Cabinet of Ministers Regulations No. 844 in Riga in 2008 (13 October. No 73 14. § poultry and hatching eggs) of the movement order Issued in accordance with article 25 of the law of veterinary medicine of i. General questions 1. establishes the health requirements for poultry and hatching eggs to the movement between Member States of the European Union (hereinafter referred to as Member States), and for imports from countries which are not Member States of the European Union (hereinafter third countries).
2. the rules shall not apply to poultry for exhibitions, show or competition.
3. The terms used in the following terms: 3.1 poultry-fowl, turkeys, Guinea fowl, ducks, geese, quails, pigeons, pheasants, partridges and ostrich (Ratita) birds that are reared or kept with a view to the renewal of the livestock, meat, or eggs for food acquisition or restocking of game;
3.2. the hatching eggs – these rules referred to in point 3.1., poultry eggs intended for chick and classified according to poultry species, category and type;
3.3. the day-old chicks, poultry, juveniles less than 72 hours old, not yet fed (Muscovy ducks (Cairina moschata) or their crosses may be fed to chickens);
3.4. breeding poultry-poultry, which is 72 hours old or more, and are intended for hatching eggs;
3.5. the productive poultry-poultry, which is 72 hours old or more, and are grown for the extraction of meat or eggs for human consumption or for restocking of game;
3.6. slaughter poultry-poultry intended for slaughter are to be for 72 hours and the time of arrival at the slaughterhouse.
3.7. breed poultry company, a company which produces hatching eggs for breeding poultry restocking the herd — all of it (the set of poultry of the same health status, which are kept in the same room or in a closed area and form a single epidemiological unit. Where the poultry is kept in premises of presumed all poultry flocks, which are common air space.)
3.8. breeding poultry company, a company that produces hatching eggs for the production of productive poultry;
3.9. breeding chickens breeding establishment-establishment which rears breeding poultry chicks until their productive age;
3.10. the rearing of productive company, a company that cultivates productive poultry chicks until their laying season;
3.11. infectious disease point – in the territory of Latvia or the holding where poultry are kept and which are officially approved for one or more cases of poultry infectious disease;
3.12. the quarantine location-an isolated space where separate poultry there, to avoid direct or indirect contact with other poultry and ensure the observation and examination of poultry;
3.13. the sanitary slaughter of all poultry and the destruction of the affected products in paragraph 1 if they are infected or suspected of being infected with a communicable disease, performing health measures (including disinfection).
4. food and veterinary service (hereinafter service) empowers the medical veterinarian (official veterinarian) make a permanent veterinary supervision of the company.
5. These provisions make the supervision and control of service.

II. Company registration and recognition and acceptance and cancellation of the suspension arrangements 7. 10. Service within 10 working days of the application for the appearance of the business of recognition and agree with the applicant on the acceptance of the undertaking's business initiation date.
11. Service inspection of the undertakings concerned according to the requirements of these rules and the minutes shall be drawn up in duplicate. The first copy of the Protocol shall be issued by the company, but the second copy is kept at the service.
12. If the company complies with the provisions of chapter III requirements, service regulations established by carrying out the inspection shall adopt and notify the company in writing of the decision on the recognition and the establishment approval number.
13. If the company does not comply with the provisions in chapter III requirements, service regulations established by carrying out the inspection shall adopt and notify the company in writing of the decision on the refusal, stating the reason for the refusal.
14. If the decision is taken on recognition of the company, the company shall include the service of the company in the register and issue a certificate of recognition. The certificate shall indicate: 14.1. company name, legal address and location address;
14.2. the registration number of the establishment of the register of companies or commercial company or the individual merchant in the commercial register registration number;
14.3. type of activity;
14.4. the approval number assigned.
15. in order to ensure the monitoring and control of the company, service: 15.1. at least once a year check the company's compliance with the hygiene requirements and controls its activity;
9.4. check of company information accumulated in the system of registration and control of poultry health data.
