General questions 1. determines the order in which the State and the European Union support the open project submissions in the form of a tender for the development of fisheries for the measure "development of new markets and promotional campaigns" (hereinafter measure).

7.3. the national regulatory authority or a derived public persona.
8. the measure supports the following activities: 8.1. advertising campaigns;
8.2. market research.
9. Support the applicant in implementing the project, reaches the event target.
II. conditions for receiving the aid 10. To apply for aid, aid the applicant Field support services in person or electronically (in accordance with the laws and regulations for the design of electronic documents) shall submit the following documents: 10.1. application for the project (annex 1), including a simplified business plan in duplicate (also electronic) pursuant to this provision in paragraph 13 and 14;
10.2. purchase procedure supporting documents in accordance with the laws and regulations on the application of the procurement procedure;
10.3. expand expenditure;

11.1.5. inquiries from credit institutions, leasing companies or credit unions about the willingness to consider granting, if the project is expected to take credit for (cognitive indicates a creditor and borrower's property and the loan amount). 11.2. If the aid qualifies this rule 7.2. aid referred to by the applicant – local Government Council (Council) decision about participating in the project and all the obligations relating to the implementation of the project, indicating the total cost of the project and the funding sources. 11.3. If the aid qualifies this rule 7.3. aid referred to by the applicant: 11.3.1. the institutions concerned the decision on participation in the project and all the obligations relating to the implementation of the project, showing total project cost and financing sources;
11.3.2. under the law on budget and financial management drawn up annual report (full set) for the last year concluded (on presentation of a certified copy of the original), which is the State revenue service tag or an acknowledgement of receipt.
12. If this rule 7.1. support referred to by the applicant does not submit to the State revenue service certificate of tax payment, issued not earlier than one month prior to the application of the project, the rural support service that receives the certificate of the administrative procedure law.
13. in order to receive aid, the applicant project application adds a simplified business plan, including the following: 13.1. industry analysis and future prospects;
13.2. the aim of the project and a detailed description of the objectives (describe each action);
13.3. the beneficiaries;
13.4. the result, which will give the project;
13.5. relationship to other projects;
8.5. for the purposes of the project required resources and their justification.
14. If the aid qualifies this rule 7.1. aid referred to by the applicant in addition to the provisions of paragraph 13 the information referred to in the business plan shall include the following information: 14.1. current activities of the society (also a member of the description of the action), in addition to indicating each Member's business;
14.2. cooperation with partners of the society;
14.3. cash flow statement per month to the application of the draft year, in subsequent years up to the end of the project, and a year after the implementation of the project. The cash balance at the end of each month must be positive, demonstrating the ability to implement and achieve the project objectives;
14.4. the cash flow statement of revenue and expenditure items of the statement of reasons.
15. The rules referred to in paragraph 8.2. market research include statistics and at least the following sections: 15.1 Summary;
15.2. the methodology used;
15.3. the purpose of the study;
15.4. market description;
15.5. market access;
15.6. trade promotion;
15.7. market prospect;
15.8. the sources of data used and the table of authorities.
16. the rural support service project submissions are ranked after project selection criteria (annex 2).
III. Public funding, and about 17. Public funding for differentiated depending on activity: 17.1. This provision 8.1. the activity referred to in point 90% of the eligible costs of the project;
17.2. the rules referred to in paragraph 8.2. activity – 50% of the eligible costs of the project.
18. One support applicants to the 2007 to 2013 programming period the total amount of the eligible cost is determined taking into account the activity to be carried out and shall not exceed: 18.1. This provision is referred to in 8.1 activity – 400 000 lats;
18.2. the provisions referred to in paragraph 8.2. activity: 18.2.1. Baltic market research – 5 000 lats;
18.2.2. the rest of the market trial to 30 000 lats.
19. support for this rule 8.2. activity referred to one tenderer support 2007-2013 planning period can be granted once for the Baltic countries ' market research and once for the rest of the market.
IV. Eligible and ineligible costs 20. Public funding is granted only for the project contained in the submissions mentioned in these rules eligible costs. The project for the attributable costs correspond to the actual market situation.
21. the measure are the following eligible costs: 21.1. advertising campaigns: 21.1.1. advertising space purchase or hire of advertising campaign;
21.1.2. the required advertising material production;
21.2. the participation in the international exhibition: 21.2.1. organizer's registration and membership fee for the participation in the international exhibition, which takes place outside the territory of Latvia;
21.2.2. stand area stand construction, technical (audio-visual equipment) equipment costs per project per applicant exhibition (up to 10 000 lats, of which the audiovisual equipment for hire up to 100 lats for the day): 21.2.2.1. the rental fee for the exhibition space;
21.2.2.2. the rent for the stand construction (built-up area exposure with standard equipment, including the necessary technical (audio visual equipment) equipment);

