20.3. information and publicity. 21. the project application costs are divided into two cost headings: 21.1. project administration costs by applying the Cabinet set a constant rate;
21.2. other costs – with the policy study and policy impact assessment-related costs if the policy study and policy impact assessment is organised on the basis of the company's agreement or service contract. 22. This rule 21.2. costs are referred to the project's eligible costs. This rule 21.1. incidence of costs referred to in point or imputability is determined in paragraph 74 of these rules in the order listed. 23. 26.3. the project submission complies with the specific objective of ensuring the development policy budgetary and financial policy, industry and services policy, enterprise policy, regional policy, public administration policy, higher education, innovation, justice policy, social policy, based on the best evidence, through policy research and policy impact assessment in the decision-making process;
26.3. the project is expected to take in the application research in any of the following areas: budgetary and financial policy, industry and services policy, enterprise policy, regional policy, public administration policy, higher education, innovation, justice, politics, social policy;
26.4. the project submission does not overlap with another financial instrument supported similar activities do not duplicate the structural funds and other programmes of action, priorities, measures and activities. 43. in order to assess the project submissions identified the importance of problem solving and the ability of the applicant to the project to implement the project, as well as a specific priority in assisted project submissions that the application of the project would gain more support, project submissions valued according to the following quality evaluation criteria: 43.1. application of the justification of the project evaluation criteria: relevance of the project and 43.1.1. actuality (how the project will contribute to the policy area identified problem solving);

43.3. specific quality criteria: 43.3.1. results of the research project, the applicant intends to use the policy planning and evaluation systems development, specific policy action, legislative development or improvement;
43.3.2. study on the subject is planned, which has no analogue;
43.3.3. the study results can be used in other sectoral ministries, other policies, the development of law and development. 44. the project submissions valued according to the following criteria: financial fitness

44.1. the project submission complies with all administrative and compliance evaluation criteria, and submission of the project justification, as well as for the implementation of the project on capacity assessment criteria it has received a total of at least 13 points;
44.2. the project submission has sufficient funds available in the selection of the apakšaktivitāt. 45. the project submission's compliance with this provision in paragraph 41 and 42 criteria assessed with "Yes" or "no" ("Yes", "no" – meets does not meet). 46. the project submission's compliance with this rule 43.1.1., 43.1.2. and 43.2. the criteria set out in point valued with a score from one to five, according to the following ratings: 1-very weak, 2-poor, 3-satisfactory, or neutral, 4-good, 5 – very good. 67.2. invite industry professionals and experts in an advisory capacity to measure participation in the meetings of the Monitoring Committee. 68. the measures Monitoring Committee chaired by the Director of the State Chancellery.