16. the service temporarily suspended the company's recognition: 16.1. if failure to comply with the provisions of chapter III as required;
16.2. If the company has not completed the verification of possible contamination with infectious diseases in the following cases: 16.2.1. be suspicious of Newcastle disease or avian influenza outbreak in the company;
16.2.2. the company reached the poultry or hatching eggs, from a firm that is suspected Newcastle disease or avian influenza outbreaks or found the outbreak of communicable diseases;
16.2.3. company there is the possibility of poultry infected with Newcastle disease or avian influenza from other specific business-related businesses;
16.3. to repeat the examination laboratory results that eliminate the suspicion of the herd infected with s. pullorum, s. gallinarum, s. Arizona, m. gallisepticum or m. meleagridis;
16.4. until such time as the company, in accordance with the instructions of the official veterinarian: 16.4.1. space is structured according to the requirements set out in these rules;
16.4.2. disease surveillance is ensured compliance with and implementation of the programme;
16.4.3. rooms are equipped according to the type of activity of the company.
17. the service shall withdraw recognition if a company: 17.1. business concerns Newcastle disease or avian influenza outbreak;
17.2. in performing laboratory investigations salmonellosis (s. pullorum, s. gallinarum, s. arizonae) or mikoplazmoz (m. gallisepticum, m. meleagridis) detection, the results are positive;
17.3. the examination finds that the company did not follow the rule laid down in chapter III.
18. Service restores the company's 18.1. recognition, when: after the suspicion of Newcastle disease or avian influenza outbreak, the company repeatedly made the laboratory examination result is negative;
18.2. after the capture of the suspect results, performing laboratory investigations salmonellosis (s. pullorum, s. gallinarum, s. arizonae) or mikoplazmoz (m. gallisepticum, m. meleagridis) detection, repetitive laboratory examination result is negative;
18.3. after Newcastle disease or avian flu outbreak was sanitary slaughter and at least 21 days have elapsed after the infected holding (a facility, which may include an establishment-used for the rearing or keeping of breeding or productive poultry) izmazgāšan and disinfection;
18.4. the salmonellosis (s. pullorum, s. gallinarum, s. arizonae) outbreak infected herd has made sanitary slaughter, storage and disinfected and washed twice with an interval of at least 21 days have produced negative results of laboratory examination for detecting salmonellosis;
18.5. the mikoplazmoz (m. meleagridis, m. gallisepticum) outbreak on two occasions with an interval of at least 60 days have produced negative results of laboratory examination for the detection of mikoplazmoz.
III. General requirements for the recognition of the company 19. recognised when: 19.1. it is in the rules referred to in point 3.1 of poultry;
19.2. the layout of the premises of the company ensures hygiene and herd health monitoring;

19.3. the premises are suitable for a particular type of activity equipment;
19.4. the birds are made infectious disease monitoring and control under the laws and regulations on animal infection prevention and control;
19.5. it complies with the relevant provisions of this chapter, the IV, V and VI.
20. The company is developing its rules of procedure, which shall lay down the hygiene requirements of the company.
21. Company staff provided with adequate working clothes, visitors – with protective clothing.
22. the company's buildings, caged, equipment and inventory shall be kept clean and in order.
IV. Requirements and breeding poultry and productive breeds and rearing company 23. Poultry and rearing establishment: 23.1. room equipment according to the manufacturing process and to prevent the spread of infectious diseases of poultry, but if there's been an outbreak of infectious diseases, the layout of the premises and layout ensure the fight against infectious diseases;
23.2. the different poultry species separated by species;
23.3. the equipment is in good condition;

27. Poultry and rearing establishment grown: 27.1. same company for poultry;
27.2. poultry or chicks, which were brought from another recognized organization;
27.3. poultry and chickens, which are imported from third countries in accordance with the requirements of this regulation.
28. On changes in behaviour or the productivity of poultry of infectious disease outbreak or suspected outbreak of infectious disease, poultry holder or owner shall notify the authorised veterinarian.
