal of accreditation decision; 68.6. decision on the withdrawal of the accreditation page; 68.7. the decision on the accreditation process, involving the Commission of experts; 68.8. decision on educational adequacy of the driver; 42.8. the decision of the head of an educational institution of the non-compliance. 69. For educational institutions (except the education authority, which implements the professional development or vocational education program) or the examination centre accreditation deadline is considered the longest term specified in one of the educational institutions or the examination centre accreditation pages.
VIII. Accreditation and educational funding of the evaluation Manager 74. Educational institution, examination centre or the remuneration of the expert shall be borne by the founders in proportion to the amount of duties, in accordance with the service provided by the paid service price list. 75. The expert mission (travel) costs according to laws and regulations about the order in which the recoverable with business travel (travel) costs shall be borne by the institution of education, examination centre or the founder.
IX. Closing questions 76.
