Cabinet of Ministers Regulations No. 816 in Riga in 2008 (30 September. No. 70 24. §) rules on "operational programme human resources and employment" apakšaktivitāt "Appendix 1.2.1.2.1. General secondary education reform, training content, methodology and teaching evaluation system of achievement" of the first round of project submissions are issued under the European Union's structural funds and the cohesion fund management law, article 18, paragraph 10 i. General questions 1. determines: 1.1. procedures implemented by the operational programme "human resources and cause binātīb" addition 1.2. priorities of the education and skills "contributes" UR1.2.1.pas vocational education and overall skill development "activity" General 1.2.1.2. knowledge and skill enhancement "apakšaktivitāt" 1.2.1.2.1. 1.2. the requirements for the project of the European Social Fund (hereinafter the project) to the applicant;
1.3. the application of the project evaluation criteria;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. Subject to the provisions of the apakšaktivitāt the first application round project.
3. the purpose of the Apakšaktivitāt is to implement the reform of the general education Pro, optimizing the science community and the public in science and the use of knowledge, with an emphasis on improving teaching content, teaching methods and the security regulation, improving learning achievement evaluation sis theme, encouraging interest in science and technology and foreign language learning. The first application round project will improve the teaching in the natural sciences, mathematics there sa and State control and learning lo va process.
4. the achievement of the objective of the Apakšaktivitāt promote the implementation of the provisions referred to in paragraph 7 and ensuring this outcome indicator: 4.1 improved four syllabus and sets the second phase basic education (grade 7 through 9) in natural sciences (physics, chemistry, biology) and in mathematics (apply to this rule 15.1. projects referred to the applicant);
4.2. improved one syllabus and set the second stage of basic education (grade 7-9), two of the syllabus and sets the General secondary education, and two of the syllabus and sets professional secondary education and vocational training (hereinafter referred to as the initial vocational training) in the Latvian language and literature (subject to this rule 15.2. projects referred to the applicant);
4.3.1000 General developed the competency of teachers and kVA lifikācij according to the advanced curriculum content the natural sciences (physics, ķī MIA, biology) and in mathematics (applies to this provision in paragraph 15.1 mi defines the project applicant);

6. the purpose of the group is Apakšaktivitāt trainees in general education and initial vocational training, general education teacher and the Akkadian Empire Chem staff involved in the preparation of teachers and pedagogy and Management Sciences glītīb.
7. The project is supported by the following: 7.1 Science (physics, chemistry, biology) and the mathematics content and improve the quality of learning: 7.1.1. subject the implementation of standards and the monitoring of the implementation of the programme of the 7-12 grade;
7.1.2. the subjects of content development in the second stage of basic education (grade 7 through 9);
7.1.3. tuition standards and program enhancement at the national level in the second stage of basic education (grade 7 through 9);
7.1.4. the learning achievement evaluation system;
7.1.5. development of methodical security training;
7.1.6. the electronic learning resource development, while improving the infor information society technology skills;
7.1.7. e-learning environment;
7.1.8. measures to promote interest in science and technology subjects;
7.1.9. the provision of further education of teachers under the advanced learning content;
7.1.10. educator courses;
7.2. the in-depth country language learning provision in the general development of the synergies within the institutions (especially 7-9 grade) and institutions of vocational training young people who are not native Latvian language: 7.2.1 subject content development languages and literature in Latvian minority education in basic education of Pro gramm second phase (grade 7 through 9), the Latvian language and literature 10.-12. class, as well as the Latvian language and literature in initial vocational education;
7.2.2. the improved general education subject standards and teaching Latvian language and literature program improvement and implementation of the training process;
7.2.3. teaching methodical security development, including a linguistically heterogeneous classes;
7.2.4. the electronic learning resource development, while improving the infor information society technology skills;
7.2.5. e-learning environment;
7.2.6. actions to promote the national language;
7.2.7. the provision of further education of teachers under the enhanced content teaching nia, Tween content and language integrated learning (bilingual education);
7.2.8. educator courses.
8. Apakšaktivitāt within the implemented projects co-financed from the European Social Fund. Apakšaktivitāt total available for public funds is 7375920 dollars, consisting of the European Social Fund co-financing 6269532 lats and national public funds 1106388 lats from the State budget.