29. If the suspected infectious disease outbreaks, the official veterinary surgeon reported and samples are sent to an accredited laboratory (laboratory for carrying out these provisions that infectious disease testing and is accredited by the national agency "Latvian National Accreditation Bureau" to the standard LVS EN ISO/IEC 17025:2005 "the competence of testing and calibration laboratories-General requirements") to make a diagnosis.
30. If the results of the laboratory examinations confirm the suspected outbreak of infectious diseases in livestock and poultry is found, infectious disease, poultry owner, holder or a person authorised by the head of the laboratory for it shall immediately notify the authorised veterinarian doctor and service.
31. The company recorded and at least two years after the herd dissolved equestrian stores: 31.1. poultry movement to or from the enterprise;
31.2. the productivity of poultry;
31.3. morbidity and mortality and their causes;
19.5. laboratory examinations and their results;
31.5. poultry;
19.6. the destination of eggs.

33. Hatchery equipment so as to prevent the ingress of rodents and birds.
34. The floor and the walls are from solid, wear of durable and easily washable material.
35. The equipment surfaces are smooth and waterproof.
36. Is mounted in the natural or artificial lighting.
37. The ventilation system provides stable, technologically appropriate and smooth the process temperature (adjustable temperature).
38. Is tails (not dead chicks, hatched from eggs) collection and removal.
39. the process flow of the hatching eggs to move inventory and staff to create a movement in one direction, preventing inbreeding.
40. the hatching eggs are used: 24.9. get recognized member breed or breeding poultry rearing establishment;
40.2. the imported from third countries in accordance with the requirements of this regulation.
41. Incubator disinfected: 41.1. the hatching eggs during the period of their importation – to incubation;
41.2. incubator's premises – within certain time limits;

42. The company recorded and at least two years: 42.1. hatching eggs originating company and date of import;
26.2. the hatching eggs;
26.3. of chicks hatched pathology;
26.3. laboratory studies and their results;
26.4. the vaccination;
26.5. the number of eggs hatched and the shipping destination;
26.5. old chicks ship destination.
43. On changes in behaviour or productivity of chickens, which points to the infectious disease outbreak, poultry keeper or owner shall notify the authorised veterinarian.
44. If the suspected outbreak of communicable diseases, the official veterinarian takes samples, send them to an accredited laboratory diagnosis and informed service.
45. If the results of the laboratory examinations confirm the outbreak of infectious diseases, the owner of the poultry or the head of a laboratory authorised person shall forthwith notify the authorised veterinarian and the service.
46. the results of microbiological tests used for assessing the State of hygiene in the hatchery.
Vi. Poultry infectious disease monitoring and control in 47 companies. Company's owner creates and integrates the services of poultry infectious disease control programs. The program determines the order in which you perform: 29.3. salmonellosis (s. pullorum, s. gallinarum) control chickens, turkeys, Guinea fowls, quails, pheasants, partridges and geese;
47.2. salmonellosis (s. arizonae) control turkeys;
47.3. mikoplazmoz (m. gallisepticum) control chickens and turkeys;
29.5. mikoplazmoz (m. meleagridis) control for turkeys.
48. Salmonellosis control program determines the sampling procedures for serological or bacteriological examinations.
49. Samples for laboratory examinations for the determination of salmonellosis from blood, undeveloped chicks, droppings, dust, litter, drinking water, down in the incubator, as well as having the washings from the walls of the hatchery.
50. Blood samples from a flock for serological study of salmonellosis (s. pullorum, s. arizonae) discovery shall be determined taking into account and assessing the prevalence of infectious agents in the country and their former occurrence of the company.
51. studies carried out on the herd of Salmonellosis each laying period.
52. Mikoplazmoz control program determines the sampling procedures for serological or bacteriological examinations, as well as fallen day-old chicks and Turkey poults air bag control procedures to determine the presence of inflammation.
53. Samples for laboratory examinations for the determination of the mikoplazmoz taken from the day-old chicks and Turkey poults, blood or semen of poultry or swabs taken from the trachea, the Cloaca or air bags.
