No. 71 27) procedures for granting state aid in the European Union fisheries development project submission open tender way measure "fishing inland waters" Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which the State and the European Union support for the development of the draft fisheries open submission contest way measure "fishing inland waters" (hereinafter measure).
2. objective of the measure is the development of inland fisheries waters and competitiveness, modernizing infrastructure and equipment of fishing, fishing products, improving quality, and reducing the negative impacts on the environment. 3. application procedures applicants project selection and application evaluation, decision making, communication, agreement and request the public funding determined by law for State and cou childhood aid modalities in the field and the development of the fisheries open project submission contest.
II. Application procedures 4. place of the implementation of the action is internal waters of the territory, with the exception of commercial fishing harbours and ports within the internal waters. If the measures implemented by the Government, then that place is the implementation of internal waters in which fishing rights owned by the State and where appropriate the municipality of the familiar fish resources, or inland waters, which are the property of the municipality.
5. the applicant is: 5.1 internal water body or part of the owner or lessee who allot special permit (license) for the purpose of commercial fishing and which owns commercial fishing rights or who is authorized to use them or who they rent;
5.2. the municipality.
6. within the framework of the measures support investment in shore-based infrastructure, reconstruction and construction equipment, including equipment and the purchase and installation of equipment for fishing in inland waters for commercial purposes.
7. Support the applicant in implementing the project, reaches the target.
8. This provision is referred to in 5.1 supports the applicant for at least three years prior to the application of the project is involved in commercial fisheries in inland waters and at least five years following the last payment in the commitment to carry out commercial fishing in the inland water bodies, which will receive support.
III. conditions for receiving the aid 9. 9.5.2. the planning and architectural task certified copy (the original show) and environmental public service deliver a certified copy of technical regulations (the original show), if the technical provisions required under the regulations, arrangements for the regional environmental Board issues a technical from the sentences proposed action, which is not required in the assessment of the environmental impact from the day of submission, if not approved, the technical project;

9.5.4. the purchase of building materials, construction of the accepted technical project or its certified copy (the original show), but if a simplified reconstruction-aid applicants prepare them;
9.5.5. accept the construction of the technical design stage, or a certified copy of it (the original show), if on the date of the presentation is technical project;
9.5.6. certified copy of the building permit (the original show), if on the date of the presentation is technical project;
9.5.7. If the project is for the European Union's Natura 2000 protected area, the environmental monitoring national Office a certified copy of the findings (presented in the original) of the environmental impact assessment of the final report, or a certified copy of the decision (the original show) on environmental impact assessment procedure, or non-application of the certified copy of the opinion (the original show) about the impact of the activities envisaged in the European Union the importance of specially protected natural areas (Natura 2000), whose implementation is not required to assess environmental impacts. 10. in addition to these regulations, paragraph 9, documents shall be submitted : 10.1 if eligible for support that rule 5.1. aid referred to in 10.1.1. tenderer: commercial fishing rights lease certified copy (some original shows), where the fishing takes place in bodies where the fishing rights belong to the State;

10.1.5. State revenue service certificate of tax payment (issued not earlier than one month prior to the application of the project). If the applicant does not submit the said certified statement, the rural support service receives it during the administrative procedure law;
10.1.6. annual report (complete set) for the certified copy (show orig. MSG in the method) for the last year, signed in accordance with the annual accounts Act or the annual income declaration and its annex '' revenue from operating activities ' certified copy (the original show) in accordance with the laws and regulations of people's annual income statement and filling out (on the annual report or statements of income for the year must be the State revenue service mark or certificate of receipt);
10.1.7. inquiries from credit institutions, leasing companies or credit unions Association of the willingness of the IAEA to examine the provision of credit, if the project is expected to take credit for (cognitive indicates a creditor and borrower's property and the loan amount). If the project intends to invest private or any other money funds, the support, the applicant shall submit the supporting documents attesting to the availability of funds;
10.2. 11. This rule 9.1. referred to in subparagraph simplified business plan shall include the following information: 11.1 industry analysis, including inland waters for fishing, shore-based infrastructure and technical provides šinājum;