9. Maximum co-financing from the European Social Fund around the Mayor is 85 percent of the total eligible project cost totals. The implementation of the project of national public funding for 15 percent of the total eligible cost of the project, ensure the State budget funds.
10. Apakšaktivitāt implement the project application to the limited selection in a way that the responsible authority organises two rounds.
11. Apakšaktivitāt the first application round project provides total public funding is 5014020. The second round is organised within the framework of the apakšaktivitāt the remaining funding no later than December 31, 2010.
12. Apakšaktivitāt responsible authorities within the functions provided by the Ministry of education and Science (hereinafter referred to as the responsible authority). 12.3. This provision is referred to in paragraph 64 of the draft amendment;
12.4. plan and implement information measures implemented by the apakšaktivitāt horse;

8.5. preparing forecasts of payment and submit it to the paying authority;
13.8. European Social Fund demand forecasts for the current and the following year and shall submit it to the leading authority and the responsible authority;

14. the cooperation body is the functional supervision of the responsible authority.
II. Requirements for the project the applicant 15. Project applicants can be: 15.1. national regulatory authority regulations certain functions of education content and teaching evaluation system of achievement in the development of national level;

18. the project minimum total eligible cost is $351402, the maximum eligible cost total is 3514020.
III. Project preparation and submission of application 19. Responsible Authority not later than 60 working days of the entry into force of this provision sends a call for project applications (hereinafter referred to as the notice) the project for the applicant who complies with the provisions in point 15.
20. The invitation shall: 20.1. project to the application deadline;
20.2. the application of the project site and order;

21. the project applicant project application submitted, subject to the following requirements: 21.1. allowed to submit one project submission;
21.2. the project application form a completed project application form (annex 1) and the following annexes: 21.2.1. education content development concepts for the project, developed in accordance with the provisions of point 22, 21.4. bottom point and 35.2.;
21.2.2. If these provisions provided for in paragraph 17 above, the cooperation agreement cooperation project (indicate the partner's obligations and rights for the project);

21.2.4. project financing plan drawn up by the applicant of the project the national budgetary authorities in accordance with the budget of expenditure classification of economic categories (annex 2);

22. The provisions referred to in paragraph 21.2.1. education content development concept is the document in which the applicant project provides detailed information on the existing situation and problems in areas in which the applicant intends the project to implement the project, the necessary action to improve the situation and the actions planned in the project investment in the problem solving, sought re key tasks, measures, activities and problems of the va riant, implementation of the planned activities and the system, as well as a forecast of the consequences that can occur if not addressed.
23. the applicant shall present the draft project submissions under the following PRA affected: 23.1. a copy of the application the project fully meets the project's original application (applicable if the project application submitted in paper form);
23.2. the project submission form section, subsection and do not change it from saukum and do not delete.
24. the project applicant project application to the responsible body can submit to: 24.1. paper form in triplicate (one original copy marked "original" and two copies marked "copy"), all the documents placed in a package and seal;
24.2. the electronic document, signed with a secure electronic signature and confirm with the time stamp before the draft application deadline for electronic documents in the procedure prescribed by law.
25. the responsible authority shall register the project application submitted to it on the date of receipt. Proof of receipt of the application, the project authority in charge of the project to the applicant personally or on the same day 10 working days by post or electronically in the form of an electronic document signed with a secure electronic signature for electronic documents in the procedure prescribed by law.
IV. evaluation of the application of the project 26. project and project submissions valued in the following order, according to the rules referred to in paragraph 33 administrative criteria, mentioned in paragraph 34 the eligibility criteria referred to in paragraph 35 quality criteria and referred to in paragraph 36 of the funding criteria.
27. within the framework of Apakšaktivitāt project in the application submitted to the evaluation provided by the Commission. Panelists include the Ministry of education and science.
28. the meetings of the Commission as observers may participate in the managing authorities and the liaison body. The Commission may invite one or more experts (without voting rights).
29. The Commission shall determine the responsible authorities approved the Statute of the Commission.
30. 33.4. a project proposal is prepared for the Latvian language;

20.9. the project application has been submitted according to the requirements – in paper form (filed the required number of copies of the application for the project, the original and copies of the application are cauršūt (caurauklot)) or electronic form, a document signed with a secure electronic signature and confirm with the time stamp according to the electronic statutory requirements;
20.9. project application is signed by the project head of the institution to the applicant or his authorised person;
21.0. project application is accompanied by all the provisions referred to in paragraph 21.2 below;
21.1. the period of project implementation and cost allocation over the years correspond to the provisions referred to in paragraph 61 of the project implementation period;

