Cabinet of Ministers Regulations No. 827 in 2016 (20 December. No 69 23) order in which recognise professional qualifications for permanent professional activities in the Republic of Latvia in accordance with the law "About the regulated professions and the recognition of professional qualifications" in article 36 and paragraph 8 and article 43 first paragraph 1. determines: 1.1. procedures for the recognition of professional qualifications acquired by a foreign person who wishes to make a permanent professional activities regulated in the Republic of Latvia (hereinafter applicant) shall submit the certificate of recognition of professional qualifications required for the receipt of documents; 1.2. the procedures for the authorities of the information and the institution issuing the certificate of recognition of professional qualifications for regulated professions in the field of activity concerned (hereinafter referred to as the authority which issues the certificate of recognition), consider the applicant's documents submitted for the recognition of professional qualifications for permanent professional activities in the Republic of Latvia to the regulated profession in the application of the General system for the recognition of professional qualifications, the special system for the recognition of professional qualifications or recognition of professional qualifications on the basis of the applicant's professional experience; 1.3. the order in which the institution issuing the certificate of recognition, a decision on the applicant's professional qualifications recognised or not; 1.4. with foreign countries acquired the recognition of professional qualifications and qualifications in the issuing of certificates of related documents. 2. These provisions shall not apply to the cases where the recognition of professional qualifications, the applicant shall submit an application in accordance with the laws and regulations that govern the European professional card issuing procedures the internal market information system (hereinafter referred to as the information system). 3. for the recognition of professional qualifications and vocational qualifications certificate the applicant shall submit to the institution of information: 3.1. submission (annex 1); 3.2. a copy of the identity document; 3.3. documents (copies) confirming the occupation specified in the application to the appropriate education and professional qualifications; 3.4. the competent authority of the home State-issued documents (originals) proving the applicant's right to carry out professional activity in the profession or professional experience in home country law "For the regulated professions and the recognition of professional qualifications" in the first subparagraph of article 47 listed in the regulated professions; 3.5. documents proving the law of procedure shall pay the expenses related to the person of the recognition of professional qualifications, the said payment. 4. The provisions of paragraph 3 of the documents referred to by the applicant institution may submit information: 4.1. personal presentation of these regulations 3.2 and 3.3 of the document referred to in the original or a notarized copy; 4.2. by mail, adding following rule 3.2 and 3.3 of the document referred to in point notarized copies; 4.3. the electronic document, application signing with a secure electronic signature in accordance with electronic document the conditions laid down in the law. In this case, the following documents and information between the bodies of the movement and an applicant can take place electronically, in accordance with the laws of the development of electronic document, presentation, storage and movement. 5. the documents for the recognition of professional qualifications, the applicant shall submit the original language in the national language or with a certified translation into the State language. 6. the institution of information within one month of receipt of the application by the applicant confirm its receipt and make application and its accompanying documents a first inspection, making sure the applicant submits a complete application and the provisions referred to in paragraph 3. 7. If after the provision referred to in paragraph 6, first check the information the institution determines that the application is filled in completely or not submitted all the required documents for the recognition of professional qualifications, it shall inform the applicant of the deficiencies found. Receiving from the applicant to clarify or supplement the application and accompanying documents, the institution shall repeat this rule 6, paragraph first. 8. If the applicant's application is filled in completely and have submitted all the required documents or the tenderer believes this rule 7 above for the correct information, the lack of an application, the institution shall register the applicant and submitted a revised application to the register (hereinafter register of application). 9. If necessary, the institution with the information system will be addressed to the relevant foreign competent authorities to verify the authenticity of the documents submitted by the applicant, or see what other questions relating to the applicant's educational content and duration, professional qualification and the right to perform professional activities in the regulated professions. 10. Information of the applicant, the institution shall assess the application and accompanying documents and prepare a statement with a reasoned opinion on the applicant's educational and professional qualifications in the Republic of Latvia in compliance with the requirements for regulated professions concerned (hereinafter referred to as the information authority certificate). 11. If an applicant qualifies for the recognition of professional qualifications for regulated professions, which is mentioned in the Cabinet's June 6, 2006 no. 460 of the provisions of the "rules on specialties, apakšspecialitāš and papildspecialitāš list of regulated professions" 1.24, 26, 27, 36, 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 62, 63. , 65, 66, 68, 69 and in annexes 2 and 3, the institution of information make sure that the applicant information system is the information published about this person restricted or denied rights to conduct professional activities in another Member State of the European Union or the European economic area, and this information is included in the inquiries of information institutions. If the authority which issues the certificate of recognition, a decision on non-recognition of professional qualifications, the decision shall specify the additional necessary education contents and duration, information on institutions (or, if there is a possible choice) in Latvia, where you can get the education, and the order in which the applicant can instantly sort tests to prove that he has the necessary knowledge to perform professional activities in the relevant regulated profession in the Republic of Latvia. 21. If the applicant has complied with the rule mentioned in paragraph 18 of the requirements and submitted the institution issuing the certificates of recognition, all for the recognition of professional qualifications, the necessary documents, including documents showing that rule 18, paragraph requirements during the month from the date of recognition of professional qualifications in all necessary documents to evaluate the said requirements and shall take a decision on the recognition of professional qualifications of the applicant. 22.
