Cabinet of Ministers Regulations No. 752, Riga, 15 September 2008 (pr. No 65 31) order in which plans and budgetary resources allocated to the national European Union structural fund objective 3 "European territorial cooperation" programmes beneficiaries of Republic of Latvia Issued under Cabinet installations Act article 31, first paragraph, point 3 i. General questions 1. determines the order in which the budgetary resources allocated to the national European Union structural fund objective 3 "European territorial cooperation" programme (hereinafter the programme) funding recipients from the Republic of Latvia. 2. national budgetary resources for the implementation of the project may require the following program beneficiaries: 2.1 local government bodies created;
2.2. the planning regions;
2.3. associations and foundations;
2.4. local and national corporations, if the planned State budget allocations for the implementation of the project is not considered business support business support Control Act;
2.5. the sectoral ministries and subordinated institutions. 3. Latvia shall participate in the following with the European regional development fund programmes be implemented: 3.1.-Lithuanian cross-border cooperation programme;
3.2. The Latvian-Estonian cross-border cooperation programme;
3.3. the Central Baltic Sea cross-border cooperation programme;
3.4. The Baltic Sea region programme transnational cooperation;
3.5. the interregional cooperation programme INTERREG IVC; 3.6. urban development programme Urbact, ESPON 2013 programme II; 3.7 (European spatial planning monitoring network);
3.8. the right of territorial cooperation pro gram Po management program INTER Act II. 4. This rule 3.1, 3.2 and 3.3 above bottom of program projects funded from the European regional development fund, the State budget, local budgets, and the rest of the program beneficiaries, the following project financing source aspect ratio: 4.1 the European regional development fund co-financing project, involving program beneficiaries from Latvia,-85 percent;
4.2. the parties funding part of the project, involving program beneficiaries from Latvia,-15 percent, including: 4.2.1. national budget-five percent;
4.2.2. the beneficiaries of the program features-10 percent. 5. These regulations 3.4, 3.5, 3.6, 3.7 and 3.8 for the programmes referred to projects funded from the European regional development fund, the State budget, local budgets, and the rest of the program beneficiaries, the following project financing source aspect ratio: 5.1. European regional development fund co-financing project, involving program beneficiaries from Latvia,-85 percent;
5.2. the funds provided by the beneficiaries of the programme, Latvia-15 percent. 6. these provisions 4.2.1. national budget referred to in this provision of funds 2.1., 2.3 and 2.4. the programmes referred to in the beneficiary can apply that rule 3.1, 3.2 and 3.3 above the bottom of the program. 7. This provision 2.1.2.3 and 2.4, in the said program funding recipients can finance the projects from their own funds and does not require these rules referred to in point 4.2.1 below national budget funds. 8. the beneficiaries of programmes other than those referred to in paragraph 2 of this rule, projects shall be financed from its own funds. II. Programs, program priorities, and technical assistance projects provided for in the national budget planning 9. Regional development and local government Ministry that rule 3.1 application referred to the means of plan, regional development and local government Ministry's budget for the current year, as well as the State budget long-term commitment as a grant from the general revenue: 9.1 in order to ensure the State budget allocations for this provision 2.1., 2.3 and 2.4. program funding referred to in this provision to beneficiaries specified in subparagraph 4.2.1;
9.2. programme priorities for technical assistance (the programme for the provision of technical support) as a current expenditure and capital expenditure, to ensure the management and control system;
9.3. the regional development and local government ministries and subordinated institutions in the relevant institutional programs projects approved under the European regional development fund and the State budget for the provision of funding under the project financing scheme. 10. Regional development and Municipal Affairs Ministry plans to the European regional development fund co-financing as foreign financial assistance: 10.1 to repay the State budget resources that are associated with the rules referred to in point 9.3. bottom of regional development and local government ministries and subordinated institutions in its institutional projects;
10.2. the European Commission payments that are associated with the rules referred to in point 3.1., the program payments the Member States of the programme budget. 11. Regional development and local government Ministry that provision referred to in paragraph 3, except that rule 3.1. programmes referred to, means the regional development plan and the Municipal Affairs Ministry's budget for the current year, as well as the State budget long-term commitment as a grant from the general revenue: 11.1. According to the rules laid down in point 4.2.1 below about ensure State budget allocation rules 2.1, 2.3 and 2.4. referred to programme beneficiaries, this provision 3.2 and 3.3 in the specified program implementation;
11.2. the programme of technical assistance priorities (the programme for the provision of technical support) as contributions to the programme budgets, in order to guarantee the application of the management and control system;