54. Mikoplazmoz (m. gallisepticum, m. meleagridis) control samples of poultry flock of laboratory examination for starting to take before entering the season and repeated every three months.
55. If in laboratory studies for the determination of salmonellosis finds suspicious or positive results, the service temporarily suspended or cancelled by the company and the laws made for the order in which their infectious disease prevention and control, with which both animal suffering, and people in certain activities.
56. the service does not revoke the recognition of a company, if the inspection finds that infectious agents transmission from infected to uninfected production casing the casing is not possible because: 56.1. the company consists of several frames and only certain production the production casing found infectious disease;
56.2. the company provides a single common poultry keeping, care and feeding.
VII. Requirements for poultry and hatching eggs traded between the Member States of the European Union 57. Hatching eggs, day-old chicks, breeding poultry or productive poultry market, complying with the following requirements: 57.1. it is recognized, and it is assigned an approval number;
57.2. at the time of shipment is not company specific restrictions related to the health of poultry;
57.3. the area in which the establishment is situated, are not under restrictions associated with poultry outbreaks of communicable diseases;
57.4. a flock which at the time of shipment is not possible suspected cases of infectious diseases of poultry and is observed in clinical infectious diseases.
58. The hatching eggs to market, if they are at the time of dispatch: 58.1. derived from the herd, which:

58.1.1. for more than six weeks held in one or more Member States recognised;
58.1.2. have been vaccinated according to the rules in paragraph 59 above requirements (where vaccination has been carried out);
58.1.3. tested in accordance with the provisions laid down in paragraph 60 of the procedure and the time of the inspection found no irregularities, poultry is considered clinically healthy and is not suspected of possible cases of poultry infectious disease;
58.2. highlighted the Commission's July 29 1977, Regulation (EEC) No 1868/77 laying down detailed rules of application for Regulation (EEC) no 2782/75 on the hatching eggs and chickens in poultry production and trade;
58.3. have been disinfected in accordance with the instructions of the official veterinarian.
59. Where Member States use the vaccinated poultry vaccines: 59.1. in conformity with the requirements laid down in the community;
59.2. the production, testing and distribution are subject to official controls.
60. in order to prevent the spread of infectious diseases of poultry, hatching eggs before the officer or official veterinarian inspection carried out in accordance with one of the following schemes: 60.1.  72 hours before sending inspector or authorized service veterinarian carried out health screening, assessing whether the poultry is observed clinical signs of the disease and whether or not suspected poultry disease with one of poultry infectious diseases;
60.2. If since the last service or of the inspector under the monthly checks has been less than 31 days, and then to assess the current health of the herd status and turn to poultry infectious disease, uses the latest information about the State of health of livestock, provided the person tending a herd of 72 hours of dispatch.
61. If the herd from which the hatching eggs are derived, the egg incubation period observed cases of poultry infectious disease that spreads with egg, then inform the recipient egg incubators and the competent authority, which shall carry out the monitoring, as well as the respective incubated hatching eggs, the herd of origin.
62. Old chicks to market if they: from 62.1. herds: 62.1.1. for more than six weeks in one or more held in recognised companies in the Member States;
62.1.2. has been tested according to the provisions laid down in paragraph 60 of the agenda;
62.1.3. at the time of consignment are not subject to health restrictions applicable to poultry;
62.1.4. the area in which the establishment is situated, are not under restrictions associated with poultry outbreaks of communicable diseases;
62.1.5. been vaccinated under this provision in paragraph 59 above requirements (where vaccination has been carried out);
62.2. the time of dispatch is clinically healthy.
63. Breeding poultry and productive poultry to market, if they are of 39.2. hatching: minute or longer than six weeks held in one or more Member States recognised by the companies;
39.3. they have been vaccinated under this provision in paragraph 59 above requirements (where vaccination has been carried out);
63.3.48 hours before sending Inspector service or an authorised veterinary surgeon carried out the health inspection of poultry and at the time of examination, does not show any poultry infectious disease clinical signs and no suspected cases of possible infection.
