Remuneration of the base funding is given no information on the scientific workers of university professors, associate professors and those in those academic docen posts work in normal working time according to the labour law governing laws and regulations, as well as scientific staff that has not participated in the previous year not a single scientific project or contract work. 8. Remuneration from base funding in scientific institutions granted under the labour law, the laws governing employment in the scientific workforce personnel who conduct scientific research in accordance with the approved scientific institutions of the Ministry of development strategy. Principal investigator (full time equivalent terms) base pay per month does not exceed the base pay, calculated according to the provisions of paragraph 4. Researchers (full time equivalent terms) base salary does not exceed 80% of the principal investigator's base salary. Scientific Assistant (full time equivalent terms) base salary does not exceed 80% of the base salary of a researcher. Scientific staff at the base of the scientific institution of the remuneration shall be determined in proportion to the current base funding received, taking into account the scientific institutions of wage policy, scientific staff qualifications and personal achievements in science. III. submission of documents, decision making and the distribution of funding granted 9. To calculate the base funding, scientific institutions each year before 1st of February, the Ministry submitted the following information for the previous year: 9.1. scientific staff list (annex 2);
9.2. the implementation of the international scientific research projects (including the framework programme of the European Union network of excellence project (network of excellence), integrated projects (integrated projects), targeted scientific project (STREP), joint project (collaborative projects), coordination and support activities project (coordination and support action) to the European cooperation in science and technology (cost), the North Atlantic Treaty Organization scientific projects (NATO) and other intergovernmental scientific cooperation project number and name;
9.3. the national research programmes and projects;
9.4. The Latvian Science Council, as well as government institutions number of projects funded and the name;
9.5. the scientific periodicals, in the scientific literature and internationally available databases cited (except the pašcitēšan) and the number of scientific publications;

The Ministry each year up to February 20, submit to the Ministry of education and science of the scientific institutions received information. 11. on the basis of the information submitted and the Ministry through this provision the formulas in chapter II, the Ministry of education and science each year until 5 March is calculated for each scientific authority to base funding required for next year. 12. The Ministry of education and science, Ministry of finance submitted a request for the necessary funding for the base funding for next year. 13. The Ministry of education and science research institution plans to base funding for the sectors concerned in proportion to the Ministry's budget for the current year in the State budget to the total financial resources around the base funding. 14. the data for the current year scientific institutions assigned the base funding is available to the public. The scientific institutions base funding from the State budget for the year in question shall be granted in accordance with the law on budget and financial management. Base funding may be used only for the operation of the scientific institutions, which it is calculated. 16. The Ministry has the right to request from the scientific institutions for more information to see if it used the base funding granted under these rules. IV. Closing questions 17. Be declared unenforceable in the Cabinet on 1 November 2005, Regulation No 820 "base funding arrangements of the State scientific institutions and State University research institutes" (Latvian journal, 2005, nr. 176). 18.
