Cabinet of Ministers Regulations No. 683 in Riga august 25, 2008 (pr. No 60 27) amendments to the Cabinet of Ministers on 24 January 2006 of Regulation No 76 "procedures are performed in the field of civil aviation security measures" Issued in accordance with the law "on the air" 57. the first part of the article make the Cabinet on 24 January 2006 of Regulation No 76 "procedures are performed in the field of civil aviation security measures" (Latvian journal, 2006, no. 21) the following amendments: 1. Amend chapter names.
2. Supplement with 3.11 and 3.12 subparagraph by the following: "3.11. to determine the cases in which the exceptions aviodrošīb measures, in accordance with the rules of international law;
3.12. require foreign aircraft operators providing air services between the airports of the Republic of Latvia, to submit a reconciliation of the air operator aviodrošīb programs. "
3. Express 4 by the following: "4. the duties of the airport: the airport 4.1 develop aviodrošīb programmes and to ensure the implementation of the measures provided for therein;
4.2. the aviodrošīb measures of the airport coordination and management at bildīg staff to designate the person with this post appropriate education and qualification;
4.3. create aviodrošīb of the Airport Commission;
4.4. after coordination with the Interior Ministry's operational control centre to provide resources and technical resources to implement the action plan in the airport of an emergency situation;

4.8. to issue passes entitling a person to get into the airport's airside, only after the person's biographical data and previous occupation. Biographical data of the person and its previous occupation testing is required for public administrations Amat people who perform their duties at the airport;
4.9. to ensure aviodrošīb of the airport staff and the maintenance of the initial qualification training in accordance with the Civil Aviation Agency approved by the civil aviation security training programme;
4.10. develop procedures for airport personnel working for duty airport airside allowed bring in prohibited articles, substances (including liquids) and working tools and its control procedure;
4.11. to develop a baggage screening machine, for technical reasons, it does not work any of the baggage screening equipment;
4.12. to ensure adequate safety checks of persons with reduced mobility and their mobility equipment and accessories;
4.13. provide public order in the territory of the airport in uncontrolled and its surroundings;
4.14. to take the necessary additional security measures in accordance with the provisions of section 8.2 of the Security Police received information on hazards;
4.15 ensure that baggage would not be loaded onto the aircraft for the flight, if registered to the possessor of the luggage aircraft not climbed;
4.16. the development of the airport internal action plans for emergencies and not less frequently than once a year to organize the emergency prevention of staff involved in job training;
4.17. develop special additional safety control measures that the airport can provide foreign air operators, if the host country has submitted a request for such safeguards need. "
4. Express 5.1. subparagraph by the following: "5.1. air operators aviodrošīb coordination of measures and management responsible employees to designate a person who is this post relevant education and qualifications;".
5. Supplement with 5.6, 5.7, 5.8 and 5.9 of the subparagraph as follows: "develop into 5.6 not existing aircraft (aircraft that is not operated for more than 12 hours) and in-service aircraft security search and examination procedures and ensure compliance;
5.7. to develop and provide procedures for access to parked aircraft;
5.8. to ensure that food items and carrier materials needed for flight, prior to loading of the aircraft are subject to security control;
5.9. develop and incorporate air operators in aviodrošīb security measures are applied to particular monitored transported persons. "
6. To express the introductory paragraph 6 by the following: "6. the national joint stock company" Latvian air traffic "duties:".
7. Express 6.5. subparagraph by the following: "6. develop aviodrošīb programmes and to ensure its implementation;".
8. Supplement with 6.6 and 6.7. subparagraph by the following: "6.6. provide the assistance necessary to ensure the security of the flight, if the territory of the Republic of Latvia illegal operation exposed in the aircraft;
6.7. to provide the necessary information about the illegal operation exposed the aircraft to the national air traffic control services, which may be responsible for the management of future flight this aircraft in flight. "
9. Express 8.3. subparagraph by the following: "8.3. special measures to drive the hostages, aircraft or seizure of civil aviation objects;".
10. To supplement the rules with the bottom point 8.6. following: "8.6. to inform the foreign security authorities about possible threats to national security, if such information is a security police action."
11. Make paragraph 9 by the following: "9. the police duties: 9.1. special measures to control, where the explosive devices are discovered or there is a risk of explosion;
9.2. to participate in the efforts to prevent illegal intervention or threat of unlawful interference in civil aviation;
9.3. to examine foreign air operators of the country of registration of the request for authorisation for armed aircraft crew or other security presence of armed persons on board an aircraft, doing flights to or from the Republic of Latvia. "
12. paragraph 13 be expressed by the following: ' 13. Merchants who are approved as an official commercial agents for delivery by air: 13.1. follow safety requirements in accordance with the official freight agent security programme;
13.2. the air carrier transferring the cargo or mail, if it is carried out safety checks and ensure protection against unauthorised interference after security controls. "
13. To supplement the rules by 13.1 points by the following: "13.1 merchants who clean the cabin of the aircraft, and merchant who supplied aircraft operator supplies or equipment required for the flight, shall be subjected to security controls in order to prevent prohibited articles into the aircraft, as well as unauthorized access to airport airside imported goods after security checks."
14. Delete 14, 15 and 16.