11.3. Regional development and local government ministries and subordinated institutions in the institutional framework of the concerned projects approved by the European regional development fund and the European neighbourhood and partnership instrument and of co-financing of the State budget for the provision of funding under the project financing scheme. 12. Regional development and Municipal Affairs Ministry plans to the European regional development fund co-financing repayment for this rule 11.3. referred to regional development and local government ministries and subordinated institutions in its institutional projects as foreign financial assistance. 13. The regional development and the Ministry of local Government these regulations 9, 10, 11 and 12 of the financing plan referred to the regional development and local government Ministry in a separate Government programme or sub-programme. 14. the sectoral ministries and subordinated institutions to plan funds for the current year and the State budget long-term commitment the Ministry's budget in the national budget to the programme or subprogramme as a Government grant from the general revenue of the European regional development fund and the State budget of co-financing funding for approved and departments of Ministry of industry authorities projects that provision referred to in paragraph 3 programmes. 15. the Ministry of Industry plans to the European regional development fund co-financing the concerned ministries and subordinated institutions approved program projects as foreign financial assistance. III. State budget request preparation programs, program technical assistance priorities and projects 16. State budget funds requested under the legislation on the State budget request prepared: 16.1. Regional development and Municipal Affairs Ministry: 16.1.1. programs;
16.1.2. the programme of technical assistance priorities;
16.1.3. ministries and subordinated institutions in its institutional projects;
16.2. the sectoral ministries-the Ministry of the industry and its subordinated institutions. 17. Regional development and local government Ministry will draw up a national budget request according to the priorities set in the programmes, international treaties, as well as the distribution of funding over the years. 18. The regional development and the Ministry of local government budget shall include the following information in the request: 18.1. the amounts allocated to the programme for the year concerned;
18.2. the national long-term budgetary commitment;
18.3. the existing and additional funds required this provision 2.1., 2.3 and 2.4. program referred to the beneficiary of the financing for the implementation of projects, programs, priorities for technical assistance and regional development and the Ministry of local government and its institutional bodies subordinated to the implementation of the project;

18.4. the source of funds-the European regional development fund, the national co-financing funds, including State budget 3.1. these provisions in that programme. 19. Ministry of Industry State budget request include the following: 19.1. the amounts allocated to the project in the relevant year;
19.2. the national long-term budgetary commitment;
19.3. the existing and additional funding needed sectoral ministries and subordinated institutions in project implementation;
19.4. the project's source of funds-the European regional development fund co-financing and the State budget according to the Latvian national funding;
19.5. the planned repayment of financing sectoral ministries and subordinated institutions in projects from the European regional development fund through the years during project implementation;
12.2. the documents or certified copies of documents in support of the European regional development fund co-financing of sectoral ministries or its subordinated institutions project. 20. the sectoral ministries, departments and the planning region shall ensure that the European regional development fund co-financing would be counted in the State budget within 10 working days of receiving it. IV. State budget funding and contracts of the State budget financing of these regulations 21.2.1, 2.3 and 2.4. bottom of the programme referred to in paragraph beneficiaries within three months after the conclusion of the contract with the managing authority for co-financing of the programme shall be submitted in writing to the regional development and Municipal Affairs Ministry request for State budget financing request for the project (hereinafter application) (annex) and a certified agreement on co-financing of the copy. 22. Regional development and local government Ministry will establish and maintain a national budget funding and use the content database (hereinafter database). 23. in order to ensure the transparency of the allocation of budgetary resources, the database shall contain the following information: 23.1. program information provided by the beneficiary according to the annex to these rules;
23.2. the date of the decision granting the co-financing of the programme, the date when the notice sent by the decision and notice number;
23.3. the date when the contract was concluded for the State budget funding trouble, and contract number;
23.4. payment amortization schedule specified in the contract for State budget funding;
14.6. the national budget funds transferred amount, transfer date and the payment order number;
14.7. the first level of financial control or compliance check date of the opinion and the opinion given expenditure approved;
