Cabinet of Ministers Regulations No. 845 in Riga in 2008 (13 October. Nr. 15. § 73) at national and European Union aid modalities measure "investment in equipment of fishing vessels and fishing gear selectivity" Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which the State and the support of the European Union fisheries development action programme, the European Fisheries Fund for the implementation of aid in Latvia 2007-2013 for the measure "investments in equipment of fishing vessels and fishing gear selectivity" (hereinafter measure).
2. objective of the measure is to modernise the fishing fleet, improving hygiene and, safety on board, providing for the storage of fish according to the conditions on board fishing vessels, as well as reducing fuel consumption of vessels and increasing the selectivity of fishing gear, without increasing the ability of the vessels to catch fish, thus contributing to the sustainable and responsible use of available resources.
3. the aid application procedures applicants, as well as the project application selection and evaluation, decision making, and public contracts financed by you request is determined by the laws on the national and European Union aid for rural and fishery development projects open submission contest.
II. conditions for receiving the aid 4. the aid shall be granted for project submission open contest. Support the applicant is the owner of the fishing vessel, which has a national fisheries administration issued a special permit (license) for the purpose of commercial fishing.
5. One project application may require the support of one of the fishing vessels.
6. the measure supports the following activities: safety 6.1, working conditions, hygiene, product quality on board;
6.2. investing in gear selektīvo;
6.3. individual fishing vessel main engine replacement.
7. the applicant shall meet the following conditions for receiving public funding: 7.1. implementing the project reaches the event target;
7.2. the application of the project demonstrated the economic viability of the company according to the provisions referred to in paragraph 9;
7.3. the fishing vessel at least five previous years before the application of the project include: 7.3.1. National fisheries management in the list of fishing vessels;
7.3.2. the register, if the fishing vessel is being used for fishing on the high seas;
7.4. conclusion of commercial fishing rights lease agreement with the lessor of fishing rights, which are used in fishing the fishing vessel concerned, and that the lessor is the national fisheries administrations special permit (license) for the purpose of commercial fishing.

9.3.1.4. company objectives (short-and long-term), the starting point of the company's business development activities and goals of the implementation timetable;
9.3.1.5. market research;
9.3.1.6. industry analysis;
9.3.1.7. marketing system;
9.3.1.8. competition factors;
9.3.1.9. cooperation with other companies and links to other projects;
9.3.1.10. production and technological process;
9.3.1.11. Organization of the strengths and weaknesses, opportunities, and threats analysis;
9.3.1.12. the necessary investment;
9.3.1.13. the deadline for implementation of the project (by stages);
9.3.1.14. financial information on production volumes, costs, through matlīdzekļ and vendors showing profit and loss statement, the balance sheet for the last year concluded, for the following years until the implementation of the project and the three gām bei years after implementation of the project, as well as the cash flow statement per month project in the year of application, the subsequent years up to the end of the project, a year after the implementation of the project and the two subsequent years. 10. 10.4. a statement of the credit institution, leasing companies or credit unions about the willingness to consider granting, if the project is expected to take the credit. The certificate indicates a creditor and borrower's property and the loan amount. If the project intends to invest private or any other money funds, the support, the applicant shall submit the supporting documents which prove the availability of funds;
10.5. annual report (full set) for the last year before the conclusion of the project to the application (copy, presenting the original) with the State revenue service check or proof of receipt in accordance with the annual accounts Act or the annual income declaration and its annexes "revenue from operating activities" (presentation of a copy of the original) with the State revenue service check or proof of receipt in accordance with the laws and regulations of people's annual income statement and filling out arrangements;
10.6. the national joint stock company "Latvian maritime administration maritime safety inspection of the fishing vessel modernisation approved (technical) project, which was presented together with the project application or within six months after the conclusion of the contract between the support and the support of the applicant, in addition to noting that: 10.6.1. project for which the application of the project at the moment is not yet developed in the modernisation of fishing vessels (technical) project, submitted to the State joint stock company" Latvian maritime administration maritime safety inspections on fishing vessels of reconciliation the modernisation works;