64. Slaughter poultry intended to market, if they are sent from the company: 64.1. in which they held since hatching or for more than 21 days;
64.2. not subject to health restrictions applicable to poultry;
64.3. which services officer or authorized veterinarian during the five days before shipment of the poultry carried out the health inspection of livestock and during infection of poultry has been observed clinical signs of disease, and no suspected cases of possible infection;
64.4. located in the territory, which is not specific to poultry infectious disease outbreak-related restrictions.
65. Poultry for 72 hours and the parents intended for restocking supplies of wild game for replenishment, to market, if they are from the company: they kept 65.1. Since hatching or for more than 21 days, and two weeks before the shipment has not been in contact with newly-arrived poultry;
65.2. not subject to animal health restrictions applicable to poultry;
65.3. in which 48 hours before sending the herd health checks are carried out by a professional inspector or veterinarian and poultry infections have been observed clinical signs of disease, and no suspected cases of possible infection;
65.4. located in the territory, which is not specific to poultry infectious disease outbreak-related restrictions.
66. Poultry and hatching eggs, if their number does not exceed 20 units of cargo, except for the ostrich (Ratita) birds and hatching eggs to market, if they are from the herd: 66.1. located in the European Community since hatching or kept for at least three recent months before dispatch;
66.2. where, at the time of dispatch of poultry infections have been observed clinical signs of disease;
66.3. who vaccinated pursuant to this provision in paragraph 59 above requirements (where vaccination has been carried out);
66.4. "which is not the subject of any animal health restrictions applicable to poultry;
41.3. located in the territory, which is not specific to poultry infectious disease outbreak-related restrictions;
66.6. where all ship poultry last month before shipping show a negative serological results for s. pullorum and s. gallinarum;
66.7. where poultry during the last three months before hatching eggs or day old chicks ship is investigated to serosurveillance s. pullorum and s. gallinarum, using a method that provides 95% detection of infection with credibility and a prevalence of 5%.
67. If the poultry or hatching eggs from the Member State in which a vaccinated poultry against Newcastle disease to a Member State or is imported into the territory of the Member State where the non vaccinated poultry against Newcastle disease, in this case: 67.1. hatching eggs must come from flocks that have not been vaccinated or vaccinated using inactivated vaccine, or have been vaccinated with a live vaccine for at least 30 days before the collection of the hatching eggs;
67.2. "day-old chicks (including replenishment of resources intended for wild chicks) have not been vaccinated against Newcastle disease, and they are obtained: 67.2.1. from hatching eggs that meet this rule 67.1. the requirements set out in subparagraph;
67.2.2. incubator, in which the both time and place such a completely separate eggs incubation of hatching eggs which do not meet this rule 67.1. the requirements referred to in paragraph 1 below;
67.3. breeding and productive poultry come from flocks which: 67.3.1. poultry have not been vaccinated against Newcastle disease;
67.3.2. of 14 days before dispatch, inserting in isolated quarantine and ensuring the supervision of the official veterinarian;
67.3.3. the poultry on the holding of origin or quarantine have not been vaccinated against Newcastle disease during the 21 days prior to shipment;
67.3.4.14 days prior to dispatch random samples for serological studies on Newcastle disease antibody detection are negative;
41.9. breeding and productive poultry, which are not destined for dispatch, may not be introduced into the holding or where certain quarantine and vaccination may be carried out there;
67.5. poultry for slaughter of 14 days before dispatch, random samples for serological studies on Newcastle disease antibody is negative if the poultry are from herds that have not been vaccinated against Newcastle disease;
67.6.14 days prior to dispatch of the poultry for slaughter of random samples were taken in Newcastle disease virus detection, if the poultry have been vaccinated.
68. If Latvia wants to get the status, which does not provide the vaccination of poultry against Newcastle disease, the Department submitted to the European Commission programme, which specifies the following: 68.1. prevalence of the disease in the territory of Latvia;
68.2. the objective of the programme, taking into account the importance of the disease and economic effects;
68.3. geographical area to which the programme will be implemented;
68.4. categories, which are given to companies, and indicators that must be attained in each category, as well as the study of the methods to be used;
68.5. programme monitoring procedures;
68.6. action if the company loses the assigned category;
68.7. the action, if the results are positive.