33.10. the project required in the application of the European Social Fund co-financing and the total eligible costs indicated in lats;
33.11. the project required in the application of the European Social Fund to funding does not exceed the provisions mentioned in paragraph 9 of the allowable amount;
33.12. the project submission required in total eligible cost corresponds to the provisions referred to in paragraph 18, the minimum amount of eligible costs and maximum amount of the eligible cost;
33.13. submission of project eligible costs breakdown of the years indicated full, in the arithmetic right and meet the budget totals listed in the summary;
33.14. submission of project eligible costs specified in positions at 50. these provisions "and 54 in the eligible costs;
33.15. the project planned in the application costs do not exceed that rule 52, 53 and 57 in the cost limits.
34. eligibility criteria (projects of the applicant and project eligibility criteria application): 34.1. the project applicant has 15 of these rules in the country referred to in paragraph over authority of the Board;
21.3. the aim of the project complies with this provision in paragraph 3 that the bottom of the activity objective;
21.3. the project provides for the implementation of this provision in point 7.1 or 7.2. bottom point eligible activities;
21.4. the project application has been added to the educational content development concepts for the project: 34.4.1. this rule 15.1. the project referred to cold-had-general educational content of basic education reform in the second phase (grade 7 through 9) relevant subjects (refer to the bottom of the rules referred to in point 7.1. eligible activities);
34.4.2. this rule 15.2. the project referred to in the cold state for submitting language learning for young people, which the Latvian language is not native (refer to section 7.2 of these provisions in the eligible activities);
34.5. the project application is defined in the problem addressed and justified the chosen target group needs;
21.5. the submission of the project and the planned activities provide the problem and define target groups needs are met;
21.6. the project activities are clearly defined, proportionate with the planned time schedule for implementation and ensure the planned results;
21.6. the application of the project results and the planned figures are accurately defined and measurable (reachable results are specified in units with specific values);
21.7. the expected results for the project and their indicators contribute to the rule referred to in paragraph 4, the resulting figures;
34.10. the applicant undertakes the project project implementation to prevent discrimination (sex, race, ethnic origin, religion, disability and other factors);
34.11. project application describes the project management, implementation, and monitoring system and the required resources (in the number of staff involved, qualifications and responsibilities, the available material and technical base), and they are appropriate to the needs of the project;
34.12. application of the project is justified, as it will ensure the sustainability of the results achieved and maintenance after completion of the project;
34.13. the project costs indicated in the application corresponds to the period of project implementation, it is necessary and reasonable to achieve project results and the implementation of the planned activities;
34.14. project planned in the publicity and information dissemination activities comply with the European Union's structural funds and the cohesion fund projects in the implementation of the publicity requirements.
35. the quality criteria (specific horizontal priorities and eligibility criteria): 21.8. the project involves cooperation between the beneficiaries and the district or city of the Republic education administrations: 35.1.1. cooperation is not intended (0);
35.1.2. intends to inform about the results of the project (one point);
35.1.3. provides for involvement in specific project activities (two points);
35.2. This provision referred to in paragraph 21.2.1. education content development concepts for the project quality: 35.2.1. project developed the concept of low quality, affordable and achievable results not clearly formulated, conceptions of the design will not be involved in education policy making authorities (one point);
35.2.2. project developed the concept of a good quality, affordable and achievable results formulated concepts understandable, was involved in the drafting of the education policy of the institution responsible for the (two points);
35.2.3. project developed the concept of high quality, affordable and achievable results, precisely defined concepts was involved in the drafting of the education policy of the institution responsible for the project, agreed with the Ministry of education and Science (three points);
35.3. the results of the project approval phase is intended to involve educational institutions: 35.3.1. not for (0);
35.3.2. less than 20 educational institutions in the exercise of general educational programs, 7.-9. class or 10-12 grade or initial vocational training programs (one point);
35.3.3. from 20 to 25 educational institutions that implement the General educational programs grade 7 through 9 or 10-12 grade or initial professional education programs, from all the regions of the planning (two points);
35.3.4. more than 25 educational institutions that implement the General educational programs grade 7 through 9 or 10-12 grade or initial vocational training programmes of all planning regions (three points);
35.4. the project planned results: 35.4.1. will be available for all educators who teach science (physics, chemistry, biology) and math articles 7-9 grade (refer to the bottom of the rules referred to in point 7.1. eligible transactions) (one point);
35.4.2. will be available for all educators who, through general education or vocational training program, working with young people, which the Latvian language is not native (refer to section 7.2 of these provisions in the eligible activities) (one point);
35.4.3. will not be available in all these rules or 35.4.2 35.4.1.. bottom educators referred to in points (1 point);
22.1. risk assessment of project implementation: project submission not 35.5.1. assess potential risks (0);