10.11. 10.12. III. Public funding of the type and magnitude 14. Public funding from eligible costs: 14.1. these provisions 6.1. and 6.2. activities referred to in point: 14.1.1. fishing vessel having on overall length of less than 12 metres and not using gears towed 60%;
14.1.2. the other fishing vessels – 40%;
14.2. the rules referred to in point 6.3 activity: 14.2.1 a fishing vessel having on overall length of less than 12 metres and not using towed which gear,-40%;
14.2.2. the other fishing vessels with a length of up to 24 metres – 20%.
15. One fishing vessel total eligible cost amount in the 2007 – 2013 programming period does not exceed the amount of funding calculated in accordance with the provisions of annex 3.
IV. Eligible and ineligible costs 16. Public funding is granted only for project submissions set out in these rules on eligible costs. The project for the attributable costs correspond to the actual market situation.
17. Measure are the following eligible costs: 17.1. improving conditions of safety on board fishing vessels: 17.1.1. new communication and navigation around the ratūr and the acquisition and installation of equipment, including specialized hardware and computer software;
17.1.2. the new rescue equipment purchase and installation of fire safety systems, and development;
17.2. hygiene, working conditions and product quality on board fishing vessels: 17.2.1. new hygiene and sanitary equipment and installations and Setup;
17.2.2. manufacturing, municipal and sanitation of premises and reconstruction, including the fishing vessel and the reconstruction of the hull;
17.2.3. the storage and processing of fish related equipment and installations: 17.2.3.1. new technological equipment and installations and setup according to the specific project purpose;
17.2.3.2. fish and frozen fish in cold storage or refrigeration camera rūmj building and reconstruction;
17.2.3.3. new fish refrigeration equipment purchase and installation;
17.2.3.4. new cold equipment, implements and equipment purchase and installation;
17.2.3.5. new ice production equipment purchase and installation;
new container, 17.2.3.6. container and the acquisition of equipment for storage and fish quality;
17.2.4. new purchase and installation of auxiliary power units;
17.2.5. key engine component and part of the new acquisition and installation of end-of-life components and parts replacement;
17.3. the investment in new equipment and modernisation works: 17.3.1. which is necessary to keep the catch on board, which the remission is no longer permitted;
17.3.2. the project components, associated with the new technical measures for the preparation or trial of European Union legislation in a certain limited period of time;
17.3.3. to reduce the impact of fishing on ecosystems;
17.3.4. role and gear for protection against wild predators, which are protected under the Commission of 26 March 2007 Regulation (EC) No 498/2007 laying down detailed rules for the implementation of Council Regulation (EC) no 1198/2006 on the European Fisheries Fund (hereinafter referred to as Commission Regulation (EC) No 498/2007), article 6, paragraph 5, also part of the gear change, if it does not increase fishing capacity or reduce the selectivity of fishing gears and if all the measures to physically damaging wild predators;
17.4. the investment in new fishing tools selektīvo: 17.4.1. selectivity of fishing gear (up to two for the replacement of fishing gear): apply on board 17.4.1.1. 17.5.2. other fishing vessels of 24 metres in length, if the new Chief power is at least 20% less than the old main engine;
10.9. General costs, relating to architects ', engineers ' and consultants ' fees, legal fees, technical-economic justifications, patent and license costs directly linked to the preparation or implementation of a project and not more than 8% from 17.1. these provisions, 17.2, 17.3, 17.4..., and 17.5. bottom costs referred to in paragraph 1.
18. aid in accordance with the provisions of section 17.4.2.1. granted until the date when the new technical requirements become mandatory.

19. With support in accordance with the provisions of section 17.5.1. the applicant, supported by the fishing vessels of five years after the receipt of payment must not use towed gear.
20. national fisheries authority at the request of the rural support service provides information about: 20.1. whether resources are available to the relevant tools, which will be caught, if the applicant is eligible for assistance under this provision at the bottom; 17.4.1.1.
20.2. the rules referred to in paragraph 4;
20.3. this rule 7.3 and 7.4 in those conditions.
21. the national agency "Latvian Agency of fish resources" at the request of the rural support service provides information about these rules, 17.3.4.17.4.1.1 17.3.3.,.,.,., and 17.4.2.1 17.4.2.2 17.4.1.2. investments referred to in point.
22. supports the applicant prior to the receipt of payment of support service in the field: 22.1. public joint stock company "Latvian maritime administration maritime safety inspection Act: 22.1.1. the fishing vessel modernisation project. If the project is carried out investments in fishing vessels to fish in the cargo hold, the State joint stock company "Latvian maritime administration maritime safety inspectorate, in addition to the Act indicates that the project is not carried out modernization work increased fish fishing vessel cargo tank capacity (in cubic metres);

23. Reconstruction and new construction costs are appropriate contracts concluded with third parties, responsible for carrying out the works.

25. If the applicant does not provide public funding for installation, it is to be installed and put into service according to the law on the installation and use procedures. 27. the measure is not such eligible costs: 27.1. the construction of fishing vessels;
27.2. investments in fishing vessels main engine power increase or fish cargo hold capacity (in cubic metres);
27.3. the eligible costs and project related interest payments, money transfers, Currency Exchange Commission payments and currency fluctuation losses;
27.4. the implementation of the project-related fines, penalties, interest on arrears and costs;
27.5. a subcontracting, which increases the cost of the project, but does not add the value to the project and the fee is fixed as a percentage of the total cost of the project;
17.1. the costs associated with the supply of any services or work for which there is no appropriate procurement procedures carried out in accordance with the laws and regulations on the application of the procurement procedure;
17.2. the project related vessel, hardware, devices, assemblies and equipment maintenance, spare parts and operating costs;
17.3. the payment of remuneration or direct reward personnel;
17.3. the other costs that are not eligible under Council Regulation (EC) no 1198/2006 and Commission Regulation (EC) No 498/2007;
27.10. the implementation of the project-related costs that exceed the market price, and the project is not completed.
