II. The logon conditions, project submission evaluation and decision-making 2. project adoption application is going the rounds. 4. Preparing the application, the project supports the applicant: 4.1 submission of project financial data for calculation arithmetic correctly and in accordance with the accounting principles;
4.2. ensure that, in connection with the submitted project is not submitted to the other project submissions for funding from other Union funds or State aid programs.
5. project submissions received field support service evaluated in the following order: 5.1. compliance with the administrative evaluation criteria;

5.3. compliance with the conditions for receiving public funding in accordance with the laws and regulations on support for rural development and fisheries.
6. project submissions administrative evaluation criteria are as follows: 6.1 the project application is filed within the time limit (where the application is filed in electronic form, a document of its time is the time that it is sent by electronic mail or using the authorities held a special online form). 6.3. the project application is drawn up into the national language;
6.4. the original application is the project cauršūt (caurauklot) (except where the application is submitted in accordance with the legislation on electronic document design);
6.5. the project is not specified in the application for correction or addition;
6.6. filed the requested number of copies of the application for the project (except in the case where the application is submitted in accordance with the legislation on electronic document design);
6.7. the estimate for the project is calculated in dollars;
6.8. the project funding has been designed according to the conditions of the measure;
4.3. submission of project cost estimates is done the arithmetic correctly;
6.10. the project application is signed by the responsible person with signature rights.
7. If the application does not meet the assessment criteria for administrative or public funding conditions, and if information is missing or is unclear, the rural support service at any stage of the assessment of the project may in writing require additional information or clarification of the application of the project. The information requested support, the applicant shall submit 10 working days from the date of receipt of the notification. If the information requested is not supplied, the rural support service to adopt this rule 8.2. decision referred to.
8. After the submission of the draft assessment of the Field support service accepts one of the following decisions: decision on project 8.1 compatibility of administrative application evaluation criteria and the conditions for receiving public funding and project approval submissions;
8.2. the decision on the application of the non-compliance of the project administration and project assessment criteria application rejecting;
8.3. the decision on the application of the non-compliance of the draft public finance conditions and receipt of you project the rejection of the application.
9. the rural support service of notification of project approval of the aid application, the applicant concluded with the support of public funding for the implementation of the project (if the contract provided for in laws and regulations concerning the granting of aid for a given event). If the applicant without justification, within 10 working days after the invitation not to contract, the project application deemed to be withdrawn.
10. Breaking the signed agreement commitment period, a beneficiary under the terms of the law on the granting of aid for the measure concerned shall repay the amount of public funding received.
III. Overview of the design and execution of payments 11. If legislation on the granting of aid for the measure concerned is a requirement for the recipient to submit a field support regional agricultural administration report on the previous year, the payment for the current year after a review is made of the evaluation. 13.2. the report is fully completed and prepared according to the reporting form set out in laws and regulations concerning the granting of aid for a particular event, and submit all the required accompanying documents;
13.3. the report is filled in clearly and legibly in the national language;
13.4. the original report is cauršūt (via auklot), with numbered pages (except when the report is submitted in accordance with the legislation on electronic document design);
13.5. the report does not contain sections fixes or additions;

13.6. filed the requested number of copies of the report (except when the report is submitted in accordance with the legislation on electronic document design);
8.5. the financial statements review is done the arithmetic properly.
14. during the deliverables documents and reports submitted to the beneficiary of the field support service regional agricultural administration, which was presented to the project submission.
15. Payment by Cashless settlement form to the beneficiary or his authorized representative shall submit to the bank account, payment orders for the Treasury. The Treasury made remittance to the account of the beneficiary within three working days.
16. in accordance with Commission Regulation No 1974/2006 article 47 concerning exceptional circumstances which result in the recipient of the aid cannot meet their obligations, the rural support service recognizes: 16.1. beneficiary's death;
16.2. long-term incapacity of the beneficiary;
16.3. a large part of the holding of the priācij Express, if it could not anticipate the commitment date;
16.4. the serious natural disasters which affect the farm land;
16.5. livestock breeding for the accidental destruction of the holding;
16.6. the epizootic disease affecting all or part of the farmer's livestock.
17.