35.5.2. project risk assessment in the application do not complete, not work or go out is not completely developed action plan identified risks (one point);
35.5.3. project risk assessment in the application, the plan of measures identified for the elimination or reduction of risk developed a stub (two points);
35.5.4. project risk assessment in the application, including the estimated potential cost of incidence, developed a plan of measures identified for the elimination or reduction of risks (three points);
35.6. projected effects of the project on the promotion of equal opportunities in education for young people and career design: 35.6.1. without prejudice to the scope of the project (0);
35.6.2. project has an immediate positive impact – with the help of project activities indirectly support the existing stereotypes in society about the role of gender education and profession selection of mitigation (one point);
35.6.3. project has direct positive impacts — specific measures for society to reduce the existing stereotypes on gender roles in education and careers (two points);
22.2. projected effects of the project on information society horizontal priority: 35.7.1. without prejudice to the scope of the project (0);
35.7.2. project has an immediate positive impact – with the help of project activities indirectly contribute to the building of the information society and development (one);
35.7.3. project has a direct positive impact-for concrete measures that contribute to the building of the information society and development (two points).
36. the criteria for the award of funding: 36.1. the project submission complies with these rules, 33.2, 33.3 33.1...,.,., 20.8 20.8 33.12., 34.1, 34.2, 21.3..,.,., and 21.7 21.4 34.10. referred to evaluation criteria, 21.8., 22.0 and evaluation referred to in paragraph 22.1 criteria each have at least one point, 35.2, 35.3 and 35.5. below the valuation criteria referred to in point each has received at least two points in the standings and quality criteria that at least nine points;

V. decision on approval of the project application, approval with conditions or disapproval of acceptance and notification 37. the responsible authority shall take a decision on the project of authorisations requested, transmit the application if compliance with all these rules 33, 34 and 36 of the project referred to in the submission evaluation criteria have been assessed with "Yes".
38. the responsible authority shall take a decision to reject or not further assessment, if the project application: 38.1. the project submission does not meet any of these rules, 33.2, 33.3 33.1...,.,., 20.8 20.8 33.12., 34.1, 34.2.21.3.,.,.,., or 21.7 21.4 34.10. the criteria referred to in subparagraph;
38.2. the conformity assessment of one of these rules, or 35.5 35.3 35.2... "at the bottom of the project mentioned in paragraph submission quality criteria received less than two points, or any of these rules, or 35.6 21.8 22.0.. projects referred to the quality criteria of the application received less than one point;
38.3. the project submission does not comply with the provisions referred to in paragraph 36.1 funding allocation criteria.
39. project submissions that meet this rule 36.1. the funding referred to in criterion, valued according to this provision the funding referred to in paragraph 36.2. award criteria. The responsible authority shall take a decision to reject the application of the project, if this rule 36.2. the funding referred to in criteria is evaluated with "no".
40. The competent authority may take a decision on the application of the project around the building, in order to project the applicant would be able to conclude an agreement for the implementation of a project. That decision may include the following conditions: 24.9. clarification of the application of the project according to this provision, 21.0 20.9 20.9.,.,., 33.10, 33.11 21.1..,.,., 33.14 33.13 33.15.,.,., 21.6 21.5 21.4., 21.6.,.,., 34.12 34.11 34.13. or 34.14. criteria referred to in (a);
40.2. the clarification of costs, provided that this rule 52, 53 and 57 paragraph cost limit is not exceeded;
40.3. the other responsible authorities determined legally justified action, which is focused on the conclusion of the agreement for the implementation of a project.
41. the responsible authority shall within five working days after the decision to adopt the horse sends: 41.1. the project for the applicant, the decision on the application of the project or the project of authorisations requested transmit the application, or the rejection of an application for the approval of the draft definition of the condition;
41.2. cooperation authority-the decision on the application of the definition of project implementation and approved by two certified copies of the project or project submission, presented in the form of electronic documents signed with secure electronic signatures, and confirm with the time stamped electronic documents in the procedure prescribed by law.
42. If the application is approved, the head of the project had in the decision, the prescribed period not exceeding 20 working days from the date of adoption of the decision, shall ensure the fulfilment of the conditions and submitted to the responsible body for evaluation information on the fulfilment of the conditions. Decision within the time limit set in the information about the conditions of the project, the applicant may submit a maximum of two times.
43. the responsible authority shall be 20 working days after that rule 42 shall be assessed by the time limit laid down in the draft submitted by the applicant information and drawing up an opinion on the conditions in the decision (hereinafter referred to as the opinion). In the opinion of Justice control is done just like the decision, which contains the conditions to control this opinion is drawn up.
44. If the applicant shall ensure the fulfilment of the conditions contained in these terms within the time limits laid down in paragraph 42 and the opinion of the responsible authority is positive, the application will be considered and approved by the responsible authority within five working days from the date of signing the opinion sends the applicant: 44.1. project-opinion;
44.2. cooperation authority – a decision on project approval with the opinion of the sacījum, and two copies of the approved project or project submission, presented in the form of electronic documents signed with secure electronic signatures, and confirm with the time stamped electronic documents in the procedure prescribed by law.

45. If the applicant does not provide the draft decision contained in the conditions or does not ensure that rule 42 time limit expires, the opinion of the responsible authority is negative and the project application is considered to have been rejected. The responsible authority within five working days from the date of signing of the opinion, in writing, inform the applicant of the project.
46.