21.2.2.3. stand insurance costs (transport and exposure time) if it is determined the stand rental contract;
21.2.3. a maximum of two staff travel (travel) costs in accordance with the laws and norms: the daily allowance; 21.2.3.1.
21.2.3.2. hotel costs associated with business travel.
21.2.4. Road (transport): 21.2.4.1. baggage, including exposure to the international transport costs of the exhibition site and back to the permanent jobs;
21.2.4.2. economy class public transport costs to the international exhibition venue and back up to the permanent jobs;
21.2.4.3. local transportation costs to get to the venue of the international exhibition (public transport, taxi, rental vehicle);
21.2.4.4. fuel costs if you use a personal or professional road transport or vehicle being hired international exhibition venue;
21.2.5. the permit costs (up to 2000 lats), to comply with the requirements of the target market, if the project is for participation in the international exhibition, which takes place outside the European Union;
21.2.6. material catalog booklet and preparation, translation, desktop publishing, printing and reproduction of information materials are distributed in paper form and electronically;
21.2.7. advertising insertion in the international exhibition catalog;
21.3. market studies and consumer surveys involved in service provider costs.
22. in paragraph 21 of these rules, such costs are eligible on the basis of contracts with third parties, responsible for carrying out the works.
23. the measure is not eligible the following: 23.1. the beneficiary of the transaction costs;
23.2. the costs associated with a specific company, commercial and trademark, region of origin or national advertising, except in the case of products recognised under Council of 20 March 2006, Regulation (EC) No 510/2006 on agricultural products and foodstuffs-geographical indications and designations of origin;
23.3. interest payments, money transfers, Currency Exchange Commission payments and currency fluctuation losses;
23.4. fines, penalties, interest on arrears and costs;
14.6. the subcontracting, which increases the cost of the project, but does not add to the value of the project, and that payment is set as a percentage of the total cost of the project;
14.7. the costs associated with the supply of any services or work for which there is no appropriate procurement procedures carried out in accordance with the laws and regulations on the application of the procurement procedure;
23.7. the existing maintenance costs;
14.8. maintenance, spare parts and operating costs;
14.9. the remuneration of personnel;
23.10. acquisition of fixed assets;
23.11. the purchase of property or shares;
23.12. souvenirs, gifts, clothing and any other marketing materials that are not distributed in paper form and electronically;
23.13. other costs that are not eligible under Council of 27 July 2006, Regulation (EC) no 1198/2006 on the European Fisheries Fund and the Commission on 26 March 2007, Regulation (EC) No 498/2007 laying down detailed rules for the implementation of Council Regulation (EC) no 1198/2006 on the European Fisheries Fund.
V. implementation of the project documents 24. After market research studies submitted by the beneficiary rural support service in paper form and in electronic form, and provides public access to it (such as the publication of the research project the applicant home page on the internet). Field support service received shall be published in the research field support service homepage.
25. at the ad campaigns of the beneficiary organisation promotional brochures or other promotional materials (believes) that are associated with the implementation of the project, submit the field support service.