23.7. the approved State budget funding amount;
14.8. this rule 37.4. the data referred to in point;
14.9. information on compliance with the obligations laid down in the Treaty on the State budget funding;
23.10. other required information. 24. Regional development and Municipal Affairs Ministry submissions database registers the submit order, giving them the registration number. 25. Regional development and local government Ministry must present the appearance, in order of registration, in the light of the following State budget financing conditions: 25.1. compliance with this provision in paragraph 3, the following programs;
25.2. compliance with this provision, and 2.4 2.3 2.1. specified in point program beneficiaries;
25.3. the submission form content compliance requirements;
25.4. is added to the document justifying programs co-sponsored by you. 26. Regional development and local government Ministry within a month of submission of the beneficiaries of the program and receipt of documents to examine, in the light of the provisions referred to in paragraph 25 of the State budget funding conditions, and shall take a decision on the allocation of funds to the State budget or on the refusal to grant the State budget funds. 27. Regional development and local government Ministry within 10 working days after this provision referred to in paragraph 26 of the decision shall inform the beneficiary of the financing program for State budget allocations or on the refusal to grant the State budget funds, giving the reasons for refusal. 28. If the reason for the refusal is that rule 25.3. or 25.4. the conditions referred to in the programme of the beneficiary may within 10 working days to submit a new application, the fulfillment of the requirements. 29. Regional development and Municipal Affairs Ministry this month after the rule referred to in paragraph 26 of the decision concludes the contract with the beneficiary of the financing of the national budget allocation according to the rule laid down in subparagraph 4.2.1. project financing source ratio. 30. the beneficiary within five working days, inform the regional development and Municipal Affairs Ministry about changes at the time of the implementation of the project, the partner and the project partners about the changes in funding. V. the State budget finansējumaizmaksāšan and refund 31. State budget funding, taking into account the programme beneficiaries eligible costs of the project and the rules referred to in paragraph 4, the source of financing of projects, and in the light of the project's first level control the opinion given and approved these terms referred to in paragraph 4, the draft financing source aspect ratio. 32. The State budget funding allocated in dollars, converting it in the European Union's single currency at the rate of the Bank of Latvia. 33. The national budget funds transferred to a late account Treasury, specified in the contract of the beneficiaries of public funding. 34. Within five working days after the conclusion of the contract about the State budget financing of regional development and local government Ministry transferred in advance to this provision the account referred to in paragraph 33 of the State budget funds for 90 percent of the allocated amount. 35. Regional development and Municipal Affairs Ministry month after first level control the last period's opinion clarified the State budget funding amount and submit in writing to the recipient of the funding announcement for the rest of the State budget financing payment arrangements. 36. The remaining State budget funding for 10 percent of the amount allocated to this provision the account referred to in paragraph 33 that 37.4 in order, after receiving the first level control positive final opinion on the use of the funds assigned to the project, and information on the distribution of funding to the project partners, if the beneficiary is the lead partner of the project. 37. The national budget funds to accept and clarified as follows: 37.1. public budget allocated funds for regional development and local government Ministry accepts the use of funding in accordance with the schedule specified in the contract for State budget funding and make the relevant entries in the database;
37.2. the national budget funds acceptance is based on the first level of the opinion of financial control;
37.3. the national budget funds approved, taking account of the provisions referred to in point 4.2.1 below project financing source aspect ratio and first level control the opinion given in approved expenses;
23.2. the State budget allocated for the project financing adapted in the light of the provisions referred to in paragraph 4, the draft financing source aspect ratio and first level control the final opinion, the approved expenses (hereinafter referred to as the adjusted Government budget financing): 37.4.1. If the difference between program beneficiaries account credited the State budget funds and the State budget specified funding amount is positive, the beneficiary within five working days after the regional development and local government Ministry's notification of repayment of contributions in this difference account specified in the notice;
37.4.2. If the difference between the beneficiary account credited the State budget funds and the amount of the adjusted Government budget of co-financing amount is negative, regional development and local government Ministry in the five working days following the dispatch of the notice the difference in the contributions specified in the contract, the beneficiary's account.