11.2. of the strengths and weaknesses, opportunities, and threats analysis;
11.3. the deadline for implementation of the project (by stages);
11.4. relationship to other projects;
11.5. the implementation of the project required resources and their justification;
11.6. the project cash flow overview by month of submission of the application for the project year, future years up to the end of the project, and a year after the implementation of the project. Cash flow cash balance at the end of each month is a positive. Application of the project cash flow attached to the project in the year of application, in all the years of implementation and a year after the project shows the possibility to implement and achieve the project objectives;
7.3. the cash flow statement of revenue and expenditure items of the statement of reasons.
12. the rural support service at the national fisheries management information project submissions are structured according to the project selection criteria (annex 2). If compliance with the project selection criteria receive the same number of points, the benefits of receiving public funding is to support the applicant project in the territory of the municipalities with the lowest development index project concerned the adoption application round open day. IV. Public funding of the nature and extent of public funding in about 13:13.1. these regulations 5.1. the aid referred to in the applicant – 60% of the eligible costs of the project;

14. the 2007 to 2013 programming period for one support applicants to the total amount of eligible costs measure shall not exceed: 20 000 LVL 14.1 – these rules 5.1. above the bottom of the support to the applicant;

V. eligible and non eligible 15. Public funding is granted only for the project contained in the submissions mentioned in these rules eligible costs. The project for the attributable costs correspond to the actual market situation.
16. Measure the following eligible costs: 16.1. shore-based infrastructure construction and reconstruction costs, on the basis of contracts with third parties, responsible for carrying out the works: 16.1.1. premises for the storage of fish landed;
16.1.2. the dock or fish landing sites in construction or strukcij; rekon
16.1.3. boat accommodation construction or reconstruction;
16.1.4. fishing equipment storage building or rekon strukcij;
16.2. new techniques, equipment and installations and Setup, and with this work out related materials acquisition: 16.2.1. water supply equipment and systems;
16.2.2. power supply equipment and systems;
16.2.3. fish containers;
16.2.4. ice making equipment, cold equipment, Assembly and April kojum;
16.2.5. containers for the storage of live fish;
16.2.6. pontoon Pier, which was fixed in the stationary water bodies;
16.2.7. installations for the storage and management of waste;
16.3. the acquisition of new building materials in accordance with the construction plan (technical design stage), developed this rule 16.1. the bottom of the construction mentioned in paragraph or strukcij jobs; rekon

17. If the applicant does not provide for the public funding of equipment in dīšan press, they installed and put into service according to the regulations for installation and use procedures. 18. eligible projects are only estimates and materials directly related to the achievement of the objective of the measure.

19.2. burglar alarm installation, including the CCTV system, the mass;
19.3. the staff lounge;
19.4. the installation of the utility room, giving their functional use;
19.5. regional planning, which includes the territory of asphalt paving or other covering, lawn installation, external lighting and the construction of the fence.
20. Public funding is granted only for support of the applicant's ownership of the items. When buying goods on the installment, on those public funds paid only when they have become a support applicant's property.
21. the measure is not eligible the following: 21.1. bank interest payments, charges for financial transactions, val it on the Exchange Commission payments and currency fluctuation losses;
21.2. fines, penalties, interest on arrears and costs issue is damage;
21.3. the subcontracting, which increases the cost of the project, but not add value to the project and that the pay is determined as a percentage of the total cost of the project;
21.4. the costs associated with the supply of any services or work for which there is no appropriate procurement procedures carried out in accordance with the laws and regulations on the application of the procurement procedure;
21.5. the maintenance costs;
21.6. maintenance, spare parts and operating costs;
21.7. the remuneration of personnel;
21.8. general-interest vehicle cost;
13.6. property or equity acquisition of shares;
21.10. costs in excess of the market price, and the unfinished job costs;
21.11. other costs that are not eligible under Council 2006.ga da July 27 Regulation (EC) no 1198/2006 on the European Fisheries Fund and the Commission on 26 March 2007, Regulation (EC) No 498/2007 laying down detailed rules for the implementation of Council Regulation (EC) no 1198/2006 on the European Fisheries Fund.
Vi. Documents to be submitted by the project After project implementation 22. support the applicant submits the rural support service of the food and veterinary service of the statement of the project's compliance with the minimum hygiene requirements (if applicable).
23. If the investments made in new fishing landing sites before the creation of the public funding in support of the applicant submitted to the rural support service of the food and veterinary service of issuing fishing landing sites for a certified copy of the registration certificate (the original show).
24. at the request of the rural support service of national fisheries authority provides information: 24.1. for this rule 5.1. aid referred to in the applicant's catch in commercial fishing;

25.
