General questions 1. determines the order in which grant, administered and monitored by national and European Union support for the event "non-agricultural land, first afforestation". 2. On the national and European aid for "non-agricultural land, first afforestation" (hereinafter measure) also apply laws on national and EU aid modalities of compensation payments in the form of rural and fishery development. 3. objective of the measure is to promote non-agricultural land in effective use, preserving its biodiversity and countryside recreational and aesthetic qualities. II. conditions for receiving the aid measure implemented in 4 rural areas of Latvia. 5. Support the applicant (hereinafter the applicant) is: 5.1. physical person – the land owner;
5.2. the legal person whose share capital private equity are 50% or more and which is the land owner;
5.3. the municipality-land owner. 6. the measure supports the following activities: 6.1 stand regeneration of non-agricultural land;
6.2. the natural care of ingrown stands volume production and replenishment of non-agricultural land. 7. Non-agricultural land within the meaning of these provisions is agricultural land, which is not used in agricultural production and usage change permit, transformation is received as well as Scrubs and other land (except forest land). 8. Scrub land is State land cadastre was listed in the Bush group and the land owner's land boundary plan breakdown part is recorded under "Scrubs". 9. 16.3. the regeneration of forest areas for which aid is received the support of forest regeneration from European Union funds. 17.