69. in order to obtain the status, which does not provide the vaccination of poultry against Newcastle disease, Latvia must ensure the achievement of the following requirements: 69.1. for at least the last 12 months are not poultry vaccination against Newcastle disease (with the exception of racing pigeons);
EB 69.2. at least once a year, herds of breeding poultry for Newcastle disease serological investigations;
69.3. company is not poultry vaccinated against Newcastle disease in the last 12 months (with the exception of racing pigeons).
70. Poultry and hatching eggs, the trade between the Member States, shall be accompanied by a veterinary health certificate. The veterinary health certificate is prepared, subject to the following conditions: 70.1. certificate complies with this provision concerned in annex 2 the specified look game;

70.2. the certificate shall be completed on the date of loading in the language in which the Latvian and from the languages of the Member State of arrival;
70.3. certificate is valid for five days;
43.7. the certificate shall be drawn up on a single page or multiple mutually inseparable sheets;
70.5. the certificate shall be drawn up for each beneficiary;
70.6. signature of the certificate official inspector of the service;
70.7. signature and stamp on the certificate is different from the text.
71. the service may be granted for one or more of the Member States of dispatch general authorisations or permissions to particular case authorize in territory of Latvia, poultry and hatching eggs without a veterinary health certificate.
VIII. Claim of, poultry and hatching eggs imported from third countries 72. Poultry and hatching eggs may be imported from third countries or parts thereof listed in the list drawn up by the European Commission.
73. The poultry or hatching eggs come in flocks which: 73.1. before sending continuously held territory or in a part thereof;
73.2. complies with these rules laid down in the animal health requirements.
74. the imported poultry and hatching eggs from third countries, the shipment has been added to the official veterinarian of the third country has signed a veterinary health certificate (original), which satisfies the following requirements: 74.1. the certificate is issued on the day of loading;
74.2. it shall be drawn up in the language or country in the language of the recipient country;
46.2. the certificate is proof of poultry or hatching eggs in compliance with the requirements of this regulation;
74.4. Certificate valid for five days;
46.3. it is presented on a single page or multiple mutually inseparable sheets;
74.6. certificate drawn up for each beneficiary;
the signature on the certificate to 74.7 at. and the stamp is from a text different colors.
75. Upon arrival in the territory of Latvia provided for poultry for slaughter as soon as possible deliver to the slaughterhouse.
76. the service determines the abattoirs of poultry to be sent if they encountered health problems.
IX. Claim of, poultry and hatching eggs to 77. transport of day-old chicks and hatching eggs to be transported: 77.1. single-use containers, which are then destroyed;
77.2. reuse containers provided that before use, clean and disinfected.
78. Containers placed only one species, category and type of day-old chicks or hatching eggs, resulting in one company.
79. the Container shall be marked with: 79.1. the Member State of origin and the region of origin;
79.2. approval number of the establishment of origin;
79.3. the number of eggs or chicks in each container;
49.3. poultry species name.
80. The containers with day-old chicks or hatching eggs may be transported by inserting a common container. The total container specifies this provision the information referred to in paragraph 79, and placed in the container.
81. The breeding or productive poultry are transported in cages or cage, which indicates recognition of the establishment of origin of poultry and contain only a single species, category and type of poultry from the same company.

83. the transport of Poultry vehicles, cages and cages so constructed that during transport: 83.1. eliminate waste and reduce to a minimum the feather into the external environment;
51.7. ensure the inspection of poultry;
83.3. they should clean and disinfect.
84. A vehicle and its equipment, as well as repeatedly used cages and cages are cleaned and disinfected in accordance with the instructions of the authorities.
85. Poultry and day-old chicks through transport of Newcastle disease or avian influenza affected areas is allowed only by rail or major roads.
